About this file
This document is a Request for Information (RFI) regarding the Government Enterprise Collaboration and Knowledge Objective-NET (GECKO-NET) system, which is intended to replace the existing Enterprise Collaboration System (ECS) used to support the Missile Warning (MW) enterprise.
The RFI seeks information from industry on recommended integration approaches to reduce the risk of integrating the hardware, platform, and application capabilities that may be delivered through different contracts and organizations. The Government is interested in lessons learned on ground system software integration and any successfully implemented integration approaches. The RFI also asks for input on using Government-furnished equipment and infrastructure, potential platform solutions, extensibility to future systems, cybersecurity compliance, prototyping/incremental development approaches, and data rights. The Government desires a storefront vendor to provide maintenance and support. Responses are requested by an unspecified due date. The RFI is issued by the Department of the Air Force.

SSC/SNGE GECKO-NET RFI Background Brief xx Jul 2024 #SpaceStartsHere Distribution Statement A. Approved for public release: distribution is unlimited.
Purpose of RFI Explore industry proposed options to replace the Enterprise Collaboration System (ECS).
Delta-4 (DEL-4) needs an updated version of the ECS to meet mission needs for an expanding Missile Warning (MW) enterprise. The replacement system should be referred to as Government Enterprise Collaboration and Knowledge Operations (GECKO)-NET. GECKO-NET should be a modular and scalable design for expandable capabilities with redundant nodes and releasable to ACGU.
Capabilities required for GECKO-NET include: operations centers to factories connectivity at Secret and Top Secret, memogram coordination, temporary procedures, critical information files, scheduling rules, logging, problem reports, scheduling requests, file storage, email capability, MS Office applications, instant messaging, video conferencing and Secret & Top Secret Voice Over Internet Protocol communications. System will need the capability to transfer classified data to other classified systems without the use of USB devices or use of writable discs. Bandwidth should be no less than 40 GB/sec.
Need date is: Sep 2027
Presenter: Alyssa with input from Eric (or Stu)
History ECS Origins:
Legacy CKNet (Crew Knowledge Network) was developed such that Gov owns full data rights, but lacked formal requirements or documentation Unique applications developed iteratively (over several years) by contractor personnel with Gov funding/oversight Not electronically connected to any “weapon system” – independent, classified network across portions of MW acquisition and operations community Ownership:
Gov owned and provided - Not part of any current Program of Record Sustained today by SSC/SNP leveraging a legacy contract Operations:
System used daily by current ops (2 SWS, 11 SWS, DEL- 4) and launch operations ECS leveraged by TT&C, Ground, Mission Management and Mission operators and SOC/CC to augment operational weapon system capabilities
ECS is a vital resource across weapon system phases and organizations – enabling procedure development and standardization thru Launch and Ops
What is ECS?
Secret support network for MW system launch and operations with servers, printers, VOIPs, VTCs Windows workstations for each “weapon position” Microsoft Office suite:
Tools: Word, Excel, PowerPoint, One Note Comms: Outlook, Skype, Instant Messaging Platform for unique (Gov-owned) SW applications Legacy ECS Overview Factory Memograms Roles-based coordination and approval Used for routine parameter file updates Used for satellite anomaly resolution Standardized/integrated for Ops One process, many Primes/constellations Collaborative Electronic Technical Manual (CETM) “Intent-focused” procedures across positional boundaries Enterprise-level insight shared across Ops & Factory sites Creates automatic log of combined actions – DTGs and initials Unique ECS Applications Factory memograms Collaborative Electronic Technical Manual Temporary Procedures Crew Information Files (CIFs) – linking, tracking, reporting Automated/Assisted Crew Logging Current Operations Discrepancies (CODs) [JIRA options]
Impact Statement Modernization is required to address new and future space and ground-based MW weapon systems.
DEL 4 needs future connectivity to OCONUS locations. ECS provides mission critical capabilities for the current MW mission. Future demands on ECS will substantially increase in size and scope as DEL 4 missions increase, overtaxing the design of the current ECS system. Additionally, new constellations of MW satellites will require additional access to factories currently not served by today's ECS network. The possibility of dispersed Command and Control facilities from the MCS/MCSB will require coordination with the MW command crew using GECKO-NET services.
Next Gen Polar-1 projected launch in FY28 will require GECKO-NET to be in-place in FY27 to support launch preparations and launch team rehearsal activities.
Assumptions Each organization will have an environment/enclave where their data will be contained. GECKO-NET will be a collaborative environment where all users can see the check marks being applied by the user of a checklist or procedure. GECKO-NET will need the ability to protect proprietary contractor data and users will need the ability to control user access to their data. GECKO-NET must have the ability for each organization to grant system access for users located at their locale. GECKO-NET will possess the capability for updates while system remains in operation. Lastly, cybersecurity patches, SW upgrades, and HW expansions will need to occur without degrading or limiting access to operate the system.
The Government desires a store front vendor that provides Level 1 and 2 maintenance and the ability to support and field HW/SW requests to expand global capabilities for all DEL 4 current and future systems. The need for cleared personnel is required to support the expanding MW enterprise.
