About this file
This is a Federal Supply Schedule (FSS) Sole Source Justification (SSJ) for a bridge contract above the Simplified Acquisition Threshold.
The document justifies a sole source award to Stellar Solutions, Inc. for the MWT/SMI Technical Support program under contracting activity SSC/SNK with an estimated cost of $33,801,841. The justification is based on GSAR 538.7104-3(b)(1)(i)—unusual urgency—as the current contract (NASA SMI DMS - GSA Contract #47QRAA18D00FQ/Task Order #80ARC023FA044) expires June 9, 2026, while the planned competitive follow-on contract (STS-4) is not expected to be awarded until the end of Calendar Year 2026. The services required include specialized technical and systems engineering support for mission-critical Overhead Persistent Infrared (OPIR) capabilities under the United States Space Force (USSF) Space Systems Command (SSC), specifically supporting Wide Field of View (WFOV) operations and integration, Next Generation GEO (NGG) System of Systems Integration (SOSI), MEO Track Custody (MTC) acquisitions, and Boulder Ground Innovation Facility (BGIF) operational continuity. Stellar Solutions is identified as the only team with the requisite expertise, specialized knowledge, Organization Conflict of Interest compliance, and NDAs in place to support these critical missile warning and missile tracking missions without unacceptable delays to Initial Launch Capability milestones, NGG integration, and WFOV payload tasking. The bridge contract is necessary to facilitate transition and knowledge transfer to new contractors (BOSS and GMI) while ensuring continuity of operations during overlapping program transitions and significant government personnel changes.

integration of the Next Generation GEO satellite with the government provided ground system. This requires test planning, execution and a detailed knowledge of each system element as they are developed, built and delivered by separate individual Prime contractors.
• Stellar Solutions has been the key contractor supporting the MTC acquisitions and is on track to support the acquisitions of MTC epoch 3 and the execution of epoch 1 and epoch 2. The team has the NDAs in place and more important Organization Conflict of Interest compliance that is necessary, so that the Stellar team provides key members of MTC source selection teams that are on a tight schedule.
• Stellar served as the technical advisor supporting the critical BGIF Operations Support Services (BOSS) contract replacing TAP Lab and OBAC Support Services (TLOSS).

This short-term bridge contract is essential to preventing a critical gap in expert technical and systems engineering support for mission-critical Overhead Persistent Infrared (OPIR) capabilities under the USSF SSC. As authorized under GSAR 538.7104-3(b)(1)(i), this action addresses the unusual urgency created by the firm expiration of the current Stellar Solutions, Inc. NASA SMI DMS - GSA Contract #47QRAA18D00FQ/Task Order #80ARC023FA044, which ends 9 Jun 2026. Currently, the planned competitive follow-on contract, STS-4, is not expected to be awarded until the end of Calendar Year 2026 with potential for delayed award depending on factors external to the immediate team responsible executing the bridge award. Once the STS-4 contract is awarded, significant transition period is envisioned to appropriately transfer all of the knowledge, expertise, and processes necessary to ensure no gap in critical support.
Without this bridge contract, critical support for WFOV operations, NGG SOSI, MTC acquisitions, and Boulder Ground Innovation Facility (BGIF) operations would be disrupted. These programs are vital to USSF's missile warning and missile tracking missions, and any delays would result in unacceptable impacts, including missed Initial Launch Capability (ILC) milestones, delays to NGG integration, and a halt in WFOV payload tasking and experimentation.
Stellar team is integral to developing and delivering the plan to bridge and appropriately transition critical scope and mission areas now being contracted with new entrants and prime/sub teammates. Furthermore, Stellar provides is providing critical support to the OPIR Ground Innovation Facility in Boulder where the is significant government personnel change and staffing turnover.
The urgency is further compounded by overlapping transitions currently underway, including the BGIF Operations Support Services (BOSS) transition and the on-boarding of the GMI contractor for MEO ground activities. Both the BOSS and GMI contractors (prime and subs) are new entrants to this scope of effort and mission areas, which requires existing specialized expertise and knowledge to facilitate appropriate stakeholder engagements and ensure overall efficient mission program execution. In order to execute and on-ramp new awardees and associated teammates in these critical mission areas, the subject sole-source bridge contract is required to eliminate any
