About this file

This is a Single Source Justification document for a Portable 3D Laser Tracking System required by the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee. The contracting activity is AFTC/PZIA(Arnold) and the acquisition is not a Bridge Action under the AF Bridge Action Reduction Plan.

The requirement is for a portable, high accuracy 3D laser tracker capable of seamless integration with CMM ScanArm, including a Tracker Vantage E system (no WIFI, no camera), target tooling, portable stand, computer & software, 3-year warranty, shipping, and installation & training. FARO Technologies, Inc. was determined to be the only source capable of meeting the requirements after market research including searches of AbilityOne, GSA Advantage, and a Sources Sought notice posted on SAM.gov (October 25-November 1, 2024). The award was justified under FAR 13.106-1(b)(1)(i), with a Notice of Intent posted November 12-15, 2024. The government will conduct market research for future acquisitions to potentially avoid single source awards for similar requirements.
