ACTIVITIES ONLY.
The Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC) Business and Enterprise Systems (BES) Directorate (HI), Enterprise Logistics Systems (HIA) Contracting Division (HIKA), Wright-Patterson Air Force Base (WPAFB), Ohio is conducting market research seeking vendor interest for the AFLCMC Logistics Maintenance Branch (HIAM) Depot Maintenance Consolidated Operational Data Base (DMCODB) contract.
This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort.
The information provided is considered market research and may be used by the Air Force in developing its acquisition strategy, statement of work or statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. The Government reserves the right to contact additional customers to obtain information that will be used to evaluate the offeror’s interest.
Vendors responding to the RFI shall submit the requested information due no later than 12:00 PM (EST) on Thursday, 17 October 2019. Responses should be sent electronically to Contracting Officer, Ms. Amanda Myers, via email at amanda.myers.7@us.af.mil. The Government will not entertain telephone calls for this RFI; related questions may be emailed to the Contracting Officer.
BACKGROUND & DESCRIPTION
The primary purpose of the Depot Maintenance Consolidated Operational Database (DMCODB) is to consolidate and provide data for the production management of the depot repair and maintenance process for the Air Force Enterprise. DMCODB is a centralized database supporting the Depot Maintenance Systems Integration (DMSI) suite of six systems: AFMC Labor Standards Data System (ALSDS), Depot Maintenance Material Support System (DMMSS), Exchangeable Production System (EPS), Inventory Tracking System (ITS), Job Order Production Master System (JOPMS) and Programmed Depot Maintenance Scheduling System (PDMSS). DMSI provides depot maintenance information for all three USAF Air Logistics Complexes and
Kadena AFB, Japan, enabling effective and efficient planning and execution of depot maintenance and repair processes.
DMCODB is an operational-level data environment, serving on-line transaction processing for the DMSI application systems. For DMSI, the DMCODB is the common source of data that receives data updates, and also transmits and receives interface data. The DMCODB does not absorb any of the primary functional logic of the DMSI application systems, but performs their data retrieval and updates, their interfaces, and scripts needed to produce the interfaces. Through these operational applications, the DMCODB supports AFMC users, including inventory management specialists, maintenance specialists, equipment specialists, fund monitors, and quality assurance specialists.
The DMCODB provides corporate-level data to support HQ AFMC tactical and strategic planning activities.
Drawing upon the DMCODB’s consolidated data, these systems enable users to extract information, perform analyses, create reports, and respond to information requests from HQ AFMC command-level staff, HQ Air Force staff, and Department of Defense (DoD) elements.
The DMSI Program Management Office (PMO) is conducting market research to identify qualified businesses to provide Information Technology (IT) development, sustainment and surveillance services support for the DMCODB, within the DMSI environment.
SCOPE OF SERVICES
This RFI requests a capability package demonstrating your team’s experience & understanding of the following ten (10) critical areas below (please indicate whether your company performed as the prime or as a subcontractor):
1. Experience your company has during the past three (3) years, performing software maintenance on applications developed in and also personnel having at least three (3) years’ experience in analysis, development (coding), and testing applications developed using :
UNIX Shell Script Oracle SQL Script Oracle PL/SQL Java Extensible Markup Language (XML)
Database Management System(s) (DBMS):
Oracle 12.2.
Operating Systems:
HP UNIX 11.3

2. Personnel having at least five (5) years’ experience performing database administration tasks on the Oracle Relational Database Management System (RDBMS) version 11g or higher with one of those years being 1 year of experience with version 12.2.
3. Experience during the past three (3) years, managing and executing tasks for performing computer operations (job monitoring and error handling) on servers running HP UNIX.
4. Experience during the past three (3) years, managing, maintaining, and executing tasks for performing computer operations (job monitoring and error handling) of numerous batch/interface processes to ensure proper execution of all software processes. Experience in responding to interruptions in execution of critical batch processes as identified by the DISA help desk and coordinating with support personnel and software developers to implement corrective actions.
Describe your experience in managing and maintaining batch/interface processes.
5. Experience during the past three (3) years in maintaining a numerous interfaces across various internal and external systems and/or applications using XML, MQ-Series messaging, Oracle-to-Oracle database links, binary files, and text files. Describe your experience in maintaining interface control documents in the Corporate Data Repository System.
6. Experience during the past three (3) years, managing and executing tasks for a consolidated database (single logically integrated database that enables interoperability among systems that need to share and exchange data, as well as allow for visibility and understanding of data at all levels).
7. Experience during the past three (3) years, performing development of the logical and physical data models for a consolidated database (single logically integrated database that enables interoperability among systems that need to share and exchange data, as well as allow for visibility and understanding of data at all levels). Describe how change requests (database change requests) submitted by application developers were reviewed, and how analyses on impacts to the logical model and/or physical model were evaluated.
8. Experience during the past three (3) years, defining data conversion mappings and designs to migrate data from a current legacy system environment. Include how the data integrity was verified, and how you ensured the consolidated database was not compromised and other systems were not adversely impacted. Describe your approach to data cleansing.
9. Experience during the past three (3) years, managing and executing tasks for Integrated Level II and Level III support in conjunction with DISA’s Level I help desk for help desk support. Also, describe your experience in handling user account management (other than the creation of 2875s).
10. Experience during the past three (3) years, providing database administration support for numerous databases hosted in a
DISA Enclave:
Joint database administration support with DISA.
Full responsibility for database administration activities to include, but not limited to, ensuring compliance with Security Technical Implementation Guides (STIGs) and Information Assurance Vulnerability Alerts (IAVAs) for the databases, ensuring database security compliance, and performing, maintaining and validating the Vulnerability Management System (VMS). Describe your approach to implement STIG and IAVA guidance and resolve open findings to meet current security requirements.
CLEARANCES
Contractor personnel shall be required to have the appropriate level of investigation and security clearance (up to and including SECRET during the performance of duties in support of this contract. All contractor personnel are to have a completed favorable National Agency Check with Written Inquiries (NACI). The contractor personnel shall be required to obtain Common Access Cards (CACs) for the purpose of entering a Government installation and also encryption and physical and digital identification for logical and physical access to Government data. The contractor shall be required to obtain a CAC before start of work. The contractor shall not involve any foreign nationals in work to be performed under this requirement.
PLACE OF PERFORMANCE
Work is to be performed primarily on-site at WPAFB, Ohio, or at a another site (such as the prime contractor’s facility) that has been given prior approval by the Government.

The submitted capability package submitted shall be no more than ten (10) pages in 12-point Times New Roman font, single spaced, with one-inch margins (MS Word document) or Portable Document format (PDF).
Page size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count.
Any contractors/vendors responding to this RFI should include the following information:
1. A brief history of your team’s experience in providing the requirements as stated in the above section, Scope of Services.
2. A paragraph of brief bullets pertaining to the following:
• Level of contractor’s interest (likelihood of submitting a proposal as a prime contractor)
• Demonstrated capability to perform or manage as a prime contractor or as a subcontractor for the technical data services described above
• Financial capability to perform as a prime contractor or as a subcontractor and execute task orders,
• Ability to support clearance/security requirement
• Acknowledgement of your registration under the NAICS Code 541511 Custom Computer
Programming Services

This is a Request for Information only to support AF acquisition market research efforts. The information provided in this RFI is subject to change and is not binding on the Government. The AF has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
