DFAS MASS NOTIFICATION SYSTEM (FA8751-14-R-0027) SITE VISIT, 28 JULY 2015, QUESTIONS AND ANSWERS Please note these are for the benefit of interested parties in this solicitation and are not binding to the Government. If the accuracy of the information below is questioned, please contact the contract specialist soonest. Should information found here conflict with that on drawings/specifications, drawings/specifications take precedence.
1. Q: Is there going to be work in a SCIF?
A: No, but there is work in secure areas which requires a background investigation for workers to access.
2. Q: Is work to be performed during duty/work hours?
A: There will be parts of the work that can be performed during work hours, but also aspects that will need to be done off duty hours.
3. Q: Do workers need to be in a union?
A: No, but there are minimum wage requirements as mandated by the Wage Rate Requirements Statute (formerly Davis-Bacon).
4. Q: Does the existing system need to remain in operation during installation of the new one?
A: Yes.
5. Q: Can we propose a new monitoring service?
A: Yes
6. Q: Dial phone connection vs. Internet connection: Can we propose a switch to an Internet Connection?
A: An internet connection will not be allowed.
7. Q: Who currently performs elevator maintenance and who will be in charge of coordinating any elevator work required as part of this project?
A: Elevator maintenance is performed currently for the Government by ThyssenKrupp. Any elevator work required under this contract is the responsibility of the successful Offeror to coordinate.
8. Q: Does conduit have to be used in exposed areas?
A: Yes.
9. Q: Where can conduit be used vs. EMT?
A: Refer to specification section 16721 3.03.B for wiring instruction.
10. Q: If new amplifiers do not fit in the existing spaces, where would we place them in the building?
A: If extra space is needed for devices, that matter will be resolved during installation. Provisions will be made with DFAS personnel and the AFRL inspector to locate devices in a nearby mechanical or electrical space.
11. Is there a Contractor that takes care of the DHU’s (Assuming this question refers to AHUs)?
A: There is no contract to maintain the air handling equipment. Regular maintenance is taken care of with in-house personnel.
12. What’s the voltage of the Air Handling Units?
A: Typically the AHU’s are 480V 3-phase or 208V 3-phase with either a motor starter or variable speed drive.
13. What do we do with the old devices?
A: This is covered in the General Note 15 on sheet 1 of the drawings.
14. Is there a requirement to have a local AHJ (Authority Having Jurisdiction) for inspection?
A: No permit required. Inspection will be conducted by AFRL inspector.
15. How much space is above the drop ceiling in the office areas?
A: As evidence during the walk-thru, the space above the drop ceilings in the office areas in the two wings of the building has ample space but it varies.
