The firm fixed price contract action will be awarded directly to a small business, 100% set aside, under a new contract.
Arnold Engineering Development Complex (AEDC) at White Oak in Maryland has a new partial brand name requirement for a Second Tetra Adjustable Dogleg (TAD) Sting. This TAD Sting is a critical part of upcoming tests, especially to increase testing throughput for
; AEDC White Oak has one TAD Sting manufactured and is requiring another be made that is identical and interchangeable. This TAD Sting will be installed by the Government, at the Arnold Engineering Development Complex, White Oak AFB, Maryland.
Summarized below is the anticipated CLIN structure, description, quantity, each Program Manager's (PM) preliminary market research unit pricing. This is a partial brand name procurement. CLIN 0001 and CLIN 0003 have brand name requirements.

Mandatory Sources - The Air Force or other agencies do not have excess TAD Stings parts, modifications or storage meeting the required specifications. The Federal Prison Industries, Inc. did not have the TAD Stings parts, modifications or storage. A search was conducted on the AbilityOne website, and it does not offer products that meet the requirements.
Vendor Outreach/Sources Sought - The PM provided vendor details for the preliminary market research. The Contract Specialist reached out to Micro Craft, Inc., Calspan Systems, LLC, and Tri Models, Inc. to determine if these companies are capable of meeting the requirement. A Sources Sought Notice was posted to SAM.gov on 7 August 2023 and closed on 14 August 2023. The Government received no responses from the SAM.gov posting.
SAM Search - A search was conducted on the SAM website to determine if Micro Craft, Inc., Calspan Systems, LLC, and Tri Models, Inc. were still active with no exclusions. Micro Craft, Inc. and Tri Models, Inc are a registered small business.
Statement of Work/SME- The PM sent a SOW and known vendors to the Contract Specialist to help with the market research. The efforts have produced two small businesses with the ability to manufacture the product;
therefore, this acquisition shall be a 100% small business set aside.
Acquisition planning requirements detailed in FAR 7.102 were addressed.
