QUESTIONS AND RESPONSES

DocumentQUESTIONSANSWERS
1ESC_USAFE_Section_L_23Jun14, Section: Table 2.2 Proposal OrganizationThe table lists a page limit of 1 page for Item 4.4.2(a)1, Personnel Qualifications-Credential Synopsis for Key Personnel (Attch L-2). Is it the Government’s expectation that all key personnel qualifications be showcased on a single page, or are we to provide a one-page resume for each key position identified?Should be 1 page for Key Personnel. RFP Section J Attachment # 2, "Personnel Qualifications" identifies the Program Manager as the only Key Personnel.
2Proposal due dateWe respectfully request a two week time extension for the proposal due date, to August 12, 2014, also extending the Government’s preferred date to receive PPIs by two weeks, to allow offerors adequate time to develop a comprehensive proposal response per the RFP requirements. As this RFP was issued just before a Federal holiday (July 4th) when many contractors and clients are out of the office, translation efforts for data and input in multiple languages across the AOR, and the time required to receive client input on PPIs from clients during the summer holiday season, a two-week time extension is a reasonable accommodation for the development of a quality proposal.A three(3) week extension to the proposal due date is under consideration.
3Attachment L-9, Excel Worksheet Tab – Instructions (INSTRUCTIONS FOR FILLING IN THE PRICING MODEL WORKSHEETS), Specific Section: 3. Prime – TP14This states Contractors are to fill in these worksheets using the Fully Burdened Hourly Rate Table Home Office and Field worksheet tabs in Attachment L-5, for the Prime Contractor and each Teaming Partner. Since the worksheets labeled Home Average and Field Average are automatically populated from the Prime – TP14 worksheets are there some additional worksheets missing from the solicitation? Attachment L-5 of the solicitation is a Past and Present Performance Questionnaire.See provided ATTACHMENT L-9A "Fully Burdened Firm Fixed Price Labor Rates" and revised ATTACHMENT L-9.
4Attachment L-9, Excel Worksheet Tab – Instructions (INSTRUCTIONS FOR FILLING IN THE PRICING MODEL WORKSHEETS), Specific Section: 3. Column B and C “AVERAGE RATE”, Step 2This states Contractors are to Copy Column “J” of the Home Office and Field Tabs and then go back to the Prime – TP14 tabs and “Paste Special”, Paste the “Values and Number Formats” into Column B. It appears the worksheets for Fully Burdened Hourly Rate Table Home Office and Field Office are missing from the L-9 solicitation attachment. Will these worksheets be provided to the Contractors for preparation of the Cost Volume?ATTACHMENT L-9A "Fully Burdened Firm Fixed Price Labor Rates" is provided with the RFP amendment.
5Attachment L-9, Specific Section: 3. Prime – TP14Should Profit be included in the Indirect Rates applicable to ODCs and Subcontracts? No, Profit should not be included with the indirect rates for ODC's and subcontracts.
6ESC_USAFE_Section_L_23Jun14, Section: 5.2 Past Performance SummaryQuestion: Section (a) requests submission of a Past Performance Information Summary Sheet (Attachment L-3). Section (c) requests a written summary of how the projects the submitted demonstrate ability to perform. Table 2.2 Proposal Organization indicates Vol III 5.2 Past Performance Summary is limited to 5 pages. Is Attachment L-3 included in the 5 pages reserved for the section, or excluded from the page count?Attachment L-3 is not part of the page count.
7Regarding 2. Factor 2 – Past Performance para (b) (2).“…Higher relevance will be assessed for projects that are most similar to the effort, or portion of the effort, being proposed for ESC-USAFE…” Will similar project experience with commercial clients be considered less relevant that similar project experience with US Forces in Europe and/or USAFE project experience?Consideration will be given to criteria such as similarity, complexity, and diversity of tasks, type of effort, scope, value, and performance period. The client that the work was performed for is not part of the criteria.
8Proposal Due DateThis is a fairly complex proposal requiring coordination with several different stakeholders to complete the submittal. Due to summer holidays and challenges with client availability to complete PPQs, would the government consider extending the proposal due date by another 2 to 3 weeks?A three(3) week extension to the proposal due date is under consideration.
9ITO – Section L (including attachments L-1 through L-9); Paragraph 2.1(c ) information to offerors:It is our understanding that under previous AFCEC contracts with similar Scopes of Work for USAFE, very few if any of the Task Orders were accompanied by a DD Form 254 to perform classified work. Has this clause been included in this request for proposal because it is anticipated that classified type projects are likely to be issued under this procurement or was it included as a standard clause? Are there any plans to amend the RFP and remove this clause from further consideration? No, this paragraph will not be removed. It is included in the RFP as a notice to any foreign firms that view this RFP on FBO.
10ITO – Section L (including attachments L-1 through L-9) Section 5.5 Past Performance Questionnaires:May we provide ACASS/CCASS ratings in lieu of Past Performance Questionnaires? The past performance evaluation team will be checking ACASS/CCASS/CPARS. PPQ's will still need to be submitted for further past performance evaluation.
11ITO – Section L (including attachments L-1 through L-9), Section 6.2.1 Rate TablesSection 6.2.1 of the RFP indicates that the Offeror shall provide fully burdened labor rates for each labor category in the Pricing Model in Attachment L-10, however Attachment L-10 is a Financial Capability Questionnaire. Was this a mislabeling error since Attachment L-9 is labeled the Pricing Model or is there a missing Attachment? Also, Item #3 of the instructions found in Attachment L-9 directs the Offeror to fill in Burdened Hourly Rates in Attachment L-5, however L-5 is the Past Performance Questionnaire. Please provide the correct Attachment L-5. In addition, does Attachment L-5 allow the Offeror to show Burdened Rates for each of the five years of the contract or will that be shown elsewhere?Yes, paragraph 6.2.1 & 6.2.2 should reference Attachment L-9, this has been revised in these paragraphs of Section L. Paragraph 6.2.3 has also been revised to reference Attachment L-9A, "Fully Burdened Firm Fixed Price Labor Rates". Attachment L-9A is provided with the RFP amendment.
12Attachment L-9This list of Government Labor Classifications does not have categories for construction activities. Is it AFCEC's intention to not price construction activities at this point of the solicitation but instead to price them with individual Task Orders? If that's not AFCEC's intention, will AFCEC add additional labor categories to cover construction support?Correct, construction activities will be priced at the task order level.
13Section L, Definitions:Key Personnel is defined as "Permanent employees of the Prime firm/Team who fill management positions in the organization and provide expertise in their assigned positions, rather than temporary or contract employee arrangements." This is not further defined in this section or elsewhere in the RFP. Besides the Program and Contract Mangers, what other positions (i.e. labor categories) are included in Key Personnel?See answer to question #1. Program Manager is the only "Key Personnel"
14Section L, page 15 of 18, Volume III- Factor 2: Past Performance: Paragraph 5.5Paragraph 5.5 requires PPQs for each of the nine projects. If a project has a formal government past performance evaluation in the PPIRS system (i.e. ACASS, CPARS, CCASS, etc.), will a PPQ be required?Same as question 10.
15Section L, page 15 of 18, Volume III- Factor 2: Past Performance: Paragraph 5.4Paragraph 5.4 requires Past Performance Information Sheets for 6 environmental operations and services projects that cover a total of 30 services, as described in the PWS Part C. Can additional projects be submitted to show capabilities with all services included in the PWS?Paragraph 5.4 does not say to cover a total of 30 services. It says: Identify the scope summary of the project submitted as it relates to the ESC-USAFE scope. The government does not expect the offeror to cover all 30 services with six (6) projects.
16Section L Definitions, Section L 3.1.a.2, Section L 3.7.bAre LOIs required from all general suppliers, distributors, vendors, or firms that the Prime Contractor wishes to reference by name in their proposal although there is no guaranteed split of work, use of their past performance, or intent that they are named Teaming Partners (reference Section L Definitions, Section L 3.1.a.2, Section L 3.7.b)?Section L Definitions: LOI's are required for the Prime's proposed Team Members. Please refer to the Team Members definition. See also Section L 2.1.6 "Teaming" for further information.

Section L Definitions: Teaming Arrangements/Agreements is stating that the division of labor should be spelled out in the Teaming Arrangement

Section L 3.1(a)(2) is asking for a summary of how the Prime intends to manage the Subcontractor, or Team Arrangements, delivery schedules for the POP including schedules for the basic and all options. Exact dividision (ex.60/40) of labor should be in the Teaming Arrangements.

Section L 3.7(b) stipulates that a contractor may be a prime only once. In other words, a contractor may not submit more than one proposal as the prime contractor.

17Section J Attachment #2, Personnel QualificationsThe Program Chemist position requires a Master’s degree in Chemistry or a Bachelor’s degree in Chemistry. Are there any substitutes that may be considered for this degree, such as environmental science? No substitutions for the Chemistry Degree, must comply with qualifications stated for Program Chemist.
