I. Contracting Activity.

II. Nature and/or description of the action being processed.
The purpose of this Justification and Approval (J&A) is to obtain authorization to award a sole source follow-on contract for sustainment of the Logistics Information Operations Network System (LIONS) to TASC, an Engility Company. Sustainment of the LIONS is currently being performed under a Cost Plus Fixed Fee (CPFF) contract (#FA8819-11-C-0002) with TASC, a wholly owned subsidiary of Engility Corporation. The Government anticipates the LIONS II follow-on contract will be Firm-Fixed Price (FFP).
The current contract is scheduled to expire on 16 July 2016.
III. Description of supplies/services required to meet agency needs.
This requirement is for maintenance, sustainment, and upgrade services for the LIONS. LIONS is the Maintenance Data Collection (MDC) system which supports SMC Space Superiority Special Access Program (SAP)/Special Access Required (SAR) programs. It is used by operators via the closed Secure Global Network (SGN) and is a web-based Maintenance Data Collection (MDC) system which contains highly classified information. LIONS is a critical system, providing the warfighter a vehicle for collecting, storing, and retrieving base-level, depot-level, and contractor-type maintenance data. This data is used in support of the USAF equipment maintenance program, the reliability and maintainability improvement program, and maintenance management system procedures. The MDC system's functions include providing data/reports, populating forms regarding equipment management and tracking, equipment status reporting, configuration management, change requests, stock control reporting, preventative maintenance inspection (PMI) tracking, unique identifier (UID) tracking, user access administration, and help desk support. LIONS is currently deployed to numerous locations in support of logistics operations for the Space Superiority mission.
LIONS is compliant with Technical Order (TO) 00-20-2 Maintenance Data Documentation and has multi-level security from Secret/Collateral, up to and including, Top Secret (TS)/Special Compartmented Information (SCI) Special Access Program/Special Access Required (SAP/SAR). It is fully accredited to run over the SGN platform and is used at multiple geographically separated sites to provide the aforementioned functionality to support operational systems within the SMC/SY portfolio.
Under the follow-on contract, LIONS II, the contractor will continue to provide sustainment services for the LIONS, along with associated upgrades and modifications. LIONS II will be a Firm Fixed Price (FFP) contract consisting of a one-year base period with four (4) one-year options and a six-month priced extension. The current LIONS contract is scheduled to expire on 16 July 2016. The total estimated value of the follow-on contract, inclusive of all options, is $9.8M which will be funded with FY16-FY21 O&M funding.
IV. Statutory authority permitting Other than Full and Open Competition.
Title 10 U.S.C. 2304 (c)(1) and as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Specifically, FAR 6.302-1 (a)(2)(iii)(B), unacceptable delays in fulfilling the agency's requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The LIONS system architecture is connected via a closed SGN, which requires that it be operated in an accredited Sensitive Compartmented Information Facility (SCIF). In addition, Contractor personnel must have the required security clearances prior to operating the system. TASC currently has the facilities, communications nodes, and personnel in place at the correct security classification levels to allow for uninterrupted performance, following the expiration of the current contract. A break or delay in service would result in an inability to provide the warfighter a system over the SGN to collect, store, and/or retrieve base-level, depot-level, and contractor-type maintenance data in support of classified systems.
Without this ability to properly maintain operational systems, those systems would be at risk for unscheduled downtime and/or failure, adversely impacting operational missions to the warfighter. The Government has determined that award to any other source would result in an unacceptable delay in fulfilling the U.S. Air Force's requirements.
A SCIF must meet the specifications of Intelligence Community Standard (ICS) 705-I, which include: radio frequency shielding; acoustic protection; access control systems; intrusion detection systems;
communication line TEMPEST protection; perimeter control; minimum floor and ceiling space requirements; and enhance physical entry way protection. In addition, all work must be performed by cleared US personal and supervised by a certified site security manager. Construction of a new building or remodeling of an existing building to house a SCIF can take in excess of nine (9) months to complete.
Following construction of the SCIF, it must be accredited. On average, it can take one (1)-year for a facility to complete the SCIF accreditation process which requires review and coordination from multiple agencies, including Defense Security Services (DSS) and Secretary of the Air Force (SAF) reviews.
In addition, the time required for a contractor to attain personnel with the proper security clearance (TS/ SCI) and access to SAP/SAR information could significantly extend a gap in service. An investigation for a TS/SCI clearance usually takes in excess of eight (8)-months, although the cyberattack on the Office of Personnel Management (OPM) has resulted in a significant delay with initiating investigations and would likely lengthen the security clearance process. Even if all personnel had a current TS/SCI clearance, it could take an additional six (6)-months to obtain the SAP/SAR program approvals required to access the information stored on LIONS. Finally, there could be downtime associated with training a new contractor on the LIONS, given the incumbent Contractor has operated the system since its development.
Accordingly, TASC is the only firm capable of providing the supplies and services described in Section III above, without the U.S. Air Force experiencing an unacceptable delay in fulfilling its requirements.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
See Section VIII for market research efforts.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contractor will be required to submit detailed, certified cost or pricing data to substantiate its proposal.
Government technical personnel will analyze the resources proposed and the Contracting Officer will analyze the associated cost. Information regarding rates will be obtained from the Administrative Contracting Officer (ACO). In addition, the Government has historical actual costs over the last five years under the current LIONS contract which will be used in the formation of the Government objective prior to negotiations. As a result of this process, the Contracting Officer will be able to determine a fair and reasonable cost to the Government.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The Government conducted market research in accordance with FAR Part 10, as described below:
The Government team researched the possibility of leveraging one of the existing AF Integrated Management Documentation System (IMDS) vendors. AF IMDS is a Unix-based system that performs MDC-type services for all Air Force weapon and support systems. On 9 November 2015, the Government team contacted the IMDS Program Office. The AF IMDS program office stated it would take a significant investment in terms of time and funding to modify the current AF IMDS system to operate IMDS on SIPR and/or in a TS environment. At this time, the IMDS vendors lack the physical infrastructure to support classified operations.
The Government team also conducted a search on ThomasNet and the General Services Administration (GSA) eLibrary on 28 June and 4 November 2015. ThomasNet, formerly Thomas Register of American Manufacturers, is a consolidated listing of commercial manufactures and service providers in North America. GSA's eLibrary provides access to information on millions of supplies and services. The list of key words used during the searches were: Maintenance Data Collection (MDC); TO 00-20-2; Maintenance Data Documentation; Classified; Top Secret; Integrated Maintenance Data; Secret; and DOD compliant.
The initial search showed 69 product/service categories involved with “Maintenance Data Collection";
however, subsequent searches using the core term “Maintenance Data Collection” with the other key words resulted in negative (0) results each time.
In addition, the Government posted a Sources Sought Synopsis (SSS) from 18 December 2015 to 18 January 2016 (FBO solicitation "LIONS II"). The SSS announcement outlined the LIONS II requirements in an effort to identify parties that may be interested in the LIONS II follow-on contract. Interested parties were invited to submit a Statement of Capability (SOC) demonstrating they had the requisite capacity, facilities, clearances, and expertise to perform the work described within the announcement. In addition, a draft Performance Work Statement (PWS) and access to the Technical Data Package and Software Documentation were made available upon request as part of the SSS announcement.
Two companies submitted SOCs in response to the SSS, TRI-COR Industries, Inc. and TASC, an Engility Company.
TRI-COR
TRI-COR's SOC revealed they are a Government contractor with extensive experience handling information up to the Top Secret level of classification. As part of their SOC, TRI-COR explained they had the "ability to provide [their] own SCIF". The Government team contacted the company's business development representative, , to further discuss the requirement for a fully accredited TS/ SCI SCIF at the onset of the contract. confirmed the company did not currently have such a facility available and concluded that competing for this requirement would require a significant investment in TRI-COR's corporate infrastructure; consequently, expressed that TRI-COR was no longer an interested party for this requirement. To confirm this withdrawal of interest, the Contracting Officer emailed the Senior VP of TRI-COR, , with a summary of the conversation and requested a formal response. replied and confirmed on 03 March 2016 that TRI-COR was no longer an interested party for this requirement.
TASC
The incumbent, TASC, an Engility Company, also responded to the SSS. TASC (previously known as Dynamic Research Corporation) designed and executed the original LIONS tool and has been the prime contractor for the last 19 years. TASC maintains vast knowledge of the LIONS tool, to include detailed technical and engineering expertise regarding the software, hardware, networks, communications nodes, and cybersecurity considerations. They currently have the cleared personnel, certified and accredited facilities, and the requisite communications nodes required for successful sustainment of the LIONS. In addition, they have successfully executed sustaining engineering tasks to include upgrades, modifications, and technical refresh activities of the LIONS. The Government confirmed TASC has no negative past performance associated with the current LIONS contract. Based on the information above, the Government has determined that TASC can fulfill the LIONS II requirement.
Market research revealed that this contract provides a capability currently only available from the incumbent, TASC, without the U.S. Air Force experiencing an unacceptable delay in fulfilling its requirements.

Market research will be conducted prior to making any subsequent acquisition of this requirement to determine if there are any other contractors capable of meeting the Government's requirement.
