PERFORMANCE WORK STATEMENT
FOR
SNOW/ICE REMOVAL SERVICES
NEWPORT RESEARCH FACILITIES

PERFORMANCE WORK STATEMENT
FOR
SNOW/ICE REMOVAL SERVICES (NEWPORT)
1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to ensure that snow/ice removal services are performed at Newport Research Facilities (Irish and Tanner Hills) in a manner that will maintain a satisfactory and safe environment.
1.1. BASIC SERVICES. The contractor shall remove snow and ice from, and/or apply sand/salt to road network, hardstands, parking areas and work areas (Irish and Tanner Hills), as shown in Appendix B. The contractor shall remove snow, including drifts or piles, from all paved surfaces such as roads and parking lots as shown on the map in Appendix B. The snow shall be removed when accumulation reaches four (4) inches or within one (1) hour after snowfall stops. This may require multiple snow/ice removals each day. When snowfall is heavy or accumulations become excessive, the contractor must place excess snow in accumulation points identified in Appendix B.
1.1.1. Remove Ice. The contractor shall immediately remove ice to provide secure footing and safe driving conditions by the snow removal operation, or by sanding/salting. The contractor will provide all sand/salt.
1.1.2 At the completion of the snow removal season, sweep both of the Newport Research facility sites and remove the sand off the roadways and parking lot areas.
1.1.3. It shall be the responsibility of the contractor to ascertain at all times the road and weather conditions at the facilities. The contractor shall, as a minimum, ensure availability of daily travel and accessibility at the facilities to accommodate the three work shifts at both Irish and Tanner Hills. The hours for shift changes are as follows:
0730 hours - 0800 hours
1530 hours - 1600 hours
2330 hours - 2400 hours
1.1.4. When icy/slippery conditions exist, sanding/salting operations shall begin within one hour, twenty four hours a day, seven days a week, including holidays.
1.1.5. In addition, special requirements exist for steep inclines and access roads, which must be plowed, salted/sanded as soon as snow accumulates and/or icy/slippery conditions develop.
1.2. EMERGENCY AND SPECIAL EVENT SERVICES. Upon notification by the contracting officer or designated personnel, the contractor shall perform emergency or special event snow/ice removal services and accommodate unscheduled movement of cranes and airframe sections for test programs. Unscheduled requests are not expected to exceed four (4) per month.
1.3. If contractor fails to keep the site open, necessitating assistance and use of available Government snow removal equipment, the contractor will be required to reimburse the Government. The amount of reimbursement will be based on the current RS Means price for the specific piece of equipment used with operator.
2. GENERAL INFORMATION.
2.1. QUALITY CONTROL. Contractor shall develop and maintain a quality program to ensure services are performed in accordance with commonly accepted commercial practices. Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.
2.2. GOVERNMENT REMEDIES. The contracting officer shall follow FAR 52.212-4, Contract Terms and Conditions - Commercial Items, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
2.3. SECURITY REQUIREMENTS. All personnel shall be aware that the Newport Research Facilities are Property of the United States Air Force. All personnel will follow all posted signage.
2.4 SAFETY. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Research Laboratory (AFRL), Newport Research Facilities, and Newport NY.
2.4.1 Maintain a written Safety Program, as required by OSHA and make said plan available for review by the government upon request by the contracting officer.
2.4.2 In the event of a mishap during the performance of this contract on AFRL premises, notify the contracting officer in an expeditious manner. Notification shall include the following information:
a. Contract, Contract number, Name and Title of Person(s) Reporting
b. Date, Time, and Exact location of accident/incident
c. Brief Narrative of accident/incident (events leading to accident/incident)
d. Cause of accident/incident (if known)
e. Estimated cost of accident/incident (material and labor to replace/repair)
f. Nomenclature of equipment and personnel involved in accident/incident
g. Corrective Actions (taken or proposed)
h. Other pertinent information
2.5 SPECIAL QUALIFICATIONS. Equipment operators must possess current and appropriate operator license or certificate for the equipment utilized.
2.6 EMERGENCIES:
2.6.1 The contractor shall be available by phone 24 hours a day/7 days a week in case of emergencies. A contractor Point of Contact shall be identified in writing to the contracting office prior to contract performance.

2.7 SPILLS
2.7.1 No hazardous materials or substances, petroleum products, or materials of environmental concern shall be intentionally discharged or spilled onto the ground, asphalt, or concrete-covered surfaces or improperly disposed at job sites. A spill is an uncontrolled release to the environment. Spills of any type material (excluding clean water) shall be reported to the Hazardous Waste Program Manager for evaluation to determine cleanup requirements. The contractor shall clean and remediate any spills or releases. If corrective action is not undertaken in a reasonably prudent time, the government reserves the right to execute cleanup and obtain reimbursement from the contractor. For spill occurring during normal duty hours, contact the RIOCV Hazardous Waste Program Manager at 315-330-2098. After duty hours the contractor shall notify the Rome Research Site Security Office at 315-330-2961.
