Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.
Air Force Life Cycle Management Center, Business and Enterprise Systems PEO, Enterprise Business Systems Contracting Division (AFLCMC/HIBK) 201 E. Moore Drive, Bldg 856 Room 125 Maxwell-Gunter AFB Montgomery, AL 36114 Contracting Officer: Bryan Lamb, II. Nature and/or description of the action being processed.
This action is anticipated to be awarded as a new firm-fixed-price contract. The action being processed is a sole source award to Definitive Logic.
III. Description of supplies/services required to meet agency needs.
The existing Planning, Programming and Budget System, ABIDES, is expected to fail imminently according to Subject Matter Experts and a recent Carnegie Mellon study. The failure of the existing system will result in no AF budget system and the inability to allocate money, resources and people to meet AF requirements. The Air Force Deputy Assistant Secretary for Budget (SAF/FMB), Air Force Deputy Chief of Staff for Strategic Plans and Programs (AF/A5/8), Air Force Deputy Chief Management Officer, and Office of the Under Secretary of the Air Force (SAF/MG) have sponsored requirements to deliver an application that will provide coherent, traceable financial information in support of program budget and resource allocation decisions. This system will replace multiple existing systems within the AF.
The Enterprise Senior Working Group (E-SWG) authorized the stand-up of Program and Budget Enterprise Service (PBES) to meet this need.
The Program & Budget Enterprise Service (PBES) has a requirement for a system integrator. The integrator will be responsible for configuring, delivering, and sustaining a commercial-off-the-shelf (COTS) tool, Oracle Hyperion, which will deliver global financial consolidation reporting and analysis in a single, highly-scalable software solution.
Additionally, PBES has a requirement to implement the PBES application NLT FY20 POM (Jan '18).
The estimated period of performance, anticipated value, and appropriation type of this effort is detailed below:
Base Period: 1 Dec 2017 - 30 Nov 2018 / / 3600
Option Period One: 1 Dec 2018 - 30 Nov 2019 / / 3600
Option Period Two: 1 Dec 2019 - 30 Nov 2020 / / 3400
Option Period Three: 1 Dec 2020 - 30 Nov 2021 / / 3400
Option Period Four: 1 Dec 2021 - 30 Nov 2022 / / 3400
Optional 6-month ext: 1 Dec 2022 - 31 May 2023 / / 3400
The System Integrator will be required to:
a. Perform Requirements Gap Analysis to determine applicability to other existing efforts.
b. Configure, deliver and sustain Oracle Hyperion to meet the Governments provided requirements outlined in the Bounded User Requirement.
c. Complete all development (customization of oracle product for AF needs) activities in 2 years from the date of award.

d. Provide sustainment of PBES upon completion of development activities.
e. Make client environment modifications within client's system constraints.
f. Resolve and troubleshoot system issues.
g. Conduct training for customer user groups on maintenance and software use.
h. Participate in analysis and design of business process, training development and deployment planning.
i. Present and evaluate end-user capabilities through joint testing with PMO & Users.
j. Interact with end-user team members to complete project activities and deliverables.
k. Conduct complex studies on automation techniques in interfacing functional areas.
l. Develop and install systems, conduct associated updates, and install software, cabling, hardware and maintenance.
m. Ensure the configuration audit and inventory of hardware as well as software is checked out.
n. Support the assigned duties related to logistics and acquisition automated information system applications.
o. Collect integration matrix according to measurement collection and project management plan.
p. Participate in project meetings, hardware and software working groups.
IV. Statutory authority permitting other than full and open competition.
10 USC 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, required by FAR 6.303-2(b)(4).
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
IAW FAR 6.302-1(b)(1), there is a reasonable basis to conclude government's minimum needs can only be satisfied by the unique capabilities/services available from Definitive Logic. The following paragraphs demonstrate Definitive Logic's unique qualifications and rational for determining no other vendors can meet the governments' minimum requirement.
Regarding unique qualifications:
1) Definitive Logic is the only company to successfully deploy Oracle Hyperion both within the Department of Defense (DoD) and across multiple different Services to meet Planning, Programming, and Budget (PPB) requirements. There are currently five on-going DoD efforts, of which, Definitive Logic is either the prime or major subcontractor in four of them. The only effort not involving Definitive Logic (Navy PBIS), failed to go to production after six years in development. Further, SOCOM and the Air Force attempted previous efforts to implement PPB requirements with other companies, but all have failed.
2) Definitive Logic is the niche expert in understanding how the DoD plans, programs and budgets and how to leverage that expertise to successfully implement solutions to meet PPB requirements. In addition to extensive past performance, Definitive Logics' expertise is further evidenced by other large companies contracting out to Definitive Logic for their expertise within the PPB process and extensive knowledge of Oracle Hyperion, Business Intelligence, and Oracle Databases.
3) Definitive Logic participated in an Air Force risk reduction effort and demonstrated their ability to: (1) satisfy the core Air Force PPB requirements; (2) demonstrate the "re-use" from other successful implementations of services at all layers of the technical stack (i.e. Application, User, Interface, Transaction Services, Business Analytics). The risk reduction

FOR OFFICIAL USE ONLY13 Sep 2017 effort was projected to take six months but was completed in just three, with zero test failures. The functionality was provided to Air Force Functional Subject Matter Experts at the Pentagon and MAJCOMS with overwhelming positive feedback.
4) Definitive Logic's extensive PPB knowledge and ability to duplicate and "re-use" configuration already deployed at other service locations provides extensive schedule and cost savings to the Government. Additionally, Definitive Logic's proven record of success in this area significantly reduces risk to cost and schedule requirements based on sundown of legacy systems. By going direct to the niche expert, the government expects to meet the required development time line of two years due to the amount of re-use, whereas previous efforts have taken 4-6 years, and some have still not delivered. As stated previously, legacy financial systems could fail imminently and Definitive Logic's experience and capabilities make them uniquely qualified to mitigate PBES development schedule constraints.
Based on these facts, the government determined Definitive Logic's success in implementing PPB solutions in DoD hinges on unique capabilities attributed to corporate knowledge specific to PPB, proprietary processes, and experience with similar DoD efforts, and no other vendor can meet the government's minimum requirements without posing significant risk to the Air Force.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
In addition to information gathered through discussions with other government customers of similar, ongoing efforts, the government also published an RFI in order to identify possible sources. RFI FA8771-17-R-0009 was published through FedBizOpps. All vendors, large and small, were invited to respond. The vendors were asked to include information about their experience implementing Oracle Hyperion, in either the Department of Defense or in the Commercial Sector. The vendors provided their role and responsibility in the reference effort. The vendor addressed their ability to provide a comprehensive program management and systems engineering approach in key process areas, including, but not limited to, the following: interfaces with legacy systems, systems architecture, requirements analysis, schedule management, developmental testing and evaluation (DT&E), information assurance and cybersecurity, data quality management, training, and change management. The following specific questions were asked in the RFI:
1) Have you ever supported, and to what capacity, a program or company utilizing Oracle Hyperion? Was this a DoD or commercial effort, and at what phase is/was the effort? Please list.
2) What experience, if any, do you have with the Air Force Planning, Programming, and Budgeting processes?
Please explain.
3) Certified Oracle Hyperion experts with experience importing legacy system data and business processes associated with ABIDES, RAPIDS, and ETT.
4) PBES will be hosted on the SIPR network, do you currently have the ability to provide an integration/ configuration team that has the appropriate security clearances to develop a classified system?
5) Please list any certifications that your company maintains regarding the following:
Oracle Hyperion Planning, Oracle Essbase, Oracle Business Intelligence Foundation Suite, Oracle Database Data Warehousing, and Oracle PL/SQL List any certifications.
6) Please state your current CMMI Level.
The following sources expressed interest in the acquisition:
Based on vendor responses, the following determinations were made regarding these sources' capability of meeting the government's requirement for this effort.

FOR OFFICIAL USE ONLY13 Sep 2017 necessary acquisition strategy and delivery schedule while providing the low-risk, low-cost solution able to leverage efficiencies gained through existing efforts and ongoing risk reduction activities within the DoD.
The PBES PMO intends to re-compete any sustainment and new development requirements after this effort. As a result of this acquisition, the PBES PMO will provide a data package in the bidder's library for all potential bidders to help overcome barriers to competition for a future awards.
