About this file
This is a Questions and Answers document for solicitation FA860124Q0013 regarding a Mobile Remote Sensing Laboratory Trailer, clarifying technical specifications and requirements. The Q&A addresses key design elements including vendor doors (top-hinged upswing doors for remote sensing equipment access), climate control requirements (only the front 8-foot partition/control room needs climate control), and power specifications (two 5000W battery generators bonded together to produce concurrent 240VAC and 120VAC power, with two additional 2700Wh batteries).
The related solicitation FA860125Q0013 is a combined synopsis/solicitation for an AFIT Remote Sensing Laboratory Trailer, set aside 100% for small businesses under NAICS 336212 with a size standard of 1,000 employees. Proposals are due by 4:00 PM ET on December 3, 2024, must be submitted electronically, and remain valid for 90 days. The Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson AFB will evaluate proposals based on conformance to requirements and lowest total evaluated price, with the option to award without discussions.

Mobile Remote Sensing Laboratory Trailer FA860124Q0013 Questions & Answers
Q: We had a question regarding the "Vendor Door". We are interpreting that the vendor door is a compartment door that is an upswing door with the hinge on top. Also do you have a specific location on where you want these Storage Compartments?
A: Yes, this interpretation is correct. It is in fact a door with top mounted hinges that swings up and out of the way. I’m not sure I understand what they are asking about the storage compartments. If they are referring to the vendor doors, they aren’t really compartments. They are just doors that open like an opening in the wall so we can use our remote sensing equipment from inside the trailer but keep them out of the elements.
Q: You are asking for only one (rooftop mounted), or are you wanting a wall-hung mini split system that hangs on the front wall and free blows into the trailer, or ducted in the ceiling of the trailer?
A: Rooftop mounted or wall hung mini split does not matter. Ducting doesn’t matter either necessarily. The only portion of the trailer that needs to be climate controlled is the smaller section of the trailer in the front that is closed in by the partition. The other section of the trailer we need to not have any climate controls. It will affect the readings of the remote sensing equipment.
Q: “1: 3.1.39 two 5000 watt battery generators bonded together to produce 240 vac and 120 vac with two additional 2700Wh or greater batteries to expand the amount of available power.”
Are you wanting a mega type battery (5KW) each that will be charged by the diesel generator, and tie both batteries in tandem to create one power cell? Please see https://www.joulecase.com/meteor-quiet-tactical-power as an example.
A: Yes based on the video you sent that would be a viable solution, but we do want the ability to run both 110 and 220 concurrently. As an example for use case we have several pieces of equipment that heat up for a calibration and have to be slowly cooled in order to not damage them. They are slowly cooled overnight one of them runs on 110VAC and the other runs on 220VAC so we need them to both be able to run at the same time.
Q: Do you require any other DC/battery requirements?
A: There are no specific needs for DC power. We do want lights available on the trailer but if you can accomplish that on 115V without the need to run the Diesel generator than you can accomplish it however you want.
Q: “3.1.36 Partition wall with door, 8 feet from front of trailer. AC/heat will be integrated in the partition.” To what are you asking specifically? To duct the HVAC in the ceiling? One rooftop HVAC may not be enough to adequately heat and cool this 38' trailer. Also, with an 8' interior ceiling height, roof mounted HVAC's may pose a height issue with low bridges, etc.
A: The trailer should have basically two spaces the 8 foot (control room) and the rest of that as storage/lab space. The smaller area partitioned in the front should be the only area that is climate controlled and can be accomplished with a rooftop unit or a Mini split unit however best fits the design of the trailer.
