Grounds Maintenance and Snow Removal

Q&A—08 October 2020

Q1. Will there be any implications with this contract when the new perimeter fence is completed?

A1. The anticipated completion date for the fence is August 2021. Once the fence is completed, if any areas within the contract are affected, a contract modification will be issued.

Q2. Are any parking lots closed? Will any parking lots close during fence construction?

A2. Due to COVID-19, some parking lots have currently been restricted for use by employees. However, all parking lots will need to be cleared of snow. During fence construction, if any changes are required to this, a modification will be issued.

Q3. Will the yellow barriers be removed?

A3. If the yellow barriers are still in use at the time of snow removal, the contractor will be required to move them to complete the snow removal of all lots.

Q4. Can salt be left onsite?

A4. Yes, you will be told where the preferred placement will be. Any area where salt will be left must be approved by the Government.

Q5. Can a storage shed be built onsite for salt?

A5. Yes, it would need to be approved prior to installation. Environmental will also need to approve how the salt is contained, what will be placed underneath, etc. Specifications will be provided.

Q6. Will staging areas have electrical output?

A6. Yes.

Q7. Is someone required on site at all times during snowfall?

A7. A physical presence is not required on site 24/7. However, the site is required to be cleared according to the specifications listed in the PWS. Between 6am and 6pm it is expected the site be completely cleared.

Q8. What are the expectations for spring clean up?

A8. One clean up should occur at the end of snow season. Parking lots should be swept and any damages, such as grass, shall be repaired.

Q9. Are there any mulch or flowers required?

A9. No.

Q10. Is the military on site on the weekends?

A10. Yes, there are military personnel on site on the weekends, as well as Security and Police forces. The site will need to be cleared on weekends.

Q11. What sidewalks are included in snow removal?

A11. Refer to the site map contained within Attachment 2- Drawings.

Q12. Can aspects of the contract be subcontracted?

A12. Refer to clause 52.219-14, Limitations on Subcontracting (MAR 2020) (DEVIATION 2020-O0008) for further guidance.
