About this file

This is an attachment containing instructions for capability statements in response to a Request for Information (RFI) for the Modern Unmanned-warfare Systems Environment (MUSE) program. The Air Force Research Laboratory (AFRL) at Rome Research Site is conducting market research for a potential indefinite delivery indefinite quantity (IDIQ) contract with a performance period of 6-7 years. Responses are due by 3:00 PM EST on Monday, April 6, 2026. The Government is considering a Cost-Plus-Fixed-Fee Level of Effort contract structure with anticipated funding from Research Development Test & Evaluation (RDT&E), Procurement, and Operations & Maintenance (O&M) accounts. The RFI specifically seeks capability statements from small business concerns (limited to 20 pages) and requests that large businesses respond only to express interest should the acquisition not be designated as a small business set-aside.

Capability statement responses must address four sections: company information including CAGE code, DUNS number, and facility clearance levels; ability to perform with details on personnel qualifications, security clearance availability (at least 20% TS/SCI cleared), subcontracting needs, compliance with FAR 52.219-14 limitations on subcontracting (50% of personnel costs for prime and first-tier subcontractors), quality control practices, cost-type contract adequacy, workload flexibility, and a Rough Order of Magnitude cost estimate assuming approximately 4,000,000 total labor hours at $100-$120 per hour burdened rates plus 10-12% for travel and materials; relevant performance experience on at least three similar contracts completed within the past five years with customer references and contract details; and procurement strategy input including suggested CLIN structure and information needs. Respondents must submit Microsoft Word or PDF files via email to three designated Air Force contacts, with files exceeding 10 MB uploaded through the Department of Defense SAFE portal.

CONTRACTING OFFICE ADDRESS

Department of the Air Force, Air Force Materiel Command, AFRL – Rome Research Site, AFRL/Information Directorate 26 Electronic Parkway, Rome, NY, 13441-4514.

DESCRIPTION

AFRL/RIKD is conducting market research for a potential requirement. Please note this Request for Information (RFI) is for planning purposes only. The information obtained from responses to this notice may be used to inform a future acquisition strategy and solicitation, should one be issued. The general scope for this potential effort is to perform multiple activities necessary to achieve superiority in MUSE technology. Please refer to the RFI/Special Notice, Attachment No. 2, Draft Statement of Work (SOW), for additional information. To fulfill this requirement, Contractor employees will need to obtain Common Access Cards (CACs). Performance may require Top Secret/Sensitive Compartmented Information (TS/SCI) Facility and collateral secret safeguarding clearance identified on a task order basis.

The Government is considering establishing a Cost-Plus-Fixed- Fee (CPFF) Level of Effort (LOE)/Term Indefinite Delivery Indefinite Quantity (IDIQ) contract with a performance period of 6-7 years. Anticipated funding types are Research Development Test & Evaluation (RDT&E), Procurement, and Operations & Maintenance (O&M). Please note that the contract type and duration are subject to change as the acquisition strategy is developed.

CAPABILITY STATEMENTS

AFRL/RIKD is seeking additional or updated/expanded capability statements, of no more than 20 pages, from all interested small business concerns. Request large businesses also respond to only to express their interest in submitting a proposal, should this acquisition not be a small business set-aside. The following information is requested:

1. Section 1- Company Information: Provide responses to the following business information by completing the table below and including a copy of your organization’s DD2345.

Please note: Potential offerors must have a completed and approved DD Form 2345 prior to award of this potential requirement. For further information on CCAL, contact the Defense Logistic Information Service at 1-877-352-2255 or on the web at http://www.dlis.dla.mil/jcp/.

2. Section 2- Ability to Perform: A statement of capabilities and information demonstrating management and technical experience on similar acquisitions and resources necessary to successfully compete for this award. This information will assist the Air Force in making a set-aside decision. Please do not simply restate the technical requirements of the DRAFT SOW in your response. More specifically, capability statements should include the following information:

a. Describe the type, quantity, experience, and qualifications of personnel/labor categories and other organizational resources that would be used to meet the technical requirements. To scope the magnitude of effort required, for this RFI assume approximately 4,000,000 labor hours (total), with industry average burdened rates in the range of $100-$120 per hour, and travel, materials, and any other costs accounting for an additional 10-12% of burdened labor. Work may need to be performed simultaneously at Government and Contractor locations in and outside the continental United States.

b. Address the availability of personnel with security clearances, to include TS/SCI. It is anticipated that at least 20% of proposed personnel will need to be TS/SCI cleared and available at time of award, with graduated increases in proportion over time.

c. Identify any areas which likely would require subcontracting or a teaming arrangement.

d. Address how your organization would meet the requirement of FAR 52.219-14 “Limitations on Subcontracting”, whereby at least 50% of the cost of contract performance incurred for personnel must be expended for employees of the prime Contractor and similarly situated first-tier subcontractors.

e. Include a brief (i.e. no more than 1 page total) description of your organization’s quality control, risk management, and safety practices as they would be applied to this effort.

f. Confirm that your organization’s business systems currently are adequate for performing a cost-type contract/task order.

g. Describe how your organization could meet a fluctuating workload driven by factors such as budget variations; diverse customer base and technology interest areas; transition opportunities; and operational feedback. For illustration, workload demands may require the Contractor to provide 10 or more additional, cleared, qualified full-time equivalents (FTEs) for 30–120-day periods to address emergent problems.

h. Rough Order of Magnitude (ROM) cost estimate to meet these requirements. The response shall include a brief discussion of the basis of estimate (BOE) and any uncertainty in the cost estimate.

i. Indicate if your organization intends to submit a proposal in the event that a RFP is issued for the attached technical requirements.

j. Indicate if your organization belongs to any GWACs. If so, please list them. Please include anything pending award.

k. How many people does your company employ in regard to the NACIS code listed in the RFI/Special Notice?

3. Section 3- Performance/Experience: Provide information on at least three (3) contracts for similar work performed within the past five (5) years, by providing a brief description of the work, explanation of its relevance to the technical requirement, complete references, contract titles, dollar values, points of contact and telephone numbers. The Government will evaluate relevant experience information based on (1) information provided by the respondent, (2) information obtained from the references provided by the respondent, and/or (3) data independently obtained from other Government and commercial sources.

DRAFT STATEMENT OF WORK FEEDBACK

AFRL/RIKD is seeking industry feedback on the attached draft Statement of Work (SOW) for the MUSE program. We encourage interested parties to review the draft SOW and provide your comments, suggestions, and questions. Your feedback is valuable and will help us refine the requirements, identify potential challenges, and develop a more effective solicitation. We are particularly interested in your input on the clarity of the requirements and any potential areas for innovation or cost savings. Please note that feedback on the draft SOW does not count toward the 20-page limit for capability statements.
