1 Overview
This Technical Requirements Document (TRD) establishes the technical requirements for the procurement of Ku-Band commercial satellite communications for Pathfinder #2 (PF2). This TRD does not supersede any applicable laws and regulations unless a specific exemption has been obtained.
1.1 Terminology
Requirements are identified by a numbered Requirements Identifier (REQID). The REQID appears at the beginning of each requirements statement within [brackets] and in boldface [TRD
-xx].
1.2 Classification
This acquisition and all documents pertaining to it are unclassified.
1.3 Period of Performance
Unless otherwise stated, all requirements apply for the duration of the period of performance of the contract.
2 GENERAL DESCRIPTION
A general description of the system, including the users, required coverage area, and communication connectivity, are summarized below.
2.1 USG Transponder(s)
The USG intends to procure Ku-band Fixed Satellite Services (FSS) commercial pre-launch transponder(s) for access to COMSATCOM services. Upon launch, the transponder(s) shall provide communications coverage over the contiguous United States (CONUS). The USG shall own the USG Transponder(s) for the lifetime of the satellite on which they are carried. The
Contractor shall operate the satellite that carries the USG Transponder(s).
2.2 User Description
The USG transponder(s) shall be available for use by any USG entity as directed by the USG entity that will request COMSATCOM services over said transponders.
2.3 Coverage Area
The USG Transponder(s) shall provide coverage to all points within CONUS [TRD-10].
2.4 Communication Connectivity
The USG transponder(s) shall provide continuous service for 24 hours per day and seven days per week for the period of performance [TRD-17]. Operational availability is measured over each 30 day period and shall be no less than 99.999% [TRD-11].
3 USG Pre-Launch Transponder Requirements
[TRD-01] The USG Transponder(s) shall operate in the Ku bands currently allocated by the
ITU to the Fixed Satellite Service (FSS) of 14.0-14.5 GHz uplink and 11.7-12.2
GHz downlink.
[TRD-02] The USG Transponder(s) shall each be a stand-alone, separate, and complete transponder, which each can be used by the USG at operating points up to and including saturation.
[TRD-03] Each USG Transponder shall be at least 36 contiguous MHz wide, where bandwidth is defined by typical commercial standards and specifications.
[TRD-04] There shall be at least one USG transponder. In total, the USG Transponder(s) shall comprise at least 72 MHz.
[TRD-05] All telemetry and command (T&C) on the satellite containing the USG
Transponder(s) shall be CNSSP-12 compliant.
[TRD-06] Compliance to [TRD-05] shall include uplink and downlink encryption of all satellite telemetry and command (including any telemetry generated outside of the traditional satellite T&C system) via the implementation of NSA-compliant AES-
256 cryptography.
[TRD-07] For the USG Transponder(s), the Offeror shall provide a transponder protection capability that is able to tolerate a modulated or unmodulated carrier from any ground uplink with an Effective Isotropic Radiated Power (EIRP) of 130 dBW that occupies any portion of spectrum over the 4-30 GHz frequency band.
[TRD-08] Without prior warning and without reconfiguration from typical operating configurations, the USG Transponder(s) shall withstand a continuous twenty four hour period of illumination from a signal at the levels described in [TRD-07] without damage or degradation in transponder performance upon removal of the illuminating signal.
[TRD-09] The Offeror shall assume that the signal can originate from any point on the earth disc.
[TRD-10] The primary coverage area shall be defined as the circular area of 80 statute mile radius centered at Holloman AFB (latitude 32.9233, longitude -106.1650), the circular area of 100 statute mile radius centered at Fort Polk (latitude 31.0441, longitude -93.193), and at Hancock Field (latitude 43.1222, longitude -76.10027).
The general coverage area shall be defined by all points within CONUS.
[TRD-11] The USG Transponder(s) shall have an operational availability of 99.999% over each thirty day period.
[TRD-12] The Offeror’s spacecraft providing the USG Transponder(s) shall reside in the
58.5°W-133.5°W arc, inclusive.
[TRD-13] All bandwidth comprising the USG Transponder(s) shall provide a Gain to Noise
Temperature ratio (G/T) of at least -1 dB/K for the primary coverage area and shall be at least -1 dB/K across 98% of the general coverage area as stated in [TRD-10].
[TRD-14] All bandwidth comprising USG Transponder(s) shall provide an EIRP density of at least –35 dBW/Hz for the primary coverage area and at least –35 dBW/Hz across
98% of the general coverage area as stated in [TRD-10] with the USG
Transponder(s) operating at a composite -3 dB output back off (OBO) when fully and uniformly loaded.
[TRD-15] All bandwidth comprising the USG Transponder(s) shall conform to typical commercial specifications for all other major performance parameters.
[TRD-16] All EIRP and G/T performance parameters in [TRD-13] and [TRD-14] shall be met over the worst case effects of pointing, life, and antenna thermal distortion.
[TRD-17] The USG Transponder(s) shall provide continuous service for 24 hours per day and seven days per week for the period of performance.
[TRD-18] The satellite upon which the USG Transponder(s) reside shall be in station-kept geostationary orbit with an orbit inclination relative to the equatorial plane of no more than 0.15 degrees for the contract period of performance (i.e. no inclined orbit capacity for the first 15 years of spacecraft life).
[TRD-19] The USG Transponder(s) shall be linearly polarized.
