Objectives
The contractor shall measure, sample, analyze, test, and monitor media, as required. This includes SAM to support stormwater program compliance. Additionally, the contractor shall provide all required supplies to support the SAM requirements at the installation.
The Contractor shall perform the activities necessary to assist Moody AFB in maintaining compliance with the current NPDES Permit to Discharge Stormwater Associated with Industrial Activities (IGP), No. GAR050000 (Permit), as described herein. The primary component of the Permit is to maintain a Storm Water Pollution Prevention Plan (SWPPP). The SWPPP identifies potential sources of pollution, which may reasonably be expected to affect the quality of storm water discharges associated with industrial activity from the facility. It also describes and ensures the implementation of best management practices (BMPs), which are to be used to reduce the pollutants in storm water discharges associated with industrial activity. The work completed under this task will supplement work performed by installation personnel to complete SWPPP requirements.
The Contractor shall provide SAM services for stormwater and inspect industrial activities as required by the Stormwater Pollution Prevention Plan (SWPPP), National Pollutant Discharge Elimination System (NPDES) permit, and CWA. Specifically, the Contractor shall perform site evaluations to assess BMP implementation and performance; and SAM activities that will provide information characterizing the stormwater pollution effluents at the installation to determine the status of compliance. The Contractor shall evaluate, and sample as necessary, outfalls and industrial areas as defined the SWPPP/Industrial Stormwater General Permit No GAR050000. The Contractor shall collect and analyze stormwater samples in accordance with Moody AFB stormwater permits and plans, in such a way as to identify compliance or non-compliance with the permits and plans. Complete lab reports shall be provided including chain of custody documentation. The routine quarterly inspections and stormwater monitoring shall be conducted by Qualified Personnel who possess the knowledge and skills to assess conditions and activities that could impact storm water quality at the permittee’s facility, and who can also evaluate the effectiveness of control measures.
Requirements - Quarterly Monitoring, Visual Analysis of Stormwater
The Contractor shall conduct quarterly visual evaluations of stormwater quality at thirteen (13) industrial stormwater discharge outfalls identified in the SWPPP. A total of two routine quarterly monitoring events are included in this subtask. The visual assessment of stormwater discharge at the outfalls shall be conducted and documented in accordance with the Permit and the SWPPP. Samples are to be collected for one qualifying rain event each quarter for two quarters, at each outfall location. The visual analysis of stormwater outfall samples shall be accomplished using the parameters identified in the permit, i.e. color, odor, sheen presence, etc., and conducted in accordance with the procedures identified at Permit Section 4.2.1 through 4.2.3. Results of the visual analysis of stormwater quality shall be documented in accordance with the Permit and the SWPPP.
Because Moody AFB has many outfalls and persons would have difficulty collecting all the samples in the required first 30 minutes of runoff, Permit Condition 4.2.3.3 provides some relief to use representative monitoring at substantially identical outfalls. The outfalls have been assessed to include 13 unique outfall groups which require monitoring for visual observed parameters. A unique representative outfall shall be selected for monitoring in accordance with this section, within each of 13 identified outfall groupings, each quarter. Given the uncertainty associated with being able to conduct this task within allotted times for qualifying storm events, the Contractor shall budget for a two person team for three days during each quarter, along with technical oversight to perform this task. A technical report shall be provided documenting the results of the visual evaluation of storm water quality for each of two qualifying rain events. The Government expects monitoring to be performed during the first quarter monitoring period, which ends December 31, 2017. Likewise, monitoring is expected to be accomplished for one qualifying rain event during the second quarter monitoring period January 1, 2018 through March 31, 2018. CDRL A008
Requirements – Benchmark Analysis
The Permit GAR050000 includes requirements applicable to Moody AFB for certain industrial Sector activities.
Sector S (Airport Operations) and Sector N2 (Source Separated Recycling) have been determined applicable industrial sector activities. Benchmark monitoring is required for outfalls from Sector S activities (none required for Sector N2) therefore this requirement is included in the table below. For estimating purposes, consider that 100% of the total of eleven (11) Sector S outfalls will be monitored for two calendar quarters. Sector S monitoring includes analysis for Total Suspended Solids and Oil & Grease, once per year if the benchmark concentration is met; if benchmark concentration is not met, sampling continues each quarter until the benchmark concentration is met. The Contractor shall assume for estimation purposes that all 11 Sector S outfalls will require monitoring during December 2017, to complete the monitoring for the calendar quarter and year. The Contractor shall assume all 11 Sector S outfalls will be monitored during the period January-March 2018. The Permit Section 6.1.3 requires that certain information be collected and recorded, including the estimated volume for a measurable storm event that is monitored. The Contractor shall collect this information as appropriate, and shall develop a worksheet to be used for future monitoring events which includes the surface area and estimated curve numbers for each drainage area, and includes calculation of the estimated total volume for the specific rain event being monitored. The quarterly benchmark monitoring and related data shall be provided in a technical memorandum. CDRL A009
