NETOPS Small Business - Q and A
Subject: Admin - General
Question_Number: 171

General/Q&A second round
Question:
Given that it was never explicitly or implicitly revealed to all offerors that “second round” questions would be answered, the Offeror believes that a two week extension of the proposal due date be granted so additional questions can be formulated and guidance resulting from the un-revealed “second round”of questions be incorporated into the Offerors response. The Offeror now has only 7 Days to respond. This will place "Smaller" Businesses at a competitive disadvantage.
Answer:
Paragraph 5 of the Cover Letter posted with Amendment 0007 stated as follows:
Questions or requests for clarification regarding this amendment shall be submitted to the Contracting Officer, Randi Williams at Randi.Williams@gunter.af.mil with a courtesy copy to the Contract Specialist, Yolanda McCain at Yolanda.McCain@gunter.af.mil.
Questions submitted as of the deadline identified in the Cover Letter for Amendment 0008 have been answered and published.
Amendment 0008 extended the date/time for proposal submission to 12:00 CDT, 2 Nov 2012.

Amendment 0006 Cover Letter Section 8
Question:
Please confirm whether or not the updated contract documentation forms (Standard Forms and Section K) in Volume V - Contract Documentation need to be printed on green paper in accordance with the instructions provided in Amendment 0006.
Answer:
Original contract documentation identified in L7.1(b) may be printed on white paper.
Question_Number: 175
Reference:
Section L 2.3.8
Question:
Due to the large and mixed file types of Volume 4 Cost/Price and Volume 5 Contract Documentation (i.e. Word docs, excel, and pdfs) would the Government accept the offeror rolling all file types up into a singular PDF file for submittal (hence lightening the file size and guaranteeing file integrity)? If the Government inist on purelyWord submittal, will the government allow the offeror to break up what is an exteremely "heavy" word document into several linear files. (i.e Technical Volume broken into SF1.doc, SF2.doc, etc) rather than submitting on singular file)
Answer:
No, the file types may not be rolled up into a singular pdf file. Doing so would interfere with the Government's ability to validate the data contained within the files. Files within a volume may be broken up into several linear files in word or excel format as appropriate.

Question:
Change pages are, ostensibly, to replace pages that have been modified in our 2010 submittal based on 2012 NETCENTS 2SB guidance from your offices. They should facilitate your coordination between the foundation submittal and 2012 “changes made.” Should the hardcopy provided in the presentation folder for 2 November 2012 submittal take hearder and footer information -dated November 2010; - from the 2010 submittal and be printed on green paper? Should the hard copy in the presentation folder for the 2 November 2012 submittal use header and footer information - dated 2 November 2012 - from the 2010 and be printed on green paper?
Answer:
The Government has not requested headers/footers, therefore the format of any headers/footers in the offerors proposal would be at the offeror's discretion.
Pages printed on pastel green paper will indicate to the Government that the page contains a change from the original proposal submitted.
Question_Number: 177

Section L 2.3.8
Question:
Does the electronic submittal have to resemble in its entirety - the 2010 hardcopy Submittal that the offeror previously submitted to the Government? Specifically, will the Government accept and/or does the government prefer header and footers which reflect the current date and addressing information or does the Government prefere that the offeror keep a 2010 date in the header and footer?
Answer:
The Government has not requested (in any specific format) headers/footers.
The requirement is that changes be clearly identified through tracked changes/change bars.

NOSB_QandA - Answer to Question #71
Question:
In order to clarify the answer to question #71: Is a change page required for pages where content has shifted from one page to another because of a revision/addition on a previous page? For example, if a sentence is added on page 3 of a volume which subsequently shifts content on pages 3 - 50 should those pages be printed on green paper and included in the classification folder?
Answer:
Yes. Unchanged text shifting to another page is a change, and the page shall be printed as a change page on pastel green paper.

Q&;A, M3.5 Relevancy, and Attachment 13 PPIS
Question:
"Amendments 0006 and 0007 revised Section M3.5 – Relevancy and Attachment 13 – PPIS to revise language under Network Management/Network Defense from “Accounting Management” to” User Account Management.” This change was not reflected in the questionnaire portion of Attachment 12 – PP Cover and the Government did not provide a revised standalone attachment that could be sent to its customers. a) Will the Government revise and provide Attachment 12 – PP Cover to reflect the change in the questionnaire? b) As the Government has not provided a revised document to date, will the Government revise the due date of the questionnaires to allow for the time necessary to get the revised questionnaires to its past performance POCs?"
Answer:
The Government will not issue a revised Attachment 12. In the event a PPIS indicates relevant work regarding NM/ND in User Account Management, the Government will contact the POC to validate the work performed.

Q&A, M3.5 Relevancy, and Attachment 13 PPIS
Question:
The Amendment 0006 revision to Past Performance from “Accounting Management” to “User Account Management” means that any references provided in the initial submission would need to be revised to reflect this new requirement. Question 100 states that the Government only requires questionnaires for references that are revised or replaced. If an offeror has determined that “User Account Management” does not apply to a specific reference, would it be acceptable to note that this requirement does not apply in its Volume III Change Matrix in lieu of revising the actual PPIS?
Answer:
The Proposal Volume III is the official submission for Past Performance. As such it must accurately reflect the work performed.
If the offeror has determined User Account Management is not part of the effort cited, the PPIS should be updated to reflect that information. If this were the only revision to the PPIS a revised QUESTIONNAIRE would not be neccessary.

L.6.2.2.2 and Section J, Attachment 20, Paragraph 3
Question:
Amendment 7 L.6.2.2.2 states "For the purposes of the NETCENTS-2 source selection, only the paragraphs annotated with an asterisk in the Specific Requirements section of the sample task order, Section J Attachment 20, will be included in the TEP." Section J, Attachment 20, Network Management/Network Defense (NM/ND) Cost Reimbursable Sample Task Order, Paragraph 3 states "For pricing evaluation purposes, assume the following for RAMS installation and sustainment: - 2 year base period for 24 month installation period". These requirements appear to be conflicting as the installation is not an asterisked item. Please clarify if the entire installation and other work associated with the installation (i.e training, etc.) is to be included in the TEP and if so, which of the 5 areas (i.e Management & Monitoring of a Service, Situational Awareness, etc.) in CLIN 0020 should the labor associated with installation be included?
Answer:
No. Only the labor (CLIN 0020) and the HW SW and ODCs (CLIN 0060) associated with providing and installing the capabilities required to accomplish the asterisked items under the four major headings (see Atchs 20 & 21) and sustainment (also an asterisked item) are to be included in the TEP.
Training is not an asterisked item and should not be included in the proposal.

Question Number 147, Reference Attachment 21
Question:
The original question was raised in regards to the " NON -BURDENED" base rate for Subcontractor Labor. The question was to determine if labor is fully burdened before prime's burden or subcontractor's direct labor rates. Can the government please provide additional clarification with respect to what is meant by the "NON- BURDENED" base rate as the the answer is not clear in realtion to the prime contractor's rate.
Answer:
A subcontractor's "Non-Burdened" base rate in the RAMS Rate Tab is the fully burdened rate before the prime's burden; the rate the prime will pay the subcontractor. The prime's burden is added on the CLIN Summary Tab.
