The SF33 provided is generated by the contract writing system as a secured document. If you wish to re-create the SF33, a blank one may be downloaded from the GSA Forms Library at www.gsa.gov/forms/

Attachment 21, Max Labor-Hour BEQ Rate Buildup
Question:
In response to Question # 75 of the Q's and A's issued on 10/19/2012, the Max LH BEQ Rate Build-up tab will allow you to add in columns, but will not allow us to input our fringe % or the word Fringe where the other wording is for the other indirects, the cells are locked. Once you add in a column, it does not allow you to delete either. It also has these build-ups linked to the Max Labor Hour Rates BEQ tabe and we cannot go in and edit those formulas to be able to link to where our rate would be calculated in the Build-up Tab. Rows are not able to be added and to have multiple rates to be compliant, we need to be able to add rows. Both sheets need to be completely unprotected in order to get everything to work with us adding in our rates the way they need to be to be DCAA compliant build-ups. Please unprotect both the Max LH BEQ sheets for the rate Build-up and the actual rate table.
Answer:
In order to maintain consistency and fidelty in the calculations we cannot unprotect the cells that are locked.
The Government checked the Attachment 21 that was uploaded as part of Amendment 0007 and was able to change the indirect name labels and insert values in the % fields in columns D-G. Note, that you must insert the additional columns after column D and before column G or they will not be included in the loaded rate calculation. If it is necessary to account for additional indirect categories/rates, the offeror has the ability to add additional columns in the Max Labor-Hour BEQ Rate Build-up tab. It is not necessary to add additional rows for the labor categories provided because the individual formulas within each row can be altered or zeroed out to ensure that only the applicable indirects get applied to each particular labor category. It is not necessary to change the links between the Build-up tab and the Maximum Labor-Hour Rates - BEQ tab because the ability to add additional columns and alter the formulas for each labor category gives the offeror flexibility to ensure that Column H (Loaded Rate) is calculated correctly. These are Maximum Labor Hour Rates only for the labor categories indicated. Labor categories/rates may be negotiated and discounted at the task order level, see L6.2.2.4.

Q&A posted on 19 October 2012, question 94
Question:
In reviewing the Q&A posted on 19 October 2012, question 94 raised an issue with a change the Government made in Amendment 0006 to L5.1.1. In Amendment 0006, Section L5.1.1 the Government has made a substantial change to the solicitation that will negatively affect Small Businesses in a significant manner. The Government has now, two years into this procurement, changed the requirement by prohibiting offerors from utilizing multiple Task Orders under a Master Commercial Subcontract. This discounts the fact that each Task Order was in itself a different level of effort and was procured using separate purchase orders from a Prime Contractor under a commercial subcontract.
Answer:
The Government is providing clarification to question 94, such that the answer now reads as follows: For purposes of this RFP, a stand-alone subcontract is a commercial contract between a contractor and another contractor who is actually responsible for the work. The subcontract arrangement between the "prime" and the subcontractor is considered a stand-alone subcontract. However, as stated in L5.1.1 and the NOTES, when a PPIS references a subcontract/commercial contract, and that contract is structured like an IDIQ, the offeror is limited to a single task order under the subcontract. The note following L5.1.1 refers to a PPIS not the entire proposal. It does not restrict an offeror from submitting more than one task order in their proposal. If the offeror wishes to submit additional task orders under a subcontract/commercial contract, and that contract is structured like an IDIQ each additional task order must each be submitted on a separate PPIS and each will count towards the limit of 10 cited efforts.

Question:
Is it possible to submit CPARS in lieu of a questionnaire? XXX isn’t usually to responsive to these sorts of items as they complete CPARS on this contract.
Answer:
No. L5.1.1.3 specifically directs the offeror to submit a Past Performance Questionnaire to the customer.
CPARS are retrieved by the Government from PPIRS rather than being submitted by offerors. Validation documents received directly from the offeror (CPARS or PPQ) will not be accepted.

Attachment 21, RAMS CLIN Summary
Question:
In response to Question #133, on the RAMS CLIN Summary tab, the answer stated that we could add and make changes to the formulas as necessary. In order to add multiple indirect rates for a given fiscal year, we have to be able to add columns and when we attempt to insert, the insert function is greyed out and does not allow you to add multiple columns for each year. Please unprotect this sheet so that changes can be made so that we can complete this task to be DCAA compliant with the way we need to put in our indirect rates having multiple rates per year.
Answer:
In order to maintain consistency and fidelity in the calculations we cannot unprotect the cells that are locked.
If there are multiple indirect rates for a given fiscal year the offeror has the ability to add addtional rows to each table within the RAMS CLIN Summary tab to account for the additional indirects along with the formulas to generate the resulting calculations appropriate to the offerors proposal/accounting system.
