About this file
This is a Request for Information (RFI) from the Air Force Materiel Command (AFLCMC/GBB) seeking market research on commercial solutions for a Strategic Cost and Planning System (SCPS). The RFI, issued under solicitation number FA8770-26-R-B200, targets existing vendors within the Tradewinds Solutions Marketplace to provide innovative, post-competitive commercial solutions capable of functioning as a requirements and financial management tool for Department of War (DoW) acquisition programs. The SCPS must enable program and financial managers to make informed investment decisions across organizational levels, from program offices to the Office of the Secretary of War, while delivering advanced portfolio visualization, strategic financial requirement management, and interoperability with existing acquisition and financial systems, including direct integration with the Project Management Resource Tools (PMRT) baseline.
Required capabilities include financial requirements management, investment prioritization and budget allocation, forecasting and spend planning, budget execution and funds control, contract financial management, financial reconciliation and data quality, and reporting with analytics and visualization. AFLCMC/GBB prioritizes modern solutions incorporating low-code/no-code platforms, efficient database design, and generative artificial intelligence for data analysis and automation. Vendors must submit white papers by October 16, 2026, formatted in Times New Roman 11-point font with 1-inch margins, single-spaced, and not exceeding five pages. White papers should include the vendor's current CPARS and NIST/SPRS scores and address commercial product maturity, low-code/no-code configuration, PMRT integration approaches, data migration and validation, workflow management, AI-assisted analysis capabilities, governance frameworks, and deployment and sustainment strategies with notional implementation schedules.
