Services
FA8771-20-S-C001
This document is an exhaustive consolidation of all questions received in regards to solicitation
FA8771-20-S-C001 and the respective answers. Questions and answers will be updated if/when more questions are received.
Questions and Answers:
1. Regarding questions, will answers to all submitted questions going to be published in a centralized, fully-accessible location? If so, what is the location and when will they be made available?
Government response: Yes, the GPE (Beta.Sam.gov) will be the primary source for information.
2. Regarding the timing of offerors moving from Phase I to Phase II, we saw in 3.9 that favorably evaluated solutions may be maintained for up to one year from the original
White Paper submission, but were wondering what the timeframe is expected to be for the first invitations to move to Phase II (or III). Will that occur within 30 days of the
White Paper submission (that is, the same timeframe as the evaluation of Phase II), or is the initial evaluation expected to take longer?
Government response: The Government intends to complete White Paper peer review evaluations in an expeditious manner. However, due to the flexibility afforded to the
Government in paragraphs 3.7, 3.8, 3.9, the Government does not intend to provide a timeline.
3. In section 3.2, it states that all white papers should be not exceed five (5) pages using twelve (12)-point font. Are large diagrams counted differently in the page count or are they included in the 5 page limit? Can a smaller point font be utilized in diagrams or must diagrams/graphics adhere to the twelve (12)-point font as well?
Government response: Diagrams are included as a part of the page count. Diagrams do not have to be 12 point but should be at least 8 pt. and readable.
4. Can we submit to go directly to a Phase II award?
Government response: There are no Phase II awards. Phase II is an evaluation phase.
The peer review evaluations process is governed by the subject published CSO (FA8771-
20-S-C001).

6. In your request for whitepapers, it is indicated that the prospective work falls under the
NAICS code is 518210. Will offerors with primary NAICS other than 518210 be considered
