Mission Assurance Overview
• What: MA is an engineering-level assessment of analysis, production, verification, validation, operation, maintenance, and problem resolution processes performed over the lifecycle of a launch system (mission conception to space vehicle separation) by which an operator/user determines that there is an acceptable level of risk to employment of a system or end item to deliver an intended capability in an intended environment.
• Why: The objective of the assurance process is to identify and mitigate design, production, and test deficiencies that could impact mission success.
• How: MA is achieved through integrated developmental processes and/or independent technical assessment and requires expenditures commensurate with the criticality of the mission and the consequences of failure.
• MA Expectations Creep (Always “Up”)
• Rapidly Expanding Scope (OSP-3)
• Mission Assurance in the “Trade Space”
– Cat 1/2/3
• Multi-Payload Missions
– Rideshare, ESPA Rings, P-PODs
SD Mission Assurance Trends
• Sharing “mission space” with incumbent
– LSMA missions parallel with TASC MA missions
– LSMA XBMs used on TASC MA missions
• Sharing building space with incumbent
• XBM Sustainment Transition

3 Categories of Mission IV&V Cat 1 is less than this Cat 2 is the norm Cat 3 is more than this
• We’ve received multiple comments that boil down to an issue that the inconsistent structure between Cat 1, 2, and 3 in the PWS make it difficult to understand, organize, and price the work.
• Resolution: The next Draft RFP release will contain a PWS that uses identical structuring/topics across the 3 different Categories.

RFP Structure
• The RFP contains:
• Sample Contract
• PWS and CDRLs
• Section L
– L101 & L102: Instructions on Proposals – Volumes, contents, page limits, due dates
– Appendix A: Sample Mission Information Documents
– Appendix B: Sample Special Study Requirements
– Appendix C: Past Performance Forms
– Appendix D: Pricing Tables
• Section M
– M101 – Rules of Engagement
– M102 – Evaluation Details
Section L - Relative to Contract CLINs
• All Sample Missions and Sample Special Study Requirements Documents will be used for evaluation purposes
– Conversion from “Sample” Mission may be completed; as such, the requirement will be included in the resultant award
• Sample Mission MIDs
– MID 2.1 – PAP MCS Demo
– MID 2.2 – Minotaur 6
– MID 2.3 - MRBM-T1
– MID 2.4 – MRBM-T2
– MID 3.1 – NASA Suborbital
– MID 3.2 – ORS-2
– MID 3.3 – AFSPC-X
– MID 3.4 – STP-3
– MID 3.5 – Navsat
– MID 3.6 – Navsat2
– MID 3.7 – eMRBM
– MID 3.8 – MRBM-T3
The MIDs evolve as the RFP review process and mission discussions progress:
The next Draft RFP will have several changes to this list – and the final may change again
Mission Information Document
• NOT a Requirements Document
– PWS Contains All Requirements
– MID only contains mission-specific
“information” needed to develop modification proposal:
• Mission Parameters
• Customer/Payload Provider
• Launch Service Provider (when known)
• Mission Schedule
• PWS IV&V Call-out (e.g. MA Cat, # Flight Motors, # of GTMs) the PWS call-outs in the MIDs did not match the CLIN call-outs.
• Resolution: The MIDS, CLINs, and Price Tables should all match, the team will cross-check all three for next RFP release.
Building the Future of Military Space 41
MIDs vs CLINs Q&A:
• The LV is not identified for STP-3. Since the LV type determines extent of mission assurance, will the LV be identified in the final RFP? This is especially critical to accomplish a Cat 2 priced option.
• Resolution 1: The requirement to price MA options (for all sample missions) will be deleted from the final RFP.
• Resolution 2: The assumption in this MID is that the STP-3 mission will be flown on an existing OSP-3 Lane 2 launch vehicle. The offeror should scope the FPIF MA effort within that assumption space.
Building the Future of Military Space 42
MID 3.4 Q&A:
Special Study Requirements Document
• IS a Requirements Document
– PWS does not contain SS Requirements
– SSRD should be self-contained and self-sufficient
• MAY reference the PWS for convenience
RFP Structure
• Sample Special Study Requirements Documents
– SSRD 4.1 - PAP MCS Sys Eng
– SSRD 4.2 – CSM Basing Study
The SSRDs evolve as the RFP review process and mission discussions progress:
The next Draft RFP may have changes to this list – and the final may change again
RFP Structure
• Section M – Evaluation Criteria
• Factor 1: Technical
• Subf1: Technical Approach
• XBM Sustainment Engineering
• New Launch System IV&V
• Existing Launch System IV&V
• Special Studies
• Subf2: Service Performance Management
• Management Approach
• Transition Plan
• Key Personnel
• Cost Control
• Factor 2: Past Performance
• Factor 3: Price/Cost
In a well-structured RFP there should be an evident correlation between the proposal structure directed by L and the evaluation structure described by
M.

• How are relevancy and quality of PP for the offeror weighted/considered relative to the relevancy and quality of PP for our subcontractor? Is the PP Factor rating significantly more weighted/driven by the prime contractor’s performance record, vice the record of the subcontractor?
• Resolution: Because of the large range of potential teaming arrangements, it is difficult to give a precise answer as to how a specific combination of prime/subcontractor efforts will affect the overall PP assessment, but the primary influence of the teaming arrangement is in the relevancy determination.
• Section M 3.3 - “In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the Offeror, teaming partner, or subcontractor whose contract is being reviewed and evaluated.”
• i.e. any two efforts nominated, which are determined equally relevant, would be “weighted” equally in terms of performance quality influence on the rating, whether performed by prime or subcontractor.
Building the Future of Military Space 48
Past Performance Q&A:
• The Technical Appendices generally fall into 1 of 3 categories, and are treated as evidence and artifacts of the offeror’s proposed approach which reduce proposal risk:
– Evaluation Reference Documents
• Correlation Matrix
– Potentially pre-existing internal references and samples
• CWBS, CWBS Dictionary, Sample Presentations/Reviews, DIACAP Cert/Plan, AS9100 Cert
– Information relevant to multiple criteria
• Schedule, BoE, MAC-proposed tailoring
• Do not abuse the appendices to evade the page count limit by including “new” proposal information in the appendices
– Example: Diagrams in the Cross Reference Matrix
LSMA Proposal Expectations Technical Volume Appendices
• We’ve received multiple comments that requested provision of samples of the Technical Appendix Sample Documents (e.g. Kickoff, Midterm, etc.).
• Resolution: The government is developing a Bidder’s Library that will contain relevant background information valuable to develop proposals. Each document evaluated will be “screened” to prevent “requirements contamination”, and in general the government will not provide incumbment-generated versions of Sample Reviews/Analyses requested as Technical Appendices. The government requests specific prospective offeror input on specific Bidders Library materials, and will vet such requests responsibly.
Building the Future of Military Space 50
LSMA Proposal Expectation Sample Documents Q&A:
• We’ve received multiple comments that the Proposal BoE requested in L 4.2.10 “Cost Control/Target Price Reduction Plan” will require significantly more that the 10 pages provided for this Tab if it needs to correlate to the CWBS, and recommended that the BoE be moved to a non-page-limited Technical Appendix.
• Resolution: The government concurs. The BoE will be separately identified as a non-page-count limited appendix in the next Draft RFP. Tab 4d will retain it’s 10 page limit.
