I. CONTRACTING ACTIVITY

AFRL/RIKO, 26 Electronic Pkwy, Rome NY 13441

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

This action is a new firm fixed price award to acquire one narrow linewidth Ti:Sapphire laser with external cavity doubler with integrated low noise diode pumped solid state laser pump source (SolsTiS), and one pulsed Ti:Sapphire laser system with integrated low noise diode pumped solid state pump laser (Sprite XT).

SolsTiS narrow linewidth Ti:Sa laser and external cavity doubler with integrated low noise DPSS pump source.

ECDx power specification of 1.5W at 369nm Terascan capability including the following High Finesse parts;

- WSU 10 Wavelength measuring system USB

- MC 8 MM (Kit) – Multichannel Switcher kit 8-Channel MultiMode 50um

- TTL-sync - TTL Trigger Option

Sprite XT Pulsed Ti:Sa Laser System with integrated Low Noise Pump Output Power >1.3W @800nm (typical 1.6W) Tuning Range 720-940nm Pulse Width <150fs Pulse Repetition Rate 80MHz Amplitude Noise <0.125% RMS (measured RMS in a 10Hz-20MHz Bandwidth) Power Stability <+/-0.5% (output power change measured in a two hour period after 1 hour warm up with less than +/- 1oC ambient temperature change Beam quality, M2 <1.1

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is for one SolsTiS Ti:Sapphire narrow linewidth continuous wave laser system, and one Sprite XT Ti:Sapphire pulsed laser system . The product supports the AFRL/RI in-house quantum information science research. The systems are comprised of the following components, (I) SolsTiS narrow linewidth titanium sapphire (Ti:Sapphire) laser, an external cavity frequency doubler unit, an integrated low noise diode pumped solid state pump laser, chiller, Terascan capability, control software, and a M2-600 wavemeter; (II) Sprite XT pulsed Ti:Sapphire laser system, integrated diode pumped solid state pump laser, chiller, and control software.

Procurement includes 1 year warranty against defects in parts and workmanship and on-site training and installation.

This unit is being purchased to support AFRL/RI’s in-house quantum research. This acquisition is for the following highly specialized equipment:

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION

10 USC 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF

THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY

OF AUTHORITY)

M Squared Lasers is the only source that offers the highest stability Ti:Sapphire systems on the market. M Squared Laser offers high stability and the narrowest linewidth Ti:Sapphire laser systems available. In addition, the it is the only company to provide a completely sealed continuous-wave (CW) Ti:Sapphire system (the SolsTiS) –these sealed CW systems are not available from competitors such as Spectra Physics or Coherent. The Sprite XT is the http://www4.law.cornell.edu/uscode/html/uscode10/usc_sec_10_00002304----000-.html most stable pulsed Ti:Sapphire on the market in terms of amplitude, polarization and beam pointing. The Government’s application requires extremely high system stability as these experiments require many hours of operation time, requiring narrow linewidth excitation of atomic transitions, extremely stable optical pulses, and extremely low beam walk for coupling into optical fibers. Other known manufacturers of Ti:Sapphire lasers suffer from beam walk, broad linewidths, and pulse amplitude fluctuations. This research cannot tolerate beam walk, broad linewidths, and pulse amplitude fluctuations as they affect coherent optical manipulation of the trapped ions, locking to narrow resonances for photon generation, and power stability for frequency conversion. The two lasers from M squared can meet all of the Government’s needs.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS

MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE

A Notice of Proposed Contract Action was posted from 29 January 2016 – 16 February 2016 to the Federal Business Opportunities and no responses were received.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO

THE GOVERNMENT WILL BE FAIR AND REASONABLE

The Contracting Officer anticipates the cost to the Government will be fair and reasonable based on a complete analysis of the contractor’s prices in accordance with applicable and appropriate FAR 13.106-3(a)(2)(ii) Comparison of proposed price with prices found fair and reasonable on previous purchases of the same or similar items in the same industry, FAR 15.404-1(b)(2)(vii) Other than certified cost or pricing data was analyzed (such as invoice(s) from supplier.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A

STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED

Collaborators were contacted in order to find similar products in use. The Government also researched laser companies such as Spectra Physics and Coherent as well as conducted internet research to come to the conclusion that M Squared lasers were the only ones that would meet the Government’s needs.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN

COMPETITION

There are no other facts supporting this justification.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE ACQUISITION

None

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR

OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS

FOR THE SUPPLIES OR SERVICES REQUIRED

The end-user will continue to monitor the market in order to identify opportunities to maximize competition in potential future requirements.

XII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION

As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
