1.0 OVERVIEW
This document provides a detailed training plan for the Information Transport System (ITS) Inc 1 training at Yokota AFB.
The objective of the training described in the plan is to introduce base personnel to the ITS Inc 1 system and its functionality and to provide designated base personnel the knowledge necessary to support, manage, and use the ITS Inc 1 hardware and software system tools to perform their jobs. The training provided as part of this plan WILL NOT create a “mission ready technician” nor is it intended to be “qualification training” that will produce a technician who can immediately perform all aspects of his/her job. The PMO does not provide certification training.
The training provided under this plan provides only the initial training provided by the ITS Program Management Office (PMO). The unit has the responsibility to provide On the Job Training (OJT) and to send personnel to the applicable initial skills / prerequisite training as required.
2.0 ROLES AND RESPONSIBILITIES
2.1 Program Management Office
The Program Management Office (PMO) has overall responsibility for the successful installation of the Information Transport System Inc 1 at each Air Force base. Training is a vital component of the installation and the PMO has identified the ITS Inc 1 Project Lead to oversee the initial training effort. The PMO Project Lead will:
a. Approve the Base Specific Initial Training Plan

6.0 TRAINING APPROACH
The ITS program utilizes several training methodologies to ensure Base NCC personnel receive vendor unique skills to operate and maintain their newly deployed network system. These methodologies include vendor specific classroom training, hands-on training in an immersion laboratory, hands-on operational training (during the installation and cutover phase), and follow-on training for one year post-installation.
6.1 Target Audience and Training Prerequisites
AETC is designated as the ITS schoolhouse that provides subject matter expert/ instruction system development (SME/ISD). AETC is also responsible for initial skills training, funding new, and updating established ITS courses.
The target audience for ITS training are those 3D0XX/3D1XX (or civilian equivalent) personnel performing network duties that require the knowledge necessary to support, manage, and operate the ITS Inc 1 hardware.
6.2 Post Training Administrative Procedures
At the completion of each non-commercial training class the instructor shall administer a post-training survey (Appendix A) to each student. This survey must be returned to the ITS PMO Project Lead NLT 30 days after the completion of the course.
6.3 Training Requirements
The overall training efforts include, but are not limited to:
a. One week classroom training conducted by the vendor on base. SONET vendor training, if necessary, shall be separate and distinct from Ethernet vendor training and may not require a full week.
b. One week Integration Lab conducted by the contractor at Yokota AFB (assume the Integration Lab already exists at the base).
c. Contractor on site operational training (i.e. over-the-shoulder training during configuration, installation and cutover)
d. Post Deployment Network Vendor Training (attrition and refresher) provided by the vendor. Two (2) training sessions in the year following System Acceptance. Details about these training sessions to include length of sessions, method for base to request/receive sessions, attendee limitations, etc. will be documented in section 7.4.
7.0 SPECIFIC TRAINING REQUIREMENTS
7.1 Vendor Classroom Training Requirements
ITS Inc 1 Classroom Training focuses on providing Communications personnel the knowledge and skills necessary to use, manage, and sustain the ITS Inc 1 tool set in the performance of their daily tasks/job. It is not intended to create “experts” on the specific software applications.
Air Force personnel receive networking training relative to their individual job function(s) via AETC courses that are normally vendor solution agnostic. In order for the base personnel to operate and maintain the newly installed ITS Inc 1 network system, vendor specific training may be required.
The intent of the course material is to make maximum use of structured, hands-on learning and to facilitate the development of a unit-training program. The overall training effort includes:
a. Fundamentals of networking technology to provide the knowledge necessary to support, manage, and operate the ITS Inc 1 hardware.
b. Theory of vendor-specific technology fielded at Yokota AFB.
c. Use of the software tools to perform daily work related tasks in the NCC functional areas at the contractor’s site and or vendor
d. Site-specific configuration and maintenance of the software at the specific base and or vendor The contractor will develop the course materials to allow instructors to present the class in the following formats:
a. Lecture
b. Demonstration
c. Student performance
d. Include exercises and labs as necessary to illustrate/amplify the learning objectives. Answers shall be provided for all exercises, labs, and/or questions
