About this file

This is a Questions and Answers document for a Remote Video Game Kits solicitation issued by the 772 Enterprise Sourcing Squadron at Joint Base San Antonio (JBSA) Lackland, Texas on 21 August 2026. The Government requires monthly delivery of 20 video game kits to 20 DAF Library locations, with each kit containing six different physical game titles. All games must be newly released, for US-compatible systems utilizing physical discs (supporting Xbox One, Xbox Series X, PlayStation 4, PlayStation 5, or original Nintendo Switch family), and must be US region-compatible. The contractor must utilize an existing commercial platform used for video game purchase or distribution—not a custom website—to facilitate Government selections and ordering. The Government will select specific game titles at the beginning of each month, and the contractor must provide one account managing selections for all shipping locations. If a Government-selected title becomes unavailable before shipment, the contractor may propose an equivalent replacement for Government approval. Kits shall be packaged in boxes to prevent shipping damage, and only affected items require replacement if received damaged, defective, incorrect, or missing. Shipping addresses will be provided upon contract award. All physical game copies become permanent Government property upon delivery.

The contractor will invoice monthly following each shipment and is responsible for proposing a competitive pricing methodology that successfully delivers newly released video game titles within the contract period. The 20 kits per month constitute guaranteed minimums throughout the contract term. The Government does not restrict ESRB ratings or specific game content but does not ship kits to locations where minors are present, though some location-based restrictions apply. Games are not designated for individual libraries; all 20 locations receive identical kits each month.

The Xbox Series S lacks a physical game disc drive. Given the requirement for new, physical retail copies, could you clarify which Xbox models (Xbox One, Xbox Series X, or both) are intended to be supported? The PlayStation 5 Pro does not have a built-in physical disc drive. As the requirement specifies new, physical copies, please clarify which PlayStation models (PS4, PS5, or both) are to be supported. Since Nintendo Switch 2 games are not generally compatible with the original Nintendo Switch, could you clarify if the requirement is for the original

Nintendo Switch family (Switch/Lite/OLED) or the Nintendo Switch 2? All games requested will be for platforms that utilize physical disc.

Section 2.1 states each kit will contain six different video game titles. Does this mean each kit contains a total of six physical game copies (one for each title), or are multiple copies of each title required to support all specified platforms? The same game title can be put in the box if it is for different game systems.

If multiple platforms are required for a selected title, will the Government specify the platform/version for each, or is the contractor responsible for making that determination? We would like a list of pre-select game titles and systems for each month.

With the industry trend moving towards digital-only distribution, how should offerors proceed if a required title becomes unavailable in a physical format during the contract period? All games must come with a disc/physical copy, or a different title needs to be suggested.

Will the games be available to the general public, including minors, at DAF Libraries? Are there any restrictions on ESRB ratings or specific game content? We do not ship kits where minors are located but we do have some restrictions due to locations.

Are the games required to be U.S. region-compatible? Are physical copies imported from outside the United States acceptable? All games shall be for US compatible systems.

Will the library locations provide preferred genres to guide the selection process? Kits are not for individual libraries. All locations will receive the same games each month.

To satisfy the requirement for an "existing commercial platform" (Section 2.4), would utilizing an established third-party commercial purchasing platform (e.g., a major retailer's business portal) be acceptable, or must the offeror own and operate the website? The Contractor's website shall be an existing commercial platform used for the purchase or distribution of video games. The Government is not seeking development of a custom website or proprietary ordering system created specifically for this requirement.

Will the Government provide the final shipping addresses for all 20 DAF Library locations and any necessary APO/FPO details before each monthly shipment? Addresses will be provided upon contract award.

Should the individual library shipments, contained within one master shipment, be packaged for re-shipping, or are padded envelopes acceptable? Kits shall be packaged in boxes to avoid damage in shipping.

If a game is received damaged, defective, incorrect, or is missing, is the contractor required to replace only the affected item or the entire kit? Only the affected item(s).

If a Government-selected title becomes unavailable between the time of selection and shipment, may the contractor offer an equivalent replacement for Government approval? Yes.

Are the stated quantities of 20 kits per month guaranteed minimums, or are they estimates? 20 kits per month will be sent throughout the term of the contract.

Please confirm that the physical game copies become permanent Government property upon delivery and are not part of a rental or rotation arrangement. The videos games sent will become permanent property of the government.

How many individual user accounts should the contractor plan to provide for the ordering platform? One account that manages selections all shipping locations.

Is there a defined timeframe each month for the Government to complete its title selections to ensure timely shipping? Generally at the beginning of each month.

What is the anticipated invoicing and payment structure? Will the contractor invoice monthly after each shipment? Yes, the contractor will invoice monthly after each shipment.

Given that video game prices can range from $30 to $80, would the Government prefer a more limited selection of games within a tighter price range to achieve a flat rate? Alternatively, would selectors be open to balancing game selections over several months to meet budgetary targets?

The Government's requirement is strictly for newly released video game kits. The contractor is responsible for proposing a pricing methodology that successfully delivers these new releases while remaining competitive.
