Justification for an Exception to Fair Opportunity t at it is in t e est interest o t e overnment or t e M to com ine t ree 3 mission re ate contracts into one 1 TMIP-AF Global Support task order to be awarded in September 2019. To facilitate this, the TMIP-AF PM requests approval to award a bridge task order to continue TMIP-AF Support. This action will align the TMIP-AF Period of Performance (PoP) with the other two (2) mission related contracts slated for consolidation. The first of the other two (2) contracts, Software Support Professional Services, GS08Ql 7BPC00020, is supported by the JOMIS Program Management Office (PMO) with the last option period ending 24 September 2019. The second of the other two (2) contracts is an Inter Agency Agreement (IAA) No.

026-16-002, with the Department of the Navy (DON) and is supported by US Air Forces Central Command (AFCENT). The IAA's last option ends 30 September 2019. The PMO has determined that combining these three efforts into one does not meet the definition of bundling IAW FAR 2.101 because small businesses are currently performing all the work which will be consolidated;

and the PMO anticipates that the work will continue to be performed by small business as a combined task order. The Government will conduct market research to ensure that the consolidation of the work does not make a future solicitation unsuitable for award to a small business concern. The consolidation of these requirements will save the Government approximately $3.75M.

The TMIP-AF Support task order is currently performing under the Air Force Network-Centric Solutions (NETCENTS)-2 Application Services Small Business (ASSB) IDIQ contract, with an expiration date of 27 September 2018. The type of Contract Line Item Numbers (CLINs) on the TMIP-AF Support Contract (FA8771-l 2-D-1006 0002) task order is Firm Fixed Price (FFP). The Government intends to award the new combined contractual effort using the NETCENTS-2 ASSB ID/IQ contractual replacement vehicle, Small Business Enterprise Application Solutions (SBEAS), scheduled for award in FYl 8.

(3) Description of the supplies/services required to meet the agency's needs:

The TMIP-AF PMO at Gunter Annex, AL is the primary source of Air Force testing and training of the TMIP-Joint (TMIP-J) suite of software. The TMIP-AF PMO accomplishes software training before the systems and medical provider Airmen are deployed to the theater. The TMIP-AF PMO utilizes both organic and contractor assets in support of the TMIP-J software suite of systems which includes the Aeromedical Evacuation (AE) mission, deployment of systems in support of the war-fighters in theater, as well as for humanitarian missions and natural disasters. TMIP-AF software automates and integrates clinical care documentation, medical supplies, equipment, and patient movement with in-transit visibility. Critical information is gathered on every patient and entered into the deployed system and within 24 hours, records are moved to and safely stored in the stateside databases.

The services for the current task order and the proposed bridge task order are performance-based and are within the same scope of work. Therefore, the bridge task order is in scope of the basic IDIQ.

The CUN structure for the bridge task order for TMIP-AF Support is detailed below. The task order will consist of three (3) CLINs:

Labor CUN (Firm Fixed Price), Other Direct Cost (OD() CUN (Cost), and Travel CUN (Cost). The Labor CUN supports the requirement for testing Electronic Health Record (EHR) software releases from the JOMIS PMO and training Air Force, AF Reserves, and Air National Guard medical war-fighters on the loading and use of the TMIP-AF software in theater. The ODC CUN covers other costs that occurs in support of the TMIP-AF mission. The Travel CUN supports the required travel for contractors to Air Force and other installations where the EHR training occurs. The CUN structure and numbering convention is dictated by the structure of the NETCENTS-2 IDIQ.

CUN CUN TITLE TYPE Funding Total

4030 Labor FFP 3400 $1,177,920

4060 ODC Cost 3400 $52,521

4070 Travel CR 3400 $176,500

SUBTOTAL 3400 $1,406,941

(4) Identification of the exception to fair opportunity and the supporting rationale:

FAR 16.SOS(b)(2)(i)(C) 'The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order", is the appropriate exception to apply for this effort.

Justification for an Exception to Fair Opportunity

To benefit the Government, a bridge task order will be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to the order already issued for TMIP-AF Support. (FA8771-12-D-1006 0002). All NETCENTS-2 ASSB IDIQ vendors were given a fair opportunity to be considered for the original order.

The customers/stakeholders: USAF/SG, DHA, and the JOMIS PM have requested that the three (3) TMIP-AF mission related contracts be consolidated into one (1) TMIP-AF Global Support task order by FY 19. The other two (2) mission-related task orders each have one remaining option period, both ending by the end of September 2019. Approving this FOE to award a bridge task order to the current TMIP-AF task order for one (1) year would align its Period of Performance with the two related contracts, thus facilitating the consolidation of mission-related requirements into one contractual vehicle.

The PMO intends to award the competitive, consolidated task order by 27 September 2019. This action will potentially eliminate the need for a test manager, training manager and configuration manager currently on the AFCENT contract, resulting in a projected $3.75M savings to the government (i.e., $750K annually). The new consolidated task order will be awarded on the NETCENTS-2 ASSB IDIQ replacement vehicle SBEAS, scheduled for award in FY2018.

MARKET RESEARCH: Market research was conducted on the current TMIP-AF Support task order prior to its 2013 award. At that time, based on market analysis and responses to multiple Requests for Information (RFls) and Vendor Days, the Government concluded that the requirements could be competed using the NETCENTS-2 ASSB IDIQ vehicle. The original TMIP-AF task order was awarded competitively from the qualified pool of NETCENTS-2 vendors.

Reference to Mandatory NETCENTS Use: SAF/CIO A6 issued a mandatory use memorandum on 16 September 2014 for the NETCENTS-2 contract vehicle pertaining to all AF Information Technology (IT) Acquisitions. New market research has not been conducted because NETCENTS-2 has not on-ramped additional vendors to the existing NETCENTS-2 ASSB pool that could satisfy the highly specialized requirements in the timely manner needed. The Government is compiling the TMIP-AF mission related requirements from the JOMIS and AFCENT contracts and anticipates conducting market research prior to the subsequent competitive consolidated SBEAS task order.

(5) Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable:

The current TMIP-AF Support task order (FA8771-12-D-1006 0002) was awarded 28 September 2013 with an eleven (11) month base period and four (4) one-year Option Periods. Prior to award, all costs were evaluated and were determined fair and reasonable based on adequa.te price competition. The FFP CUN for labor on the bridge task order will be determined fair and reasonable based upon proposal analysis techniques IAW FAR 15.404-1. The Contracting Officer will review the proposed cost with a new Independent Government Cost Estimate for the new effort, as well as reviewing a comparison of proposed prices to historical prices paid, whether by the Government or other than the Government, for the same or similar items. The Cost CLINs for ODC will be determined fair and reasonable based upon competition for the ODC items. The contractor will provide quotes for the ODC items and the government will determine fair and reasonableness based upon lowest price technically acceptable.

The travel CUN is cost reimbursable and will be funded by the government as needed. The travel will be in accordance of the Joint Travel Regulations (JTR). In addition, the government will request that the contractor provide certified cost or pricing data.

(6) Other facts supporting the justification:

In addition to providing the authoritative source of knowledge on the fielded software system, the current TMIP-AF Support task order (FA8771-12-D-1006 0002) has been instrumental in establishing a sustainment help desk (Levels I, II, and Ill) and testing environments in a government facility and will continue to be the sole source of support. The TMIP-AF PMO provides support for the TMIP deployed software and related software used in the air (AE) and on the ground. The PMO supports the Air

Force Medical Service (AFMS) ground based units and automated en-route care systems from war readiness through deployment. TMIP air and ground capability currently extends throughout Southwest Asia and moves rapidly towards global peace-time, war-time and humanitarian relief support, similar to the currently deployed mobile hospitals in support of hurricane relief in Puerto Rico and humanitarian relief hospitals in Syria. The automation that TMIP supports includes health care related administration, EHRs, ancillary services, logistics, digital imaging, dental, public health, decision support, waiver management, [ FOUO] Page 3 of 4
