2. Introduction

This Sources Sought is a request to gain more information to see what vendor has the ability to provide an Accelerometer Sensor Workstation that meets the specifications noted in Section 4 –

Required Capabilities and Specifications.

The results of this market research will contribute in determining the method of procurement, if a requirement materializes. Based on the responses in regards to this Sources Sought notice / market research, the requirement may result in a single source acquisition, may be set-aside for small businesses (in full or in part), or may be procured through full and open competition.

Telephone inquiries will not be accepted or acknowledged, and feedback or evaluations may or may not be provided to companies regarding submissions.

3. Program Background

The 704th Test Group (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 846th Test Squadron (846 TS) is one of the units assigned to the 704 TG. The 846 TS’s primary test capability is the Holloman High

Speed Test Track (HHSTT) where rocket powered sled trains are utilized to simulate flight-like environments and scenarios with the control and recovery of a ground-based system.

In order to collect data from these systems, calibrated sensors are a must. Calibrated sensors are required for test mission validation of various avionics platforms, payloads, and equipment for the Department of Defense in conjunction with its partners over a number of differing rocket sled configurations. Approximately 80% of the sensors used at 846 TS are acceleration-based and must be sent out to commercial calibration vendors for each mission. The following requirements are for a new accelerometer calibration workstation needed at the track.

4. Required Capabilities and Specifications

1.0 The Contractor shall deliver one (1) accelerometer calibration workstation to include on-site assembly and training for personnel. The workstation needs to meet the following requirements:

1.1 Workstation Specifications:

1.1.1 Turnkey system with PC, keyboard, mouse, monitor & printer

1.1.2 Windows PC-based user interface with calibration & database software

1.1.3 System verification sensor, air-bearing shaker & data acquisition hardware

1.1.4 19” rack mountable workstation with dimensions of ≤ 26” long by ≤

21.75” wide by ≤ 36.5” tall

1.1.5 Rack Mounting hardware and required cabling shall be included

1.1.6 Calibrated Temperature, Humidity & Pressure Reporting

1.1.7 Accelerometer sensor calibration support

1.1.8 NIST Traceable Calibration Capability

1.1.9 Calibration method standards applicable to ISO 16063, IEC 61094-5 and

ANSI B88.1

1.1.10 System input power requirement 100-120V at 48 to 62 Hz

2.2 Software Specifications:

2.2.1 Supports stepped sine at up to 200 user definable frequencies and amplitudes. User interface available in English language

2.2.2 Clearly defined Pass/Fail criteria for each sensor type

2.2.3 Include Phase measurement display

2.2.4 Provide Calibration Data Management

2.2.5 Reports calibration data in English or metric units

2.2.6 Retrieve and archive calibration data in SQL compliant database

2.2.7 Database of sensor specifications and test requirements

2.2.8 Printed calibration certificates comply with ISO 17025 and ISO 16063-21 requirements

2.2.9 Provide automatic calibration label printing using thermal transfer label printer

2.3 Air-Bearing Shaker Specifications:

2.3.1 Excitation Type: Stepped Sine & Multi Sine

2.3.2 Stroke ≥ .4” pk-pk

2.3.3 Frequency Response Testing Range: 2 to 15kHz

2.3.4 Resonant Search Testing Range: Up to 50kHz

2.3.5 Maximum Payload: ≥ 17.6 oz

2.3.6 Lifting Spring: Lorentz – force Coil

2.3.7 Transverse Motion < 921Hz: 5%

2.3.8 Transverse Motion 922Hz < 10kHz: 10%

2.4 Verification Sensor Specifications:

2.4.1 Sensor Type: Quartz Shear ICP accelerometer

2.4.2 Certification: NIST Standard

2.4.3 Sensitivity: 10mV/g

2.4.4 Frequency Range (± 3dB): 0.35Hz to 30kHz

2.4.5 Resonant Frequency: > 70kHz

2.5 Accelerometer Calibration Specifications:

2.5.1 Accelerometer Types Supported: Piexeoresistive, 4-20mA IEPE, ICP® & Charge

Mode

2.5.2 Calibration Frequency Range: 5 Hz to 15 kHz

2.5.3 Maximum calibration measurement uncertainty (5 Hz to 15 kHz): ≤ 2.2%

2.5.4 Calibration Run Time: < 120 seconds per axis

2.5.5 Sinusoidal Vibration Linearity Measurement up to 40g’s at selected frequencies of 100Hz to 15kHz

2.5.6 Sensor Resonance Checking Range: 5k to 50kHz

2.0 Documentation, Installation and Training:

2.1 An operations manual (digital or hardcopy) for the workstation will be provided

2.2 The contractor shall provide on-site installation of hardware (1/2 day) & system training (1.5 days), resulting in a complete turnkey system in approximately 2 days

2.3 Technical assistance via phone or web meeting is available for the life of the system

3.0 Milestones

The contractor shall deliver, assemble and provide training on the workstation no later than 15 weeks ARO.

4.0 Deliverables

The contractor shall deliver all hardware and documentation to 846 TS, Attn: Sennet Archie at

1521 Test Track Road, Holloman Air Force Base, New Mexico 88330-7850.

5. Eligibility

The applicable NAICS code for this requirement is 334515 – Instrument Manufacturing for

Measuring and Testing Electricity and Electrical Signals, with a Small Business Size Standard of

750 Employees. The Product Service Codes (PSC) is 6625.

6. Submission Details

Interested businesses should submit a brief capabilities statement package demonstrating their ability to provide a product that meets the specifications listed in Section 4 – Required

Capabilities and Specifications. If your company has the ability to provide a product that meets the required specifications, please provide the following information:

1) The organization’s name, address, primary point(s) of contact email address(es) & telephone number(s), website address, Cage Code, UIE and business size (small or large).

2) A tailored capabilities statement addressing the specifications of this notice with sufficient documentation supporting the vendor’s claim on their ability to provide a technically acceptable product.

3) Provide the expected lead-time for the products.

4) Provide budgetary pricing to support the vendor’s claim.

5) The submission should outline the vendor’s available contract vehicle(s) to obtain the product: GSA (provide schedule), Open Market (SAM.gov), etc.
