REQUEST FOR INFORMATION
AFLCMC/ HIBX
1.0 Description
AFLCM/HIBX (Acquisition Systems Branch) in support of SAF/AQX is seeking information regarding an Acquisition enterprise milestone tracking capability, available in today’s marketplace, which could satisfy the Air Force’s Acquisition enterprise business requirements for Acquisition milestone tracking.
Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine what sources are capable of satisfying the agency’s requirements; (2) ascertain potential market capacity; (3) determine the small business presence in the market; and (4) collect industry experience with successful execution of Agile (or Agile-like) methodologies for acquisition and contracting major milestone description and tracking, focusing on COTS and GOTS, with minimal customization.
DISCLAIMER: THIS REQUEST FOR INFORMATION is for Market Research purposes only and is being used as an instrument to identify potential sources that can provide the capabilities described within this notice. The information provided in this notice is subject to change and is not binding on the Government. This notice does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject services. No funds are available to pay for preparation of responses to this notification. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this RFI.
2.0 Background
2.0.1 The current AFPEO/Agile Combat Support (ACS) and the AFPEO/Mobility Aircraft use an Excel-based Acquisition Tracker, which provides the PEOs with visibility into their portfolios’ upcoming acquisitions and contracting actions. All acquisitions over $250K including task orders issued under Multiple Award Contracts (Exception applies to Military Interdepartmental Purchase Orders (MIPRs)) are entered and maintained in this tracker.
2.0.2 The current Acquisition Tracker tracks new acquisitions and contracting actions from requirement identification (Form 1067, Capability Development Document (CDD), or End of Previous Contract) to contract award.
2.0.3 This tracking system, if properly linked with other authoritative data sources, would allow for increased situational awareness in multiple areas:
· Contracting Workload
· Upcoming Acquisitions
· Current Status of Acquisitions
· Delays in Acquisition Strategy Execution
3.0 Anticipated Capability
In accordance with AFPD 63-1/AFPD 20-1, Acquisition/Logistics, Integrated Life Cycle Management, 7 August 2018, future state business capabilities were developed to achieve requirements. The capabilities required are:
· Capability 1 – Milestone Information Management: Capability to collect, store, and transform enterprise-wide Acquisition data into milestone information, and transform information into knowledge in a collaborative environment to inform decisions related to the health of each AFPEO’s Acquisition and contracting activities. This includes the capability to gather information from authoritative data sources (ADS), such as the Workload Master List (WML), which includes Acquisition programs.
· Capability 2 - Agile and Consistent Shared Situational Awareness: Capability to integrate and share milestone status/information across each AFPEO portfolio, and enable the creation of high-level milestone schedules to facilitate effective decision-making within and across AFPEO portfolios.
· Data Entries: The following list of data items must be addressed within the Acquisition Tracking capability; some of these will be automated feeds and some will be manual inputs or a dropdown selection.
