DESCRIPTION:

This Synopsis is to inform the business communities that the United States Air Force Defense Enterprise Accounting and Management Systems Program Office, Wright-Patterson AFB, Ohio intends to negotiate on a sole source basis with Accenture Federal Services, LLC Cage code 1ZD18 for Defense Enterprise Accounting Management System (DEAMS) Increment 1 Requirements Continuation. This effort will focus primarily on Oracle e-Business Suite (eBS) version 11i sustainment as well as infrastructure migration and support. The effort will also require support within our Data Center and training environments. The duration of this effort is intended to cover from September 2017 through August 2018, with possible option periods until DEAMS upgrades to Oracle eBS R12.

This request is NOT a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This synopsis is for planning purposes only and is NOT to be construed as a commitment by the Government nor will the Government pay for information solicited hereunder. All costs associated with responding to this Sources Sought will be solely at the responding party's expense.

The Government is conducting market research to identify potential companies that may possess the capabilities and experience to competently and competitively respond to requirements to provide continued 11i development, sustainment and maintenance of DEAMS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement. All responsible sources may submit a capability statement, as outlined below, which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and/or responses will not be accepted.

REQUIREMENTS:

The Business Enterprise Systems (BES) Air Force Life-Cycle Management Center DEAMS PMO (AFLCMC) HIG, located at Wright-Patterson Air Force Base (WPAFB), Ohio, is responsible for development, maintenance, and sustainment of the DEAMS Increment 1 Program. The DEAMS Increment 1 program has been deployed to 160+ world-wide locations has over 9,000 users, and 90+ interfaces to support most capabilities listed in the System Capabilities Document (SCD) v1.12.1 (attached). DEAMS Increment 1 is limited to the capabilities in the SCD included under Increment 1 Releases 1-6. When fully implemented throughout the AF, DEAMS will support the guidelines established by both the Office of Management and Budget (OMB) and DoD Business Transformation Agency (BTA), as well as adhere to OMB’s Financial Systems Integration Office (FSIO) core financial system requirements, and other appropriate Federal and DoD laws, regulations, and policies.

The system captures, maintains, controls, and reports reliable and consistent financial information in a timely, efficient manner. System changes made through this proposed effort will maximize these capabilities and eliminate manual workarounds to the extent possible, or leverage standardized practices and processes on the current 11i baseline.

The system provides an unclassified browser-based, on-line, real-time transaction processing and information access capability to support United States Transportation Command (USTRANSCOM), Defense Finance Accounting Services (DFAS) components and USAF organizations, including the Air National Guard (ANG), the U.S. Air Force Reserve Command (AFRC), and Joint Commands where the USAF serves as executive agent. DEAMS Increment 1 provides top-tier DoD, USTRANSCOM, and USAF leadership with timely and accurate information enabling them to make sound business decisions in support of America's war fighters, and provide congressional overseers the information needed to assess participant FM performance.

Accenture, as the original integrator and current prime contractor for DEAMS, is the only known qualified source to perform this effort within cost and schedule constraints. Accenture is the only source with the technical knowledge that is critical for continued 11i sustainment, completing development, supporting deployments, supporting infrastructure migration, and providing the required documentation for upgrading DEAMS to the Oracle R12 baseline, to be competed separately, within cost and schedule constraints. Accenture is the only source with engineering, software and fielding experience and expertise, developed over 10 years of DEAMS integration, to conduct and manage the completion of the development, using the enterprise services provided by Global Combat Support System-Air Force (GCSS-AF) and Defense Information Systems Agency (DISA) and completing the required technical documentation to support future maintenance of the system without resulting in unacceptable program delays and duplication of cost that could not be recovered through competition. It is highly improbable that other sources are available to duplicate the work already accomplished by the incumbent, to meet the Government’s schedule requirements and not disrupt current system operational capability.

If you believe the Government assumption of a Sole Source decision is incorrect and your firm possesses the technical capability, financial, facility, equipment and personnel resources, and relevant experience/past performance to perform the type of work specified above as a prime contractor, then the Government requests you submit the information stated below. You must provide a plan on how you intend to meet this short notice requirement to include how you plan to achieve the experience levels in your responses to the Government. A determination by the

Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.

The intent of this sources sought is to receive capability packages of potential vendors for any future competitions.

If you believe you are capable of part, but not all of the requirements, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.). Also please identify those items for breakout or subcontract opportunities that you could perform.

Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.

a. Implemented Oracle Federal Financials.

b. Resulted in “Streamlining” or “automating” to the maximum extent possible using

COTS capabilities.

c. Modified custom Oracle code from a separate contractor to create new efficiencies

d. Implemented processes for arriving at the right balance between Business Process

Reengineering and extension of the COTS.

e. Implemented processes for arriving at the right balance between interfacing with external/legacy systems and subsuming the functionality in COTS implementation.

f. Describe the process for establishing the functional and technical designs.

2. Provide examples of experience with the following Oracle eBS 11i software modules and demonstrate technical background and knowledge for each of the following:

a. Federal Financials

b. iProcurement

4. The existing DEAMS baseline is a customized version of Oracle 11i EBS modules. The

DEAMS baseline is a fully configured solution to meet over 3000 system requirements.

The DEAMS team estimates the existing baseline to represent approximately 96% of the intended solution on the 11i baseline. The existing design is captured in over 3,000 delivered documents that consist of over a hundred-thousand pages. Given the aforementioned amount of material that comprises the DEAMS baseline:

a. What approach would you use to review the DEAMS baseline design to enable you to accomplish DEAMS development and sustainment?

b. How much time, cost and resource would it take you to be fully capable of performing DEAMS development and sustainment without increased risk of reduced quality or error?

5. What experience does your organization have in taking over an existing ERP baseline that is currently in development? Give examples. Discuss your specific roles and responsibilities. Discuss approaches used and lessons learned.

SUBMITTAL INSTRUCTIONS:

In responding to this Sources Sought, interested parties shall submit information required as specified above. The submittal should total no more than 20 pages. The responses, including illustrations and pictures, shall use Times New Roman, 12 pt. font, single space, 1" margins and 8.5'' x 11" paper. Electronic submission shall be in Adobe Portable Document Format (PDF) or Microsoft Word 2010 format.

Due Date: Capability packages are due no later than 12:00 P.M. EST Time on 17 February 2017.
