Air Force Intranet Control Center (AFINCC) 26 Network Operations Squadron (NOS) Support
Sources Sought 20 November 2012
THIS IS NOT A SOLICITATION FOR PROPOSALS. THIS ACTION IS BEING
CONSIDERED FOR A 100% SET-ASIDE in one of the following: SMALL BUSINESS (SB);
8(A) SMALL BUSINESS (8A); HUBZONE (HZ); SERVICE DISABED VETERAN-OWNED
SMALL BUSINESS (SDVOSB); OR WOMEN-OWNED SMALL BUSINESS (WOSB).

PURPOSE:
To support the mission of the Air Force Intranet Control Center (AFINCC), 26th Network Operations Squadron (26 NOS), 26th Network Operations Group, 67th Network Warfare Wing is accomplished 24 hours a day, seven days a week, 365 days a year (24x7x365). The mission of the 26 NOS is to provide mission assurance to the warfighter through the operation, management and defense of the Air Force portion of the Global Information Grid (AF-GIG). In the execution of its mission, the 26 NOS operates, manages and defends the Air Force Non-Secure Internet Protocol Routing Network Gateways (AFNGWS) and the Secret Internet Protocol Routing (SIPR) equivalents; all Service Delivery Point (SDP) routers on both NIPR and SIPR; the Integrated Management Suite (IMS) out of band management networks; the top level Domain Name System (DNS) for the AF (both af.mil and af.smil.mil); and the underlying workstations, servers, storage networks, and systems that are required to do so. Specifically, contractor support for Network Operations, Security. Operations, DNS Operations, Support Operations, Project Integration and Engineering Operations, and the Alternate Operating Location (AOL)/Continuity of Operations Plan (COOP) Operations of the 26 NOS. In addition, support for Information Assurance.
GENERAL INFORMATION:
1. AFSPC 38 Contracting Squadron (38 CONS) is requesting information from industry as part of market research to determine what qualified contractors exist.
2. THIS IS A SOURCES SOUGHT ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force (AF) or 38 CONS will contract for the items contained in the sources sought. 38 CONS will not pay respondents for information provided in response to this sources sought.
3. This proposed contract is being considered for a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for this requirement is 541512. The size standard for NAICS 541512 is $25.5 million. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone (HUBZone), or Service Disabled Veteran Owned Small Businesses (SDVOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company’s business size (i.e., annual revenues and employee size), business status (i.e., 8(a), HUBZone, or SDVOSB, Women Owned Small Business, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. Include any specialized work and warranty issues.
Specify whether your teaming partners typically are large or small businesses. List any current contracting vehicles you are currently on, such as any GSA schedules and/or GWACS. The government will use this information in determining its small business set-aside decision. In addition, request Contractor to provide a list of any other NAICS they feel are applicable.
Contractor shall specify your business size status for each NAICS in your response.
Provide enrollment status in the System for Award Management (SAM). If you are enrolled, what is the expiration date?
4. Provide formal responses to the attached questionnaire. Please reply with comments on the attached questionnaire. Please address specific questions or concerns in the comments section.
5. Interested contractors should address potential organizational conflicts of interests, reference FAR 9.505-1 and if applicable submit mitigation plans with capability statements. The mitigation plan is not part of the capability statement.
6. Please include as part of your response a Point of Contact’s: Name, Phone Number, Fax Number, E-mail address, and Mailing address.
7. Request you provide responses electronically. All responses must be written, no more than three single-spaced pages, using 12-point, Times New Roman font, and minimum of one-inch margins, in Microsoft Word format. Responses that only provide a company website will not be considered. Responses to this sources sought are requested by 4:00 PM, CDT, on 21 December 2012.
