Sources Sought Synopsis (SSS) Requirements Management System (RMS) and Logistics Management Data Bank (LMDB) Maintenance and Sustainment
1.0 SYNOPSIS
The Air Force Life Cycle Management Center (AFLCMC) Logistics Readiness Branch (HIAR) is conducting market research for a competitive follow-on 8(a) small business effort for a single contract vehicle to encompass the sustainment, modification, and support efforts for the Requirements Management System (RMS) Suite and Logistics Management Data Bank (LMDB) Programs. This is a sources sought synopsis and is issued for informational purposes only and does not constitute a solicitation.
The purpose of this sources sought is to determine small business capability as a prime contractor and whether the requirement should be “set aside,” as well as to determine general industry capability and interest. This requirement is currently in the 8(a) Business Development Program. Small businesses in the 8(a) program under NAICS 541511 who are eligible and capable of performing the requirement are encouraged to respond. Please identify size and socio-economic status and provide any other information the Air Force (AF) should consider in reviewing the SSS submission. The estimated period of performance for this acquisition will be 1 base year plus 4 option years, beginning approximately 15 May 2016. Advisory and Assistance Services (A&AS) contractors will be part of the assessment team for responses to this request and potentially any subsequent solicitation.
This is NOT a Request for Proposal (RFP) or a Request to Quotation (RFQ), but instead is a market research tool to determine the availability, capability, and adequacy of potential sources prior to issuing the Request for Proposal. This is a sources sought synopsis. There is no solicitation available at this time. Requests for a solicitation will not receive a response nor any cost reimbursements associated with submission of the information. The government does not reimburse respondents for any costs associated with submission or the information being requested or reimburse expenses incurred to the interested parties for responses to this sources sought synopsis. Responses to this SSS will not be returned.
The Small Business Association (SBA) uses the North American Industry Classification System (NAICS) Codes to establish size standards on an industry-by-industry basis. The NAICS code for the RMS and LMDB Services is 541511 - (Custom Computer Programming Services) under the Professional/Scientific & Technical Services title. The size standard for this code is $27.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in 13 CFR § 121.104 and 13 CFR § 121.106, respectively.
