About this file

This Single Source Justification document is for a simplified acquisition by Air Force Research Laboratory (AFRL/RIKO) for Dell, HPE, and Supermicro servers and hardware, with an estimated contract cost of $89,861.95. The procurement supports the APEX GEAR: DRIVE Program, which requires Intel and ARM processor server hardware and network attached storage to upgrade infrastructure for multi-domain command and control and Air Force Research and Development Mission Infrastructure (AFRDMI).

The justification for single-source procurement is based on three key factors: (1) the hardware's reliability for hosting virtual machines, (2) meeting specific computational, storage, and graphics capabilities, and (3) compliance with the operational JWICS (Joint Worldwide Intelligence Communication System) network, which requires Dell, HPE, and Supermicro as the only approved manufacturers for Authority To Operate (ATO). The contracting officer determined on 22-Sep-2025 that only a single source is reasonably available, with an anticipated competitive quotation process through SAM.gov to ensure fair pricing.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: AFRL/RIKO

Project/Program Name: Dell, HPE, Supermicro Servers and hardware

Purchase Request / Local ID Number: F4HBSB5240A001

Estimated Contract Cost (including Options): $89,861.95

Section B: Description of the Supplies/Services Required

The action is a new request in support of APEX GEAR: DRIVE Program requiring Dell PowerEdge R770, HPE ProLiant RL300 Gen11, Supermicro Super Chassis Servers and hardware. The required brand name is Dell, HPE and Supermicro. APEX GEAR:

DRIVE has the need for Intel and ARM Processor Server Hardware, Network Attached Storage Server and hardware in order to facilitate builds and deployment of APEX-GEAR. They will be used to upgrade the current hardware infrastructure being used among many of the programs in the area of multi-domain command and control in support of Fight Tonight and Air Force Research and Development Mission Infrastructure (AFRDMI).

Dell, HPE and Supermicro have been identified as a provider of hardware that fulfill all the needs of the required to provide the CI/CD pipline on current and future builds for APEX-GEAR.

The Estimated cost is $89,861.95

Section C: Justification for Soliciting from a Single Source or Brand Name

The brand name products to be acquired are essential to the Government's requirements and other companies' products do not meet, or cannot be modified to meet the agency's needs.

a) This hardware will be used to host virtual machines and therefore reliability is a concern. A highly tested brand name that can be verified as a reliable product is therefore a must. These brands not only have a proven record internally, but externally reviewed and verified to be a solid product.

b) This hardware must meet the required computational, storage and graphics capabilities needed to provide the desired services that they will be hosting. Minimum specifications are outlined within the List of Materials.

c) The deployment network for the equipment is operational JWICS (Joint Worldwide Intelligence Communication System) which is a USC Title 50 Top Secret – SCI network. As such deviation from approved hardware environments is not authorized. Dell, HPE and Supermicro are the only approved manufacturers for the Authority To Operate (ATO).

Section D: Efforts to Obtain Competition

It is anticipated that the receipt of competitive quotations from SAM.gov will produce a fair and reasonable quotation less than or equal to the government estimate.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The end-user will continue to perform market surveys in order to identify opportunities to maximize competition in potential future requirements and will analyze any changes to the market that may result in a decision to replace the existing hardware.
