BACKGROUND & DESCRIPTION

The Business & Enterprise Systems (BES) through Air Force Life Cycle Management Center (AFLCMC) Maintenance, Repair, and Overhaul (MRO) is conducting market research to seek qualified 8(a) vendors under the North American Industrial Classification System (NAICS) code 541519.

The Government is researching vendors capable to encompass the sustainment, modification, and support efforts for the MRO and Cloud One Oracle Cloud Infrastructure (OCI) Department of Defense (DoD) Impact Level 4 (IL4). The requirement will include, but not limited to, the following: modify current capabilities along with software maintenance, sustainment, modification, system design and development, system performance and metrics, performance monitoring, database design and development, test and evaluation, maintenance, training, integration, migration, risk management, configuration management, Section 508 compliance, documentation updates, meeting support, helpdesk support/diagnostics, production support, Commercial Off the Shelf (COTS) upgrades, etc.

The Maintenance, Repair, and Overhaul (MRO) solution is currently hosted in the DoD Cloud One OCI IL4 region. The supporting Tools and Services will be provided and managed by Air Force Life Cycle Management Center/Technical Services Enterprise Resource Planning Common Services (ERP CS). The MRO solution leverages a combination of mature commercial-off-the-shelf (COTS) and government-developed technology to deliver services tailored to the needs of the Air Force Sustainment Center (AFSC). ERP CS will perform infrastructure functions to achieve Information Technology (IT) efficiencies, reliability, and interoperability, and improve security and end-to-end performance by using a suite of service offerings.

The MRO solution is based on Oracle Application software Release 12.2.10, focusing on Oracle's complex Maintenance, Repair, and Overhaul (cMRO), Oracle Financials Applications, and other supporting modules of the EBS Application. The Oracle Financial Applications will support all required features for Department of the Air Force (DAF) Financial Management (FM) and support specific requirements and capabilities for Working Capital Fund (WCF) accounting. cMRO serves as the primary portal for the planning, managing, and executing of maintenance activities. The Financial Applications module accounts for all associated activities, including procurement, costing, billing, cash collections, asset creation, accounting, financial and management reporting.

cMRO supports the following capabilities:

• Ability to create and maintain complex configurations

• Ability to effectively plan enterprise-wide operations via Visits, Routes, Departments, Work Orders, Operations, and Resources

• Ability to optimize maintenance execution

• Ability to centrally manage engineering data

Oracle Federal Financials support the following WCF and FM capabilities:

• Ability to capture and account for cMRO-related costs, billings, and collections for customer maintenance projects

• Ability to capture and account for capital project costs and create assets throughout the asset lifecycle

• Ability to receive, manage, and cost inventory used in maintenance operations by cMRO

• Ability to provide analysis and oversight capabilities of maintenance projects

• Ability to support payroll and associated accounting activities for both direct cMRO related work and indirect costs

The scope of work summarized above is provided for information purposes only and should not be interpreted as a complete list of requirements. All qualified vendors/sources capable of providing these services are being sought.
