SYNOPSIS
As described in the Description of Scope of Work above, this proposed action is to add one additional Long Duration Propulsive Evolved Expendable Launch Vehicle Secondary Payload
Adapter (LDPE), assembly, test, payload integration, launch integration and support, and on-orbit and anomaly support. The proposed action will incorporate a fourth LDPE (LDPE-3A) onto the current LDPE contract (FA8818-18-C-0001) taking advantage of the engineering and technical processes and production techniques previously procured, funded, and developed under this contract. LDPE-3 will be part of a launch on an Air Force Space Command (AFSPC) provided EELV (AFSPC-67), with a planned launch window in 4QFY22.
A Request for Information (RFI) was posted on FedBizOps as a part of market research on 12
Dec 2018 and interested parties were given until 9 Jan 2019 to submit a Statement of Capabilities
(SOC) demonstrating knowledge, technologies, and abilities to meet the LDPE-3A operational requirements. SMC/AD received eight (8) total responses to the RFI and based on evaluations, one-on-one discussions and the requirement criteria the Air Force team determined that for this procurement (LDPE-3A), in terms of technologies, cost, and timeline, Northrop Grumman
Innovation Systems (NGIS) was the only firm capable of providing the required supplies and services without the US Air Force experiencing substantial duplication of cost (that could not be expected to be recovered through competition) and unacceptable delays in fulfilling its requirements. It was determined that no other offeror could meet the criteria set forth in the RFI.
Competitive award is expected for future LDPE efforts and notice(s) will be posted to
FedBizOpps as required.
The anticipated contract type is a hybrid contract with LDPE-3A Assembly and Test being Firm-
Fixed Price (FFP) and the remaining services (payload integration, launch vehicle integration support and on-orbit & anomaly support) being Cost Plus Fixed Fee (CPFF) with an estimated contract modification value of $42.5M and an estimated award in 1QFY20. The period of performance for this contract modification, including on-orbit support, is anticipated to be
1QFY20 - 4QFY23.
This is not a request for proposal, a request for proposal will only be issued to NGIS under the current contract. The Government does not intend to solicit additional proposals for this action.
