PBES RFI Questions & Answers
1. In Question #3, will the Government consider Certified Oracle Hyperion experts with experience in DoD and/or Commercial applications that bring potential new ideas and innovation, or does the Government want only Hyperion experts associated with ABIDES, RAPIDS, and ETT?
New and potential innovation is always good but will need to keep the focus on the sustainment effort and how we can ensure current mission operations. It is crucial to have knowledge of the Air Force PPB&E process to ensure the mission. PBES is the current authoritative system, where ABIDES, RAPIDS and ETT are the legacy systems.
2. Is the specific Certified Oracle Hyperion expert experience with the businesses processes associated with ABIDES, RAPIDS, ETT a necessary prerequisite for this effort? If yes, can any company besides the incumbent meet this criterion?
The experience needed encompasses the Air Force’s PPB&E process. PBES was developed from the legacy systems and similarly follows the PPB&E process.
3. In Question #5, there are not company Oracle certifications for these products, only individual certifications; could the Government please clarify what is being asked here?
The government realizes that the certifications are individualized. Certifications is one way to demonstration knowledge and experience.
4. In Question #5, are Oracle Hyperion Planning and Oracle Enterprise Performance Management synonymous?
Oracle Enterprise Performance Management is a suite of performance management applications, a suite of business intelligence (BI) applications, a common foundation of BI tools and services, and a variety of data sources. All these solutions are integrated using Oracle Fusion Middleware. Hyperion Planning is just one piece of the suite.
5. To answer Question #6 more accurately, could the Government provide information about what specific software systems may move to the Cloud, and what Cloud the systems they may move to (e.g., Cloud One AWS/Azure, Oracle Cloud, other)?
Cloud one AWS
6. We note that this RFI was released to all of Industry on Sam.gov. However, also note that PBES states SBEAS as the Acquisition Approach in the current Spring 2022 BES Smart Guide, and we also mention that according to an SBEAS Directive letter, all BES contracts not in the 8a program within the scope of SBEAS are required to use the SBEAS vehicle. Why was this RFI released to Industry, and not directly to SBEAS vendors?
As the acquisition is still in the market research phase this RFI was posted via SAM.gov to ensure the widest dissemination and survey of the current market. This will give the government the best possible overview and understanding of what is available and current in the market as a whole.
Both questions below are regarding PBES RFI, Question #6, “What experience, if any, do you have with migrating software systems to the Cloud?”
7. Is PBES targeting on of the DoD Enterprise Clouds (DISA Stratus or Cloud One) or a specific commercial cloud (AWS, Azure, Oracle Cloud)?
AWS in Cloud One
8. Will PBES require a specific FedRAMP certification for its cloud environment/s?
Yes, IL6
