The Government requires a telecom tunable laser source, with an integrated power sensor and attenuator, from Keysight Technologies to support the branch's efforts to build quantum local area networks. The Keysight N7776C tunable laser system is a classical telecom source that is housed in a rack-mountable chassis, is a fiber-coupled laser, and comes with FC fiber connectors. The model 116 version emits radiation in the 1490-1640 nm wavelength range, with a peak power of about 13 dBm. The laser source has a narrow line-width and high wavelength accuracy and stability.

The required laser is essential the the Government's requirements and other companies' products do not meet and/or cannot be modified to meet the needs of the Government. RITQ requires this telecom laser as a source of classical signals within a hybrid quantum/classical local area network being designed and built at the Stockbridge research site.

The Government has determined that no other brand of devices with the required capabilities would be compatible with the existing Keysight infrastructure valued at . Switching to an alternate brand would lead to substantial duplication of cost, time, and effort for the Government leading to a duplication of costs not anticipated to be recovered through competition. Therefore, to maximize equipment uniformity and to take advantage of existing in-laboratory expertise and sophisticated in-house software, RITQ requires the purchase of a Keysight tunable laser source for its new networking effort at the .
