INTRODUCTION
OVERVIEW
This Special Study Requirements Document (SSRD) provides the special study requirements for the systems engineering study supporting basing decisions for an Air Force Space and Missile Systems Center (SMC) Conventional Strike Missile (CSM) weapon system. This special study will identify potential basing options for operating and maintaining a ground launched expendable booster capable of deploying a hypersonic glide vehicle containing conventional munitions.
SCOPE
The purpose of this document is to serve as the controlling source and authority for the CMDS special study requirements by identifying the objectives of the study, and to provide schedule and other program and mission information required in order to propose and execute the special study activities. This SSRD will:
a. Identify the overall demonstration mission objectives.
b. Identify roles and responsibilities and interfaces of which the special study contractor (SSC) should be aware among the various contractors and Government agencies supporting the demonstration.
c. Identify the baseline demonstration schedule milestones.
In the case of conflict between this document and any document referenced herein, this document shall take precedence.
SPECIAL STUDY OBJECTIVES
The primary goal of the CSM Basing study is to identify potential basing options for operating and maintaining a ground launched expendable booster capable of deploying a hypersonic glide vehicle containing conventional munitions. This system will be designed to engage long-range (global), high-payoff targets, as determined by the war-fighter, with the weapon via a ground launched expendable booster delivery system. The desired outcome is to provide decision makers with information and data for exploring basing options and locations for possibly deploying such a system at an unspecified date in the future..
To support this overall goal, the following objectives are established for this special study:
a. Addressing basing locations and options for a conventional munitions delivery system using a ground launched expendable booster. This study consists of researching potential basing locations and options suitable for launching a full-scale weapon system with global reach from CONUS (or equivalent reach from alternative United States basing sites). This study will provide candidate CONUS and alternative United States basing locations and options to include identifying potential issues associated with each basing location (e.g., supporting infrastructure, range safety, environmental hurdles, etc.), and recommended deployment scheme for each location (e.g., silo, berm, clam shell, etc.).
b. Use all applicable resources including open literature searches, previously developed study materials and published government documents (classified and unclassified) regarding the conventional ballistic missiles (CBM) and hypersonic glide vehicles and their utilization as weapon delivery systems. Identify any assumptions different from or in addition to those cited below.
c. Detail potential basing locations and siting options and their suitability to satisfy mission requirements.
Assumptions
2.1.1 "Blue suit" operation of fully operational system.
2.1.2 For sizing purposes only, the specifications associated with Peacekeeper, Minuteman, and small launch vehicle (SLV) class launch vehicles will be used as a baseline for the ground launched expendable booster.
2.1.3 Primary munitions will be the High Speed Unitary Penetrator, Small Diameter Bombs, and Wide Area Autonomous Search Munitions (WAASM).
2.1.4 Glide vehicle weight approximately 2000 pounds (includes munitions), one to three vehicles per booster.
2.4.5 Following release from launch platform, the glide vehicle will have a down-range capability of 9000 nm and a cross-range of 3000 nm.
2.4.6 Booster may be either a liquid or solid.
2.4.7 Less than one hour from launch to target.
2.4.8 System will be on alert or capable of generating to alert in less than 24 hours.
2.4.9 Surge rate of 16 launches in 24 hours from one or more locations.
ROLES AND RESPONSIBILITIES
The roles and responsibilities among agencies and contractors that will support the study are described below.
Customer:
The funding for the study is being provided to RSLP by SMC.
Associated Contractors (ASCONs):
N/A.
SMC/SDL:
SMC/SDL, located at Kirtland AFB, NM, is responsible for study oversight.
Special Study Contractor (SSC):
The SSC conducts the study in accordance with this SSRD.
The SSC will provide technical support to meetings; assume one (1) one day technical meeting at Air Force Space Command HQ; (1) one-day meeting with SMC personnel at Los Angeles AFB, CA to get an overview of the work that's been accomplished previously; (1) one-day technical meeting with DARPA to discuss glide vehicle characteristics and requirements.
The SSC should support three (3) status meetings on-site at Kirtland AFB, NM. One of these status meeting should be an early "vector check" detailing assumptions and a general plan to fully address this study task. Provide an update of the study at the Spring 14 ILRP Meeting at Hill AFB via 8-12 slide Power Point presentation.
The SSC should provide a formal out brief of study results; assume a one-day meeting at Air Force Space Command HQ, provide recommendation on number of support personnel required. Provide a formal out brief of study results at the Fall 14 ILRP Meeting via Power Point presentation.
Launch System Contractor (LSC):
N/A.
Agreements The SSC shall ensure that Associate Contractor Agreements are completed for the following associate contractors:
· Tecolote Research, Inc
· Aero Thermo Technology, Inc
· Aerospace Corporation
If necessary, the SSC shall also ensure that Non-Disclosure Agreements are completed for the above contractors.
