Questions
| QUESTION # | SYNOPSIS QUESTIONS | RESPONSE |
| 1 | With regard to Solicitation #FA8903-FY16AEPOL could you please confirm qualifications are being reviewed “nationwide” and not just in Texas? | ALL firms are eligible to submit SF330s in response to this synopsis. |
| 2 | Will the Government consider companies that fall above the $15M threshold but below the $38.5M threshold a a Small Business? | None of the exceptions under NAICS 541330 apply to this acquisition. The size standard for this acquisition is $15M. |
| 3 | Can you please confirm that the solicitation posted on June 22 is actually a Request for Proposal? | This synopsis is a request for SF330s. The most highly qualified contractors will be selected utilizing FAR 36.6 Selection of Architect and Engineering Act. For AE actions, the synopsis is akin to a "solicitation". You will submit SF330s based on the information provided in the synopsis. If your firm is selected as one of the most highly qualified contractors, you would then receive a formal solicitation/RFP to propose labor rates to then negotiate award of a contract. |
| 4 | In the solicitation, it references DoD POL AE services experience in a several locations. My firm has completed many POL type projects for a variety of companies (Citgo, BP and a variety of smaller refining companies), but not a DoD client. We are very interested in working with the DoD on these types of projects because we believe we have the relevant in-house skills and capabilities. We currently have several Federal Government Agency contracts, but I was concerned that our lack of experience with DoD POL Facilities may be a problem. What is your position on this? | |
| Due to the criticality of the AE firm being experienced in designing DoD fuel systems and their unique, highly-refined fuel product system requirements, the intent of this synopsis is to find the most highly qualified firms that perform fuel system design on DoD fuel systems. As such, firms whose only experience is designing fuels system facilities on a Coast Guard base, NASA location, or any other federal, commercial, or private facility, will not be considered the most highly qualified." | ||
| 5 | Can we shown project that are older than the last five years? We have done similar projects in the past, but not many over the last five years. | All projects must have been completed within five years from the date the synopsis was posted. |
| 6 | We need clarification with regard to the restrictions and recommendations involving teaming partners (A), and the subsequent request for a subcontracting plan (B). If you are not encouraging large firms to utilize subcontractors, how do we properly submit our information to satisfy the requirements for a subcontracting plan? Evidently, a written plan is NOT required for this submittal; therefore, what kind of information do you require to address the matter of subcontractors? (A) USE OF TEAMING PARTNERS: Offerors are also advised that while teaming partners are permitted, they are not encouraged nor desirable. The Government intends to award directly to AE firms that perform AE services in-house (organically) without extensive use of teaming partners. |
(B) SUBCONTRACTING PLANS: SUBCONTRACTING PLANS ARE APPLICABLE TO LARGE BUSINESS FIRMS ONLY. …A subcontracting plan is NOT required with submission of the SF330 for this synopsis. The subcontracting goals/targets for this program are as follows:
* Small Business 35% of total subcontracted dollars
* Small Disadvantaged Business 15% of total subcontracted dollars
* Woman Owned Small Business 15% of total subcontracted dollars
* HUBZone Small Business 10% of total subcontracted dollars
* Service Disabled Veteran Owned Small Business 10% of total subcontracted dollars
* Veteran Owned Small Business 10% of total subcontracted dollars
| The expectation is that firms submitting an SF330 will perform most AE services with their own employees ("in-house" or "organically"). If a firm must utilize another AE firm as a teaming partner, the SF330 shall be submitted to identify that specific teaming arrangement. Large Business firms that are selected as the most highly qualified, will be required to submit a subcontracting plan with their response to the RFP. Note that the subcontracting goals are all based on total *SUBCONTRACTED* DOLLARS and NOT Total Awarded Amount. If the firm does not subcontract any (or minimal) work, there are no/minimal goals to meet. Also keep in mind that many times AE design requirements require local subcontractors for cleaning, testing, strapping, pigging, minor excavation, radiologic testing, on/off site testing, and other services that are not "engineering" services, and thus would be a "subcontracted" service (rather than a "teaming arrangement" that would provide supplemental AE services). The non-engineering services are examples of types of services that would be expected to be subcontracted, and that could go toward meeting the various subcontracting goals. | ||
| 7 | Section A. General Information, paragraph “USE OF TEAMING PARNTERS” – it is stated that once a firm is selected they “will be required to submit and negotiate one composite labor rate per labor category/discipline” – please clarify if this is in reference to the term of the contract and/or if this applies to different levels within a labor category/discipline (i.e., one rate for Electrical Engineer as opposed to separate rates for Junior, Mid, and Senior Electrical Engineers). | If your firm is selected as one of the most highly qualified contractors, you will receive a formal RFP to propose labor rates to then negotiate award of a contract. Only one set of composite rates per labor category will be negotiated per awarded contract per fiscal year. Most labor categories will include junior, mid-level, and senior rates. Separate rates for specific teaming or joint venture partners will not be negotiated. Task orders awarded during a fiscal year will utilized that fiscal years rate for the entire duration of the task order. The synopsis has been revised for clarification. |
| 8 | Section C. Selection Criteria; SF 330, PART 1, SECTION F, CRITERION (1) SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE; Submission Requirements. The synopsis states that a project presented in Section F must be completed. Would the government allow a TO with multiple sites that has at least 90% of the final Engineering Planning Studies completed and submitted to the government to be presented in Section F? | No, the government will only consider completed projects. |
| 9 | General Submission Requirements notes that “SF330 Part II is limited to one page for the prime.” In the official GSA SF 330 documents (OMB No. 9000-0157) under General Instructions, page 1 it states 2. “Prepare a separate Part II for each firm that will be a part of the team proposed for a specific contract and submitted in Part I. If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.” Because this is a worldwide contract, we expect and are proposing resource use from multiple branch offices. Also our personnel will come from more than one office as identified in Part I, Section E and typically those individual office Part IIs are also included to comply with this requirement. Would the government waive the 1 page limit for the prime and allow the Part II section to have no page count to comply with standard SF330 instructions? If limit of 1 page applies, please direct which Part II a prime should present (i.e., Headquarters, Branch office expected to use most resources, etc.). | SF330 Part II states "if a firm has branch offices, complete for each specific branch office seeking work". General Submission Requirements have been revised to add branch offices to the page limits (one per office). |
| 10 | Would the government confirm that the acronym list is also excluded from page count. | The acronym list will be excluded from the page count. The synopsis has been revised for clarification. |
| 11 | The synopsis states when discussing the resumes that “It is expected that these individuals will provide program level quality control and oversight of the task orders resulting from this acquisition.” Later on the synopsis says “"Project" is defined as work performed pursuant to ONE SPECIFIC TASK ORDER of an indefinite delivery/indefinite quantity (IDIQ) type contract.” And “Resumes that include relevant projects submitted in Criterion (1) may be evaluated more favorably.) Will the government confirm that although these positions have PROGRAMMATIC responsibilities, the resumes should show individual TOs to present the staff members experience rather than contracts. | Yes, although key personnel will have PROGRAMMATIC responsibilities, resumes shall show individual TOs to present the staff members' experience. |
| 12 | Would the government like contractors to include teaming agreements in the proposal, and if so, where should they be included and can they be excluded from page count? | Offerors are advised that while teaming partner(s) are permitted, they are not encouraged nor desirable. However, if teaming partner(s) are utilized, they should be identified in Section C of Part I of the submitted SF330. Executed teaming agreements are NOT required with the submission of the SF330. However, both the cover letter and SF330 should specify that the executed teaming agreements are in place. If the offeror is selected as the most highly qualified firm, the offeror will be required to provide applicable teaming and/or JV agreements with their response to the RFP. |
| 13 | Is the Cover Letter included in the page count? Under General Submission Requirements it states the “cover page” is not included. Please clarify if this is in reference to the Cover Letter. | The Cover "letter" is the same as the Cover "page". It is not included in the page count. Synopsis was revised to replace cover "page" with cover "letter". |
| 14 | Under General Submission Requirements it states, “SF330 Part II is limited to one page for the prime…” Per the SF330 instructions posted on gsa.gov, “If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.” In that case is it okay to submit more than one Part II (one page for each branch office with a key role on our team)? | See response to question 9. |
| 15 | Under General Submission Requirements it states “Past Performance Questionnaires/CPARS/ACASS reports…” are not included in the page count. Is it okay to include these as an Appendix? | Yes. |
| 16 | The solicitation states to “Provide the data for Section E of each proposed key person.” Key personnel are defined as: a. Project Manager, b. Mechanical Engineer, c. Civil Engineer, d. Electrical Engineer, e. Logical Controls Engineer, and f. Construction Inspector. Q: Will a structural engineer with POL and tank design experience be considered a favorable alternative to a civil engineer? | Yes. The primary disciplines for key personnel have been updated in the Section E evaluation criteria. |
| 17 | Cathodic Protection services are highlighted throughout the scope of work in the solicitation. Q: Should, or can, the resume of a cathodic protection specialist be included in the list of key personnel? | A Cathodic Protection Specialist is not a key person for this acquisition. Submission of a Cathodic Protection Specialist is not required, nor desired; however, a DoD POL cathodic protection PROJECT would be considered relevant for submission under Criterion 1, Specialized Experience and Technical Competence. |
| 18 | Paragraph 2 of the solicitation states that “DoD POL facilities” includes Petroleum, Oil, and Lubricants (POL or ‘fuels') facilities that are located on a United States Department of Defense installation (Army, Navy, Air Force, Marines, Army or Air Force National Guard, or Reserve bases). We have relevant projects for allied Air Forces flying U.S. made aircraft (with fuel infrastructure inter-operable with ours), but they are on their installations. Will 772 ESS and AFCEC consider those relevant within the definition of a “Project”? | Yes. A project will be considered relevant if it is for a POL system on an allied-country installation with fuels infrastructure that is inter-operable with DoD Fuels systems, and also follows the same UFC 3-460 specifications required of DoD Fuels systems projects. |
| 19 | A standard 330 submission includes Sections A-C and Section G. Please confirm whether these sections are to be included in the submission package and if they are part of the page count restriction. | Sections A-C and Section G are to be included in Part I of the SF330. All of Part I is included in the page limit. The page limit has been increased to 25 pages. |
| 20 | Is the cover letter included in the 20 page limit? | No, the cover letter is not included in the page limit. The page limit has been increased to 25 pages. |
| 21 | The announcement states the cover letter should provide a statement that executed teaming agreements are in place for all team members. Please confirm if the Government wants a copy of the agreements included with the submittal or the statement alone will suffice. Will it be included in the page limit? | Executed teaming agreements are NOT required with the submission of the SF330. However, both the cover letter and SF330 should specify that the executed teaming agreements are in place. If the offeror is selected as the most highly qualified firm, the offeror will be required to provide applicable teaming and/or JV agreements with their response to the RFP. |
| 22 | Is it the Government’s intent to have successful offerors provide A-E services in support of DoD POL systems SRM only or will A-E firms also be tasked so support MILCON projects. | Services may include MILCON (POL) projects. |
| 23 | In relation to Criterion 4, full time on-site construction inspection; historically full time on-site inspection for repairs / construction of DoD POL systems and facilities is not provided by contractors. Please specify what other relevant types of experience will be considered relevant. | Criterion (4) Capacity, does not request an offeror's "experience," but rather is to gauge the offeror's resources. Criterion (4) Capacity is the offeror's stated capacity to support the potential for multiple Title I POL services within a 12 month period and the offeror's stated capacity to support the potential for multiple full-time on-site Title II inspectors with a six (6) month field construction duration during a 12 month period. |
| 24 | Does the minimum font size 10 requirement apply to graphics? | Yes. |
| 25 | The deadline for project examples according to the solicitation is 5 years preceding the date of the solicitation. We are a design firm, but perform Title II services on many of our projects during and after construction. If we have projects where design/Title I services were performed outside the 5 years, but we continued with Title II services during and after construction, can those projects be showcased in our submittal? | If both Title I and Title II effort is included in the same task order of an IDIQ, or on the same stand-alone contract, and the task order or stand-alone contract was completed within the past five years from the date this synopsis was posted, the project would be considered a "completed project." |
