About this file
This Statement of Objectives (SOO) outlines requirements for sustainment and modernization of the Modeling and Simulation Tool (MST) system. The contractor will be expected to address current deficiencies, optimize the system, and utilize existing Mobile User Objective System Performance Model source code to conduct modifications. Key objectives include correcting any deficiencies identified, ensuring continued security accreditation through cybersecurity updates, and providing engineering assistance and depot-level support for all issues. The contractor must also adhere to an established incident response system, provide program-level support including status reports and financial documentation, create issue records for all maintenance and corrections, and update documentation. Engineering objectives involve identifying additional software tools, remedying deficiencies, assisting with requirements, developing a software sustainment plan, and performing security updates. The contractor must also provide emergency depot-level maintenance at the direction of the government.

Statement of Objectives (SOO) Modeling and Simulation Tool (MST) System Background:
Narrowband satellite communications (SATCOM) resource managers have the responsibility to inform the Combined Forces Space Component Command (CFSCC) and Unified Combatant Command (CCMD) leadership on Narrowband SATCOM resource support to analyze, assess, and mitigate the impact of threats, outages and anomalies affecting operational long-haul communications. These threats, outages and anomalies include, but are not limited to, the detection of deliberate adversarial jamming or kinetic threats in support of a single enterprise through a contested, degraded and operationally limited (CDO) environment, the prevention or avoidance of resource loss, and ability to continue to deliver effects to warfighters.
Users include but are not limited to the SATCOM Integrated Operations Division (SIOD), Electro-magnetic Interference (EMI) Watch Office, and the Narrowband Consolidated SATCOM System Experts (NB C-SSE). These agencies perform functions as the Global Narrowband Watch Office (GNWO) supporting outage and anomaly impact assessments, Regional SATCOM Support Centers (RSSC) supporting daily planning / aggregate planning analysis, and NB C-SSE staff positions supporting Electro-Magnetic Interference (EMI) Impact Analysis, Authorized Service Interruption (ASI) Analysis, Payload Management Analysis, Operational Plans (OPLAN) Analysis, Future Systems Analysis, and Plan to Actual Analysis.
Overall Program Objectives:
MST is a software application that will be sustained using an iterative agile approach. Contractors will be expected to address current existing system deficiencies and optimization. Contractors will be expected to utilize knowledge of Government-owned existing Mobile User Objective System (MUOS) Performance Model (MPM) source code to conduct modifications and modernize to the original baseline with integration as needed to fit the desired objective on this contract as well as Splunk data.
Overarching Contract Objectives:
· Correct any deficiencies/optimization identified through development and post contract award.
· Ensure continued security accreditation through routine and urgent cyber updates including Security Technical Implementation Guidance (STIG), Information Assurance Vulnerability Assessment s(IAVA), continuous monitoring (CONMON) and update of Authority to Operate (ATO) documentation.
· Provide engineering assistance and depot level support for all issues occurring in sustainment.
Program Management Objectives:
· Adhere to an established Incident Response/deficiency reporting system and process, in order to rectify, improve and maintain the system operational environment.
· Contractor is expected to provide program level support to the government team to include but not limited to:
· Provide status reports to the government team.
· Maintain and supply financial documentation in relation to the support of MST within status reports.
· Create and maintain IMS task tracking for sustainment activities.
· Support Technical interchange meetings with key stakeholders to ensure system viability and deficiency correction is adequately performed.
· Create issue (deficiency/optimization) records including at a minimum description, root cause, potential fixes, chosen fix and fix traceability to specific corrected software codebase for all maintenance and system deficiency corrections.
· Maintain and update program technical documentation throughout sustainment activities.
· Update and maintain training material documentation and processes.
· Provide support in maintaining appropriate security procedures and provide support in completion and update documentation necessary in ATO tasks including supporting discussions with environment maintainer and staff of Authorizing Official
· Provide quarterly demonstrations of system performance and deficiency remedies with stakeholders present.
· create and maintain a risk and opportunity management process for all system changes, deficiency corrections, security updates, etc.
· coordinate access to Government facilities with Government team and acquire necessary clearance, badging, etc. as required by the Government.
Engineering Objectives:
Contractor shall leverage MPM and WCDMA knowledge to provide the following:
· identify additional software tools needed to support MST software development/test and operational environment.
· develop a plan for and remedy any existing or future deficiencies.
· assist the government working with stakeholders to identify key performance parameters and solidify existing system level requirements.
· develop and maintain a software sustainment plan detailing the process and tasks necessary to conduct general sustainment, deficiency correction, and optimization.
· leverage knowledge of DISA infrastructure to provide sustainment support and solutions to MST on the DISA Stratus Impact Level (IL) 6 classified Cloud Computing Environment.
· Perform cybersecurity updates to the MST software baseline based on current STIGs, IAVAs, and hardening requirements.
· Contractor is expected to have an Information System Security Officer/Manager (ISSO/ISSM)
· Contractor is expected to coordinate with DISA on system administrator activities and needs.
Logistics Objectives:
· Contractor shall provide Emergency/Urgent Depot Level Maintenance (E/UDLM) at the direction of the government in a minimum of 2 potential occurrences per year. E/UDLM should not incur travel.
· Contractor shall identify and acquire any necessary software licenses for the sustainment of the system.
· Meet Financial Improvement and Audit Readiness (FIAR) requirements as applicable.
· Create and execute an obsolescence program, identifying tool/COTS software updates, storage issues, software architecture limitations and other impacting problems as the software application ages.
· Advise the government on Operational, Development/Test and training environment limitations in advance of becoming an issue.
