MEMORANDUM FOR INDUSTRY PARTNERS

SUBJECT: REVISED SYNOPSES OF PROPOSED CONTRACT ACTION

RE: FA8771-17-R-1000, Small Business Enterprise Application Solutions (SBEAS)

Reference: Federal Acquisition Regulation (FAR) Subpart 5.2—Synopses of Proposed Contract Actions

This acquisition will be solicited as a total small business set-aside. The NAICS code is 541511, Custom Computer Programming Services; the small business size standard is $27.5 million. This will be a 10 year contract with a 10 year ordering period. As this acquisition will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract, there is no specific contract type at the contract level, yet all applicable contract types, in accordance with FAR 16—Contract Types, will be available at the task order level.

The request for proposal (RFP) number is FA8771-17-R-1000. An initial draft RFP was posted to www.fedbizopps.gov (FBO) on 23 March 2017; all questions were due no later than 14 April 2017 by close of business, 5:00 p.m. (CST). Government responses to the initial draft RFP questions were posted to FBO. A 2nd draft RFP was posted to www.fedbizopps.gov (FBO) on 20 June 2017; all questions are due no later than 26 June 2017 by 10 a.m. (CST). The final RFP is anticipated to be released in August 2017 with a response time of 30 days (dates are subject to change). All amendments to the solicitation will be likewise posted on the FedBizOpps website; vendors are cautioned to check the website periodically for amendments. Solicitation mailing lists will not be compiled and amendments will not be sent out in paper copy. Faxed offers and amendments will not be accepted. A question period will be opened for the final solicitation, if issued.

All vendors must be registered and currently active in the System for Award Management database (www.SAM.gov) to be eligible for award of a contract.
