Portland ANG, OR – Solicitation # FA8773-08-R-0061 Vendor Questions

Question#1.

a. Regarding the switch type, please confirm how the ARS table is configured today for routing local calls, i.e. 10 digit dialing, 7 digit dialing and also confirm how the toll free calls are routed and what is programmed in the PBX for this – FNPA, LOCALPUB, etc.

If awarded the contract, this information will be gathered at the site survey before cutover.

b. Need to know the command for conversion and if we need to have outside technical support for conversion.

If awarded the contract, this information will be gathered at the site survey before cutover. Conversion support will be provided by the technical technician located at site.

c. Does the site have a maintenance agreement on their PBX?

No, the maintenance on the PBX is provided by site technical technician “Blue Suitor”.

d. Vendor is using a Nortel DMS500 CO switch and it is possible that the end user PBX configuration may need to be changed in the ARS in the translation tables.

Yes, it is possible that the end user PBX configuration may need to be changed in the ARS in the translation tables. If changes are required, the site technical technician will complete the required changes.

Question#2. For cutover, a new vendor will need to know the detailed engineering 2-wire, 4-wire, and DS-1 circuit parameters and configurations in order to provision these circuits. This information will have to be provided from the end user who will be able to obtain this information from the incumbent vendor. The incumbent will not provide this to a new provider directly due to FCC regulations regarding customer proprietary information because these circuits are not “portable”. We will have to install new service.

Information on CSR is provided in the SOW, Appendix 10. Please see Appendix 10.

Vendor Questions 2

Question #6. Regarding the services in Appendix 10, I need to get quotes from the current carrier and wanted to know if I can release the circuit IDs you have provided. This will be done so that the carrier can determine the exact service that is to be offered. If I cannot release this information will you provide specific bandwidths for these circuits (i.e. 19kbps, 56kbps).

See SOW/Appendix 10 for information regarding circuit type and use the standard bandwidth rates accordingly.

Question #7. My next question concerns the T-1s designated 101 T1ZF and 102 T1ZF in the table under paragraph 10.5 ‘Transport Channels.’ Are these T-1s used to provide the 40 digital trunks listed in the table under paragraph ‘10.3.2 Local Exchange Access Digital Trunks’?

Yes, the T-1s in table 10.5 provides the 40 digital trunks listed in table 10.3.2.

Yes, the 911 center would see it as coming from the PBX at the Portland Air National Guard facility at 6801 NE Cornfoot Road.
