About this file
This is a Justification and Approval (J&A) document for a follow-on contract award for other than full and open competition. The requiring agency is Headquarters Air Force Material Command (AFMC) Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems (BES) Enterprise Logistics Systems (GB4), with contracting activity HQ AFMC AFLCMC/BES Contract Management Division (GBK). The acquisition is valued between $15 million and $100 million and is classified as a new J&A document under the authority of 6.302-1(a)(1) for a sole source award.
The follow-on contract is for a five-year fixed price level-of-effort (FP-LoE) contract with cost reimbursable CLINs for travel and other direct costs, and firm fixed price CLINs for data. The requirement is for an annual customized enterprise license and specialized technical support services to support the Blue Yonder Defense Solutions (BYDS) platform, specifically the FLITES (Foundational Logistics Information Technology Enterprise Service) system. Services include BYDS NEO and DoD Core (DoDC) software licenses, the FLITES Software Development Kit (SDK), software maintenance updates, compliance support, security patches, and specialized technical services for configuration, development, integration, testing, and deployment. The contract period runs from May 1, 2026, through April 30, 2031, with a six-month extension of service option through October 31, 2031. The justification demonstrates that BYDS is the only responsible source capable of providing the required highly specialized services due to proprietary access to NEO and DoDC source code, intimate knowledge of system architecture, and the substantial duplication of costs that would result from awarding to any other contractor. A Sources Sought/RFI was posted on December 6, 2024, with responses due January 3, 2025, yielding ten responses, of which only BYDS met all five mandatory requirements regarding BYDS NEO, DoDC, and SDK licensing capabilities, and experience making modifications to BYDS's core products.
