INTRODUCTION
OVERVIEW
This Special Study Requirements Document (SSRD) provides the special study requirements for the systems engineering study supporting the Air Force Nuclear Warfare Center (AFNWC) Intercontinenetal Ballistic Missile (ICBM) Demonstration/Validation (DemVal) Program development of the Propulsion Applications Program (PAP) Medium Class System (MCS) demonstration. The US Air Force, Space and Missile Systems Center (SMC) Rocket Systems Launch Program (RSLP) office, Space Development and Test Directorate (SD)/Launch Systems Division (SDL), will provide the Launch Vehicle (LV) and launch services for the PAP MCS Demo mission through the SRP-3 contract. AFNWC will be responsible for coordination of the motor development activities. This special study will develop requirements documents and interface requirements for the LV and motor contract activities through execution of topical working groups to address specific areas of concern.
SCOPE
The purpose of this document is to serve as the controlling source and authority for the PAP MCS Demo SE special study requirements by identifying the objectives of the study, and to provide schedule and other program and mission information required in order to propose and execute the special study activities. This SSRD will:
a. Identify the overall demonstration mission objectives.
b. Identify roles and responsibilities and interfaces of which the special study contractor (SSC) should be aware among the various contractors and Government agencies supporting the demonstration.
c. Identify the baseline demonstration schedule milestones.
In the case of conflict between this document and any document referenced herein, this document shall take precedence.
SPECIAL STUDY OBJECTIVES
The primary goal of the PAP MCS Demonstration is to demonstrate three new ballistic missile motors in an integrated launch vehicle to raise the Technology Readiness Level (TRL) of the advanced solid rocket technologies embodied by the motors, and ensure that the motors function correctly in an operational environment.
To support this overall goal, the following objectives are established for this special study:
a. Develop an overarching systems engineering framework to guide motor development, launch system development, system integration, mission planning, and test activities.
b. Identify, charter, and co-chair specific Working Groups to address Integrated Product Team (IPT) risk areas of concern.
c. Provide Subject Matter Expert (SME) support to the IPT in the areas of propulsion system development and test, ballistic weapon system guidance and navigation design and integration, solid rocket system safety, launch vehicle range safety, system development risk management, and mission planning.
ROLES AND RESPONSIBILITIES
The roles and responsibilities among agencies and contractors that will support the PAP MCS Demo are described below.
Customer:
The demonstration motors and funding for the Demo launch system contract are being provided to RSLP by the AFNWC.
Associated Contractors (ASCONs):
The AFNWC is responsible for contracting with the motor manufacturers to provide test and flight motors for the Demo mission.
SMC/SDL:
SMC/SDL, located at Kirtland AFB, NM, is responsible for integrated launch system development and launch including range support.
Mission Assurance Contractor (MAC):
The MAC provides MA and Independent Verification and Validation support to the demo mission.
Special Study Contractor (SSC):
The SSC provides SE support to the demo mission in accordance with this SSRD.
Launch System Contractor (LSC):
SMC/SDL will contract with the LSC to provide the LV design, integration, and interface to the motors, vehicle mating, mission planning and launch of the LV.
Agreements The SSC shall ensure that Associate Contractor Agreements are completed for the following associate contractors:
· MAC
· LSC
· Tecolote Research, Inc
· Aero Thermo Technology, Inc
· ASCONs
If necessary, the SSC shall also ensure that Non-Disclosure Agreements are completed for the above contractors.
