About this file

This document is a Questions and Responses file for the Air Force Privatization Management Programs (PMP) for Housing, Enhanced Use Lease, Lodging, and Utilities Privatization. The document provides detailed responses to 36 questions from potential contractors regarding a Request for Information (RFI) for non-personal professional support services across four primary areas: Housing Privatization (MHPI), Enhanced Use Lease (EUL), Transient Housing (THPI), and Utilities Privatization (UP). Key details include that contractors can submit capability statements for one or more of the four tabs, with each tab to be evaluated independently, and the government may award up to four separate Indefinite Delivery/Indefinite Quantity (IDIQ) contracts.

The responses clarify numerous technical and procedural aspects of the potential solicitation, including submission requirements, evaluation criteria, and contractor expectations. Notable points include a 20-page limit for capability statements, no requirement for resumes or teaming agreements at this stage, and an emphasis on contractors demonstrating three relevant completed projects. The government seeks contractors with at least three years of experience in relevant disciplines, and Subject Matter Experts (SMEs) will be evaluated based on education, experience, and potential certifications. The RFI is part of market research for a future solicitation to support the Air Force Civil Engineer Center (AFCEC) Installations Directorate, with responses due by 5:00 PM Central Time on 25 July 2025.

AF Privatization Management Programs (PMP) for the Air Force

Housing, Enhanced Use Lease, Lodging, and Utilities Privatization

Questions and Reponses

1. The notice cites “over 15,000 Government-owned homes at 67 CONUS and 12

OCONUS locations (7 USAFE, 5 PACAF).” Please define these homes.

a. The unit count does not match the number of homes cited in the Air Force

MHPI portfolio.

Response: There are currently 58 installations assigned to the Transient

Housing effort, and 63 installations for the Housing Privatization (MHPI).

There are currently 67 projects, each run by a Project Owner (Private

Company). A few of the bases will have several Projects Owners providing privatized housing for each project. The OCONUS locations are in Joint

Base Elmendorf-Richardson and Eielson and Hickam Air Force Bases for the MHPI effort. When housing is privatized by the Project Owner, the maintenance and management of these homes will be done by the project Owner, while the privatization oversight/inspection is done by a

PMP Contractor. Therefore, with the lease in place, the homes are owned by the Project Owner, as the land/homes are leased by the Government.

When the lease ends, the homes are returned to the Government. A

Government-owned home can be either an apartment, townhouse, or single-family home designed for service members with dependents.

Eligibility for specific sizes may depend on family size and composition, with guidelines generally suggesting separate bedrooms for children based on age as well as the rank of the service member.

b. Are the homes privatized under MHPI, or will the contractor conduct pre-privatization assessments (e.g., engineering surveys)?

Response: The Houses are privatized.

c. Please consider A. Explain and provide more details about the requirement. If privatization is assumed, please cite the applicable NDAA authority.

Response: Military Housing Privatization Initiative (MHPI) in the 1996

National Defense Authorization Act (see 10 United States Code §§ 2871-

2885, as amended. This law allows the military services to address their housing needs by utilizing private sector resources to finance and construct and manage housing units consistent with current market standards. Also to consider is the DoDI 1015.11, DoD Lodging Policy.

Military Housing Privatization Initiative (MHPI) Act of 1996 – 10 USC 2871. In general, the AFCEC provides the program oversight for the Departments.

Garrison/Installation/Base commanders and their staff provide for the oversight of the day-to-day execution and provide resident advocacy.

d. Is additional privatization of existing Government-owned homes part of this contract's scope?

Response: Not at this time. However, this could change in the course of the contract.

2. May offerors respond to individual Tabs (A–D), or must they propose on all four to be eligible?

Response: Offerors can respond to as many Tabs they believe there are qualified for but do not have to propose on all four to be eligible.

3. Will each Tab be evaluated independently using Best Value criteria?

If a firm proposes on multiple Tabs, will this be considered favorably?

If the Rule of Two is met for a given Tab, will that Tab be set aside for small business?

Response: Each Tab will be evaluated independently. Proposing on multiple tabs does not guarantee an award, although it could increase the chances of receiving an award on one of the TABs. If two small businesses are considered qualified for a Tab, then Rule of Two could be considered for the Tab as a small business set-aside.

4. Can a contractor elect to submit a response to 1 or more Tabs as a prime and submit on 1 or more Tabs as a subcontractor?

Response: To increase competition, a Prime could form a partnership with another Contractor or arrange to be a subcontractor on other Tabs.

5. Why was a bundled IDIQ selected over separate solicitations for each requirement?

Response: This is not considered bundling. Currently, all four service areas of this requirement are being performed under the existing, Single Award, Air Force Housing, Enhanced Use Lease, and Utility Privatization

Management (HEU) Indefinite Delivery, Indefinite Quantity (IDIQ) contract, FA890322D0001. IAW FAR 2.101, a solicitation consolidating two or more requirements for supplies or services previously performed under two or more separate contracts into a single solicitation may qualify as a

"consolidation." Similarly, "bundling" refers to a subset of consolidation which combines two or more requirements into a single solicitation deemed unsuitable for award to a small business. Since the PMP contract represents a follow-on to the existing single award IDIQ contract, it is not being formed by combining two or more separate contracts. As a result, this follow-on requirement is not considered a bundled IDIQ.

6. Tab A and Tab C descriptions each contain a reference to Gov housing in the context of tenant surveys. Is work with the management and/or privatization of current Gov housing anticipated under the potential IDIQ?

Response: Yes.

7. The SAM Notice states, “The response should describe the company’s capability in the following:

Include a maximum of three (3) specific, relevant, and completed CONUS and OCONUS projects that best illustrate the disciplines that were employed as listed subject to the opportunity. If a solicitation is to be issued for the PMP, the Government will be considering the level of education, the number of years of experience, and any specific certification and or licenses held by each of Subject Matter Experts

(SMEs). For experience, a minimum of 3 years is desired. For education, the highest level of education will be requested.

a. This is unclear. Please clarify whether the USAF is seeking respondents relevant experience with 3 past projects. Or is USAF seeking something else? Are there particular aspects of the project that should be address?

Response: Three years of experience can be met with one, two, or three projects. Basically, the experience should relate to the services in this RFI, as it relates to the Performance Work Statements.

b. Please clarify whether the intent is that respondents discuss the experience and education of their SME’s in this Sources Sought response?

Response: A description of the SMEs education/experience the

Government would expect the SMEs to have will be for the Contractor(s) to determine.

c. And, if so, will SMEs be further defined?

Response: Since this is a performance-based acquisition, the Contractor will propose the kinds/types of SMEs required to satisfy the Government’s expectations. However, it is expected legal, financial, insurance, program, project, engineering, real estate and technical data support will be some if not all of the disciplines to be included in the description of the experiences as it relates to each PWS.

8. Please clarify whether respondents are expected to submit TAs or LOIs as part of these sources sought response, and or are we being asked to indicate the structure that we anticipate using if responding to a full solicitation, and/or the types of work and disciplines which might require subcontracting.

Response: A Letter of Intent (LOI) is not required. The RFI gathers information from potential Contractors/Vendors to plan for the acquisition process. Therefore, the RFI is not a binding commitment from the

Government. A capability statement is all that is required to indicate the kinds of Contractors/Vendors will be available for this RFI. Therefore, Technical Assurance or Assessment are also not required.

9. If proposing as a JV, is a finalized JV agreement required for the Sources Sought response?

Response: No.

10. In the event a proposal is submitted from a Joint Venture, will the forming entities'

“Past Performance” be considered?

11. Please clarify whether a redacted version of the capabilities statement is required for the Sources Sought Notice, and, if so, and under the assumption that our name will appear throughout the document; the redactions may extend beyond the cover page.

Response: Redacted documents are not required for the capability statements.

a. Will it be shared beyond DAF or published in any form?

Response: No.

b. How will the Government protect sensitive/proprietary submission content?

Response: The Government addressed Controlled Unclassified Information

(CUI) in Section 10 in each PWS.

12. Please clarify if respondents are required to submit one (1) twenty (20) page narrative for each tab? Or a 20-page capability narrative for each tab response they intend to propose?

Response: The 20-page limitation will be for each Tab being considered.

13. Will you extend the Sources Sought due date if needed to respond to all questions submitted to ensure clarity?

Response: Currently, there are no plans to extend the RFI due date.

14. Is a physical presence in San Antonio required, or will remote support be accepted?

Response: Contractor’s SMEs shall perform the services in the PWS at the designated AF Housing Installations. However, the Government will also provide flexible workstations for a few SMEs located in Port San Antionio to work alongside the Government as it relates to the services. Each workstation will have office equipment, a computer station, and a network connection.

15. In the event of conflicts between the Sources Sought and PWS documents, which prevails?

Response: PWS.

16. Will the Government issue a corrected or updated PWS or Sources Sought to reconcile discrepancies? If so, when?

Response: The RFI itself will not be updated. Any changes to the PWS will be made and provided when the responses to the questions are posted.

17. Our understanding is that if we would like to submit on all four (4) TABs then we will be required to deliver 4 capability statements – one for each TAB. Is this correct?

Response: Yes, this would be correct.

18. Does the page limit requirement (not to exceed 20 pages) for the capability statement capture the following:

a. The “three (3) specific, relevant and completed CONUS and OCONUS projects that best illustrate the disciplines which were employed as listed subject to the opportunity”

Response: Yes

b. Resumes for key personnel

Response: Resumes are not required.

19. Is the expectation that executed Teaming Agreements or Letters of Intent are provided with our capability statement?

Response: No, not required for this RFI.

a. If so, are these Teaming Agreements or Letters of Intent for specific

TABs? For example, if a team member is only going to be engaged for a specific TAB, would their Teaming Agreement reflect this?

Response: N/A.

20. Should the capability statement include resumes for key personnel?

Response: It is not required for this RFI.

21. If a teaming arrangement is proposed, is it expected that subcontractors also provide information on three previously completed projects?

24. Please clarify the requirement for 3 projects/past performance for each of the tabs when proposing on all four tabs. Can the same project be used in multiple tabs (A-D)?

Response: Yes

25. To better demonstrate our capabilities, should the "three (3) specific, relevant and completed CONUS and OCONUS projects" be for the specific TAB(s) we are interested in, or for the broader PMP (Housing, EUL, Lodging, Utilities) portfolio?

Response: Yes, for each TAB.

26. The RFI mentions that "one responsible source will be selected for each of four (4) opportunities". Could the agency elaborate on how capabilities will be evaluated if a single offeror expresses interest in and demonstrates capability across multiple TABs? Is there a preference for a single comprehensive provider or multiple specialized providers?

Response: Each TAB will be evaluated independently. If a Contractor provides offers for each TAB, each proposal for a particular TAB will be evaluated against other proposals for that same TAB. There is no preference for single or multiple Contractor awards.

27. Could the agency provide more specific guidance on desired certifications or licenses for the Subject Matter Experts (SMEs) relevant to the various TABs

(Housing, EUL, Transient Housing, Utilities) to help us highlight our team's specific qualifications?

Response: Please reference the responses for Question 7. Please bear in mind, this is not a solicitation. This is an RFI gathering information for market research purposes only. Any specifics as to education/experience for the

SMEs will be addressed by the Contractor based on each PWS. Since, this is a performance-based acquisition, the Contractor and not the

Government will indicate the education and experience required to meet the requirement needs. In turn, the Government will examine the proposals and determine which Contractor(s) offers the best solution.

28. The PWS provides estimated hours for Project Management Support and Portfolio

Advisor Support "during the TO period of performance". Could the agency clarify the anticipated length of a typical Task Order (TO) to help us gauge the annual full-time equivalent (FTE) commitment implied by these hours?

Response: The estimated hours provided will be for one-years Task Orders.

29. The PWS references "JLL PMs" participating in training sessions. To better understand the scope and existing operational context, can the agency confirm if Jones Lang LaSalle (JLL) is the current incumbent for any of the TABs, and if so, for which specific services or programs?

Response: Jones Lang LaSalle (JLL) is the current incumbent. However, any reference to JLL in this PWS has been deleted. Please see the revised

PWS for the AF Housing Privatization (MHPI).

30. For the 24/7 Call Center requirement, while an average of 25 calls/month is noted, could the agency provide insights into the expected variability or peak volumes of calls? Additionally, are there any language requirements beyond

English for call center support

Response: Only an average number of calls per day will be provided in the PWS. Also, English is the only language acceptable for the call center.

31. For the legal support component within Portfolio Advisor (PA) Support, is there an expectation for the contractor to have in-house legal counsel, or is it anticipated that this support will be provided through external legal partnerships?

Response: It is expected for the Contractor to provide the legal support as stated in their proposals.

32. The PWS for Utilities Privatization (UP) outlines the requirement for Associate

Contractor Agreements (ACAs). Could the agency provide further details on the types of associate contractors or government entities with whom these agreements are most frequently required for UP projects?

Response: The associate Contractor Agreements (ACAs) is hereby deleted in 4.19 of the PWS. Please see the revised PWS for the AF Utilities

Privatization (UP).

33. Given that this is a Sources Sought, and no offers are being requested at this time, could the agency confirm if the future solicitation (if one is issued) will indeed be structured with Firm Fixed Price (FFP) and Cost-Reimbursable (CR) elements, or if other contract types are also under consideration? This would inform our long-term resource planning.

Response: If a solicitation/contract is issued the labor portion will be Firm-

Fixed, while the travel will be a Cost-No-Fee estimated amount.

34. To ensure maximum alignment with the DAF's mission and address identified pain points, could the agency elaborate on the most significant challenges or recurring issues observed in the housing privatization program that this contractual support aims to mitigate?

Response: Typical concerns to be considered would be the Contractor(s) ability to mobilize the SMEs in a timely manner to meet the required housing privatization schedules. Are the Contractor(s) familiarized with the guidelines for this privatization effort? This would include understanding the Governmental regulations for the housing privatizations, as well as what is required in each PWS. Will the SMEs have the technical expertise to perform the work, and will any turnover of SMEs be kept to a minimum?

35. For the Enhanced Use Lease (EUL) program, are there any specific phases

(Project Identification, Definition, Acquisition, Lease Negotiation & Closing, Construction Management, Post Closing Management, Termination) where the agency foresees a greater need for contractor support or specialized expertise?

Response: Proposed SMEs should be tailored to meet expectations for each PWS. It is possible some SMEs could be employed to meet the challenges of multiple SMEs, while others could only be utilized for a particular PWS because of the unique tasks it will require.

36. For the Transient Housing Privatization Initiative (THPI), could the agency provide further details on the strategic milestones or timeline for the "transition to a sustainable, privatized business model"? Understanding this roadmap would enable us to propose phased support that aligns with the agency's long-term objectives.

Response: Milestones required to meet the requirement for a business model for the THPI will be cited in the deliverables (A001) to be addressed with the Government. This could be further discussed during the solicitation stage. Currently, no solicitations are being issued.
