1.0 Relevant Experience
Relevant areas of experience for all the technical position requiring Launch expertise (unless specifically stated in the labor category) are as follows:
1. Experience involving NSSL Launches, or Experience involving Launch Vehicles used in NSSL launches or similar category with other federal agencies such as NASA, NOAA, NSA etc.
2. Experience involving Launch Vehicles used in NSSL launches or similar category with commercial launches, or Experience involving Launch Vehicles used in orbital launches other than those described in 1 above
3. Experience involving ballistic missile launches, Launch Process and Operations Experience, Mission Integration Experience, Experience involving Ground Systems, Experience involving other than launch vehicle Propulsion systems comparable to launch propulsion.
Note:
Experience in performing in any of the above listed relevant areas are acceptable for performance on this contract.
The Government will allow the Contractor to have a maximum of 10 developmental positions, meaning zero years of experience (e.g. new college graduates), within LAAFB. These developmental positions shall be spread across position IDs starting with LEA, LEM, LEF, LEG, and LEE for any level I and level II labor categories.
All experience should be in working environments of comparable size, difficulty, and complexity as the work performed under this PWS.
2.0 Labor Category Descriptions
Administrative Assistant I Minimum Education Required: Associate’s Degree Minimum Experience Required: 2 years of administrative assistant, office management, secretarial or related field Minimum Certifications: N/A Provides administrative-type support to technical and management-level personnel. This includes, but is not limited to, documentation planning and support, project administration, program management support, event planning and administration, office relocation planning, mail services, records, and data input. Composes routine correspondence, documents, reports, orders, forms, etc., in support of site personnel as required. Locates and summarizes information and data from files and documents. Responsible for maintaining duty status of site personnel, suspense dates for matters requiring compliance and similar information/data concerning the site mission. Requires technical computer skills and ability to use MS office suite, Adobe acrobat, and other general office software and equipment.
Business Manager Minimum Education Required: Bachelor’s Degree Minimum Experience Required: 10 years in Acquisition management, business management contracting or related fields in relevant areas Minimum Security Clearance Required: Secret
Provide business management support to acquisition/program management personnel. The focus of support is on SMC/ECL launch service post-award contract acquisition and execution efforts. Specific aspects of support include the development of acquisition strategies, timelines, and documentation for USG review. Work products include acquisition strategy plans and briefings; Justification & Approvals (J&As); Requests for Proposals (RFPs); Performance Work Statements (PWS); Cost and Technical Evaluations; Contract Data Requirements List (CDRL) deliverables; Mission Success and Milestone Incentive Plans; and other ad hoc documentation/presentations. The contractor shall also support program management activities required to effectively monitor and report cost, schedule, performance, and risk information under the execution of SMC/ECL launch service contracts.
Chief Engineer Minimum Education Required: Master/Professional/Engineering Degree majoring in STEM field Minimum Experience Required: 15 years in areas described in section 1.0 of this document Minimum Security Clearance Required: TS/SCI Minimum Certifications: N/A This is considered an advanced level engineering position. Responsibilities may include conceptual thinking, designing and developing plans, processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems. Supervises or leads less experienced engineers. Requires expertise in the field of work specified. Engineering disciplines that may map into this Standardized Labor Classification include mechanical, electrical, aerospace, propulsion, industrial, chemical, materials, computer, environmental, structures, ground systems, thermal, safety, reliability, software, systems and quality.
The individual will act as an advisor on complex and critical launch systems and processes. The role provides expert and scholarly advice and technical evaluations on acquisition and technical approach and execution; as well as provides alternatives. The role will provide support to ensure through and consistent implementation of NSSL Systems Engineering processes.
Individual must possess thorough working knowledge of space launch systems and processes. Individuals in this role must have a thorough understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch procedures.
Computer Based Training Developer II Minimum Education Required: High School Diploma Minimum Experience Required: 5 years in areas of computer based modeling, visual media, animation, audio/visual content development, training movie productions, solid works, illustrator, premiere etc.
Minimum Security Clearance Required: Secret Minimum Certifications: N/A Develops content, computer based training modules, multimedia visual aids, educational videos, and other training materials as needed using a wide degree of creativity and latitude. Produces audio/visual media, including original graphics and 3D models, to support learning and development objectives. Assesses, leverages and optimizes educational content from third parties. Manages multiple training projects to meet stated objectives and timelines. Organizes logical training by interviewing subject matter experts and conducting research to obtain the information to be taught. Determines practical audio/visual media standards for production. Identifies new technologies and processes to create efficient and effective training.
Individual must possess a working-level understanding of Adobe Captivate and familiarity with the associated suite of Adobe support products (e.g. Illustrator, Premiere). Also, individual must have experience with generating 3D models using computer aided design software (e.g. SolidWorks).
Configuration Manager I
Minimum Experience Required: 1 year of configuration management or related field Minimum Security Clearance Required: Secret Minimum Certifications: N/A Designs, develops and establishes configuration and data management documents based on program requirements. Responsible for establishing configuration identification, functional, allocated and product baselines, configuration control, status accounting, physical configuration audits, configuration management procedures and techniques, utilization, processing and technical documentation. Analyzes proposed design changes to determine the effect on overall system. Conducts formal and informal reviews at pre-determined points throughout the program to ensure quality control. Authorizes the release of drawings and changes specified by Program Management and other functional groups. Interfaces with existing CM personnel to help reorganize and implement more efficient plans and procedures of the CM Organization.
Provides advice and guidance on methods, procedures and requirements to individuals responsible for the creation of documentation. Experienced with Change Control Boards, project baseline maintenance, formal change control processes, and formal functional and physical audit practices. Develops configuration management procedures, and coordinates to resolve configuration issues. Provides configuration management direction to technical documentation personnel.

Configuration Manager II (17-2112 Industrial Engineers)

Document Management Specialist II
Minimum Relevant Experience Required: 5 years of experience in data management or related field Minimum Security Clearance Required: Secret Minimum Certifications: N/A Implements and administers enterprise-wide document management systems and related procedures that allow organizations to capture, store, retrieve, share, and destroy electronic records and documents. Conducts needs assessments to identify document management requirements of departments or end users. Consults with end users regarding problems in accessing electronic content. Implements electronic document processing, retrieval, and distribution systems. Administers document and system access rights and revision control to ensure security of system and integrity of master documents. Retrieves electronic assets from repository for distribution to users, collecting and returning to repository, if necessary. Searches electronic sources, such as databases or repositories, or manual sources for information.
Identifies and classifies documents or other electronic content according to characteristics such as security level, function, and metadata. Assists in the development of document or content classification taxonomies to facilitate information capture, search, and retrieval. Proposes recommendations for improving content management system capabilities. Operates data capture technology to import digitized documents into document management system.

Knowledge Manager I
Minimum Experience Required: 2 years Minimum Security Clearance Required: Secret Minimum Certifications: N/A Supports higher level Technical Specialists, engineers and analysts in specialized support disciplines including but not limited to business and program management, Training, Documentation, Tech Writing, Network, communications and Engineering. Evaluates engineering projects with regard to technical requirements. Extracts operational requirements from user community and supports the achievement of system requirements.
Individual must possess some working knowledge of space launch systems and processes. Individuals in this role must have an understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch procedures.
Knowledge Manager II
Minimum Relevant Experience Required: 5 years Minimum Security Clearance Required: Secret Minimum Certifications: N/A Supports business, technical and analysis efforts in specialized support disciplines including but not limited to program/project management, training, documentation, technical writing, network, communications and engineering. Evaluates business, management and engineering projects with regard to technical requirements.
Individual must possess thorough working knowledge of space launch systems and processes. Individuals in this role must have a thorough understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch procedures.
Network Administrator I Minimum Education Required: Bachelor’s Degree in computers, network administration, network security or any other field with relevant certifications Minimum Experience Required: 3-5 years in network administration, computers systems management, IT security or related fields Minimum Security Clearance Required: Secret Minimum Certifications: N/A Network and computer systems administrators design, install, and support an organization’s computer systems (e.g. employee workstations, operating system, applications, and associated administrative networks/servers). Responsible for local-area networks (LAN), wide-area networks (WAN), network segments, and Internet and intranet systems. Maintain network hardware and software, analyze problems, and monitor networks for contractor provided data center devices to ensure their availability to system users. Systems administrators are responsible for maintaining network efficiency. Ensure that the design of an organization’s computer system allows all of the components, including computers, the network, and software, to work properly together. Monitor and adjust the performance of existing networks and continually survey the current computer site to determine future network needs. Administrators also troubleshoot problems reported by users and by automated network monitoring systems and make recommendations for future system upgrades. IT security specialists plan, coordinate, and implement the organization's information security controls and ensure compliance with Agency IT security requirements. Other functions include maintaining the security configurations of operating systems and applications, monitoring and responding to IT security Responsibilities may include designing and developing plans, processes, procedures, functional and data requirements analysis, system analysis, documentation preparation for complex systems and operational support of these systems, and managing and tracking health and integrity of launch service providers communications & telemetry networks. Engineering disciplines that may map into this Standardized Labor Classification include mechanical, electrical, aerospace, propulsion, industrial, chemical, materials, computer, telecommunications, communications, environmental, structures, ground systems, thermal, safety, reliability, software, systems and quality.
Individual must possess thorough working knowledge of space launch systems and processes. Individuals in this role must have a thorough understanding of launch vehicle processes and practices, launch site preparations flow and day-of-launch procedures.
Project Engineer III- Electrical Engineering Minimum Education Required: Master/Professional/Engineering Degree majoring in electrical engineering or STEM field Minimum Experience Required: 10 years as Electrical/Electronics engineer in relevant fields described in section 1.0 of this document Minimum Security Clearance Required: Secret Minimum Certifications: N/A This is considered an advanced-level engineering position. Responsibilities may include conceptual thinking, analyze and review designs and test plans, processes, procedures, functional and data requirements analysis, complex system analysis, and documentation preparation for complex systems.
Analyzes the capabilities, readiness and supportability of electrical infrastructure, facilities and associated systems to support mission operations. Identifies requirements shortfalls, risks and obsolescence concerns and provides recommendations to meet current and projected user requirements including repairs, replacements and upgrades. Assesses design, development and operations associated with electrical infrastructure, facilities and associated systems, in the areas of power generation, transmission, distribution, protection, controls, grounding and lightning protection. Identifies new technologies and operational enhancements to improve system design, safety, reliability, cost efficiency and code/regulatory compliance. Investigates system failures, diagnoses faulty operation, conducts root-cause analysis, performs Supervisory Control and Data Acquisition (SCADA) system data analysis and provides recommendations to return systems to operation and prevent recurrence. May be required to supervise less experienced engineers.
Project Integration Engineer I - Mechanical Engineers Minimum Education Required: Master/Professional/Engineering Degree majoring in Mechanical/Aerospace engineering or STEM field Minimum Experience Required: 5 years as Mechanical/Aerospace engineer in relevant fields described in section 1.0 of this document Minimum Security Clearance Required: Secret Minimum Certifications: N/A This position is considered an entry level engineering position. Responsibilities may include analyzing and reviewing designs and test plans, processes, procedures, functional and data requirements analysis, system analysis, and documentation preparation for complex systems. Specialized in areas such as structural dynamics, guidance, navigation and control, instrumentation and communication, and production methods and may become experts in aerodynamics, thermodynamics, celestial mechanics, propulsion, acoustics, or guidance and control systems. Engineering disciplines that may map into this Standardized Labor Classification include electrical, avionics, computer, safety, reliability, systems and quality.
Integration support responsibilities include program plan development and maintenance, including performing launch vehicle mission trade studies, mission analysis, managing console operations, monitoring/ analyzing real-time launch vehicle data the development of mission unique requirements and derived requirements identification, monitoring and verifying all launch vehicle and satellite vehicle interface requirements including satellite vehicle transportation and processing requirement. Support includes an understanding of the launch services contract requirements and Launch Systems Integration Contractor service contract requirements to manage engineering change proposal incorporation, including change definition, contract modification technical evaluation, and launch operations planning and execution. Requires close coordination with the space vehicle Program, launch vehicle contractor, operating location, Range, and other associated contractors and organizations. Requires a working knowledge of USAF Engineering Launch Support System architecture and components, including the Launch Vehicle Launch Support Centers at the launch bases.

Evaluates launch site and support facilities architecture plans, provides configuration management and manages the baselines for communication, video, data transmission, emergency management, power, HVAC, structural, water/sewage, other systems upgrades and proposed modifications. Conducts systems engineering analyses, planning, design reviews, and studies to identify methods for fulfilling user requirements based on existing capabilities. Conducts engineering analyses, planning, design reviews, and studies to identify requirement shortfalls and provide capability assessments, concepts of operations, and risk assessments to ensure launch site and support facility readiness to meet mission needs. Conducts launch site and support facility project management, surveillance, testing and quality control inspections. Updates drawings, systems configuration, checklists, systems specifications, equipment demarcations, and life expectancy of associated equipment. Maintains continuity products containing facility and system reports, schedules, work orders, facility layouts, drawings/schematics including redlines, and relevant electronic files for ancillary equipment in support of missions.
Individual must possess solid working knowledge of launch complex systems and familiarity with launch program requirements.

Responsibilities may include analyze and review designs and test plans, processes, procedures, functional and data requirements analysis, system analysis, and documentation preparation for complex systems. Manages the lifecycle and configuration control of the Engineering Launch Support System (ELSS), the system used to provide the video, voice communication, timing and telemetry for NSSL operations. Analyzes requested changes to ELSS requirements, develops system designs, implements system updates, and documents changes. Generates and updates requirements, configuration and planning documents. Coordinates closely with the space vehicle program, launch vehicle contractor, Range, and other associated contractors and organizations. Provides real-time operation and troubleshooting of the ELSS during launch vehicle tests and launch operations. May be required to provide guidance to less experienced engineers.
Requires a working knowledge of ELSS architecture and components, including the Launch Support Centers at the launch bases.
Project Integration Engineer II – Systems Partnerships Minimum Education Required: Master/Professional/Engineering Degree majoring in Mechanical/Aerospace engineering or STEM field Minimum Experience Required: 8 years as Mechanical/Aerospace engineer in relevant fields described in section 1.0 of this document Minimum Security Clearance Required: Secret Minimum Certifications: N/A This position is considered an entry level engineering position. Responsibilities may include designing and developing plans, processes, procedures, functional and data requirements analysis, system analysis, documentation preparation for complex systems and operational support of these systems. Areas of specialization include commercial launch system capabilities related to: guidance and navigation systems, control systems, communications systems, digital communication protocol, electrical power distribution, control and transmission devices, signal processing, instrumentation, electromagnetic compatibility and interference, electrical interfaces, avionics electronics, and electrical ground support equipment. Engineering disciplines that may map into this Standardized Labor Classification include mechanical, electrical, aerospace, propulsion, industrial, chemical, materials, computer, telecommunications, communications, environmental, structures, thermal, safety, reliability, software, systems and quality.
Individual must possess some working knowledge of space launch systems and processes. Individuals in this role must be able to effectively communicate and interface with external federal organizations and the commercial launch industry.
