INTRODUCTION
OVERVIEW
This Mission Information Document (MID) provides the mission assurance information for the Orbital Suborbital Program–3 (OSP-3) Lane 2 contract launch of a pair of navigational satellites on an existing design Falcon Heavy launch vehicle. SM-3.5 is a space launch mission being sponsored by SMC. The US Air Force, Space and Missile Systems Center (SMC) Rocket Systems Launch Program (RSLP) office, Space Development and Test Directorate (SD)/Launch Systems Division (SDL), will provide the Launch Vehicle (LV) and launch services for the SM-3.5 mission through the OSP-3 contract. SMC will be responsible for coordination of the Space Vehicle (SV) activities.
The baseline launch location for this mission will be from the Cape Canaveral Air Force Station.
This will be an OSP-3 Mission Assurance Cat2 mission.
The payload for this mission is UNCLASSIFIED.
0. PURPOSE
The purpose of this document is to provide mission-specific information for the SM-3.5 mission assurance effort by identifying the Launch Service Mission Assurance (LSMA) contract Performance Work Statement scope specific to this mission, and to provide schedule and other mission information required in order to propose and execute Independent Verification and Validation (IV&V) activities. This MID will:
a. Identify the overall mission objectives.
b. Identify roles and responsibilities and interfaces of which the mission assurance contractor (MAC) should be aware among the various contractors and Government agencies supporting the mission.
c. Identify the baseline mission execution schedule milestones.
d. Identify any mission-unique launch activities.
MISSION OBJECTIVES
The primary goal of the SM-3.5 mission is to launch an 1100 kg SVs with navigational payloads direct injection into a 20,300 km MEO with 55 degrees inclination.
The SM-3.5 SV will separate from the LV via an LV-provided separation system. Following the separation event, the LV will perform a Collision/Contamination Avoidance Maneuver (C/CAM) to minimize contamination and potential recontact with the SV, and will either move into an allowed orbit or be de-orbited to meet space debris requirements.
ROLES AND RESPONSIBILITIES
The roles and responsibilities among agencies and contractors that will support the SM-3.5 mission are described below.
Customer:
The SV is being provided to RSLP by an SMC SPO. The Customer Space Vehicle Contractor (SVC) is responsible for manufacturing and testing the SV as well as supporting joint LV/SV integration procedures. Additionally, the SV System Program Office (SPO) will provide submissions for the LSC’s Range Safety documentation at the request of SMC/SDL.
SMC/SDL:
SMC/SD, located at Kirtland AFB, NM, is responsible for launch services including range support, LV integration, SV interface and mating, and launch services. Within SMC/SD, SDL is the division for Research and Development (R&D) and Space launch missions and is responsible for the OSP-3 launch systems and launch operations.
Mission Assurance Contractor (MAC):
The MAC provides MA and Independent Verification and Validation support to the mission in accordance with this MID.
Launch Services Contractor (LSC):
SMC/SDL contracted with the LSC to provide the LV design, integration, and interface to the SV, vehicle mating, mission planning and launch of the LV.
Agreements The MAC shall ensure that Associate Contractor Agreements are completed for the following associate contractors:
· LSC
· Tecolote Research, Inc
· Aero Thermo Technology, Inc
If necessary, the MAC shall also ensure that Non-Disclosure Agreements are completed for the above contractors.

MISSION ASSURANCE REQUIREMENTS
LSMA PWS MA Requirements The MAC shall provide Cat2 MA (PWS Section 3.2.2) for this mission.
The LSC will provide the MAC access to their software integration lab to perform software IV&V.
The Period of Performance of this effort is estimated to be Jan 2014 thru Sep 2016.
