The Air Force Installation Contracting Center (AFICC) 772d Enterprise Sourcing Squadron is requesting approval to increase the existing single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract FA8903-20-D-0002 ceiling from $90.3 million to $120.309 million, representing a $30.009 million increase. The contract is with Cape Environmental Management, Inc. (CAPE), the incumbent contractor, under a Firm-Fixed Price (FFP) structure with cost elements for Ordinary Duty Costs (ODCs) and Travel. The original contract was awarded competitively as a 100% Small Business Set-Aside on August 26, 2020, with an ordering period expiring August 25, 2028, and total performance through August 25, 2030. The contract provides comprehensive environmental construction and optimization services (BECOS) for Base Realignment and Closure (BRAC) activities at former Air Force installations in Northern California, including Castile CA, Mather CA, and McClellan CA.
The justification cites CAPE's unique qualifications under FAR 6.103-1 (Only One Responsible Source), arguing that the incumbent is the only source capable of providing required services without causing unacceptable delays. The increase addresses unforeseen cost drivers including mandatory re-validation of prior data, immediate risk to public health and safety, and guaranteed fiscal and programmatic failure risks if re-competed. Key regulatory changes include new EPA maximum contamination levels for certain chemicals, changes to PFAS analytical methods, increased Point of Entry Treatment systems, and evolving contamination requirements. The scope remains unchanged and includes site characterization, soil and groundwater contamination treatment, hazardous materials handling, regulatory interaction, and support for compliance documentation. A Sources Sought notice was posted on October 6, 2025, which received 15 responses; however, the technical evaluator concluded that while 13 other firms possess general environmental capabilities, none could assume the complex, in-progress tasks without causing unacceptable delays that would jeopardize statutory obligations under CERCLA and the National Contingency Plan.
