CDRLs Presentation Material, Agendas, Minutes (as req'd) Training Government Personnel (as req'd) Status Report (per Task Order) Contract Funds Status Report (monthly) Contract Phase-Out Plan (once) Quality Assurance & Surveillance Plan (once)
Small Business Considerations:
Set aside Task Order(s) for small business based on dollar value of the Task Order Tentative small business goal is X percentage of each Task Order awarded to small business Small business participation plan at individual Task Order level for large businesses
Security Unclassified contract vehicle, but contractor will perform classified work Most billets require personnel cleared/eligible for TOP SECRET (TS) with access to Sensitive Compartmented Information (SCI) and Special Access Programs (SAPs) All work to be performed at Government locations or Government-approved Contractor locations
Risks Transition – ensuring unbroken support while transitioning from existing contract to new contract Security – personnel with required clearance (STS//SCI), program approvals, building/IT access Qualifications – personnel who possess required experience and knowledge to support SSC/SZ-BC missions
RFI Responses Contract Structure Concerns over lack of flexibility of rates Preference for cost-type contract Recommendations for requirements breakout At enterprise level By functional area By program
Contract Award/Kick-Off Transition Plan involving new contractor(s) and incumbent Led by Government POC Efforts to retain incumbent staff PWS and Staffing Matrix Questions of "criticality" Denote telework/remote positions Ability to swap degrees for experience and vice versa Align PWS to staffing matrix
Questions for Industry The Government communicated three risks on this acquisition (ref chart 20). Do you have any risk mitigation suggestions?
The Government provided samples of task order breakouts (ref chart 14). Do you have any feedback?
What IDIQ ordering procedures have worked for you in the past? What has not worked?
Do you have any suggestions for an on/off ramp strategy?
Requirements How can the Government acquire SCIF/SAPF space (ref chart 12)?
How would your company plan to fill the provided Staffing Matrix to meet the experience and qualification requirements? Can you price to it?
How would you define a critical position?
The Government provided potential CDRLs for this acquisition (ref chart 17). Do you have any feedback, additions, or subtractions? Are there any that should be at the contract level vs. task order level?
