Phase II Attachment to BAA FA8750-22-S-7001

Phase II is structured as a 2-step closed BAA. Therefore, for Phase II ONLY:

The Government anticipates awarding a single award for Phase II. Therefore, white papers for Phase II are due on 16 DEC 2024 and if requested, proposals are due on 23 JAN 2025.

Phase II (27 months)

The final phase of the program will be driven towards a compelling demonstration of Fight Tonight’s ability to support air operations planning in a major Air Force evaluation context, to include planning for thousands of missions to service thousands of Joint Designated Points of Impacts (JDPI) in under 4 hours. An integrated prototype will be linked to the external systems necessary to support full-scale scenarios developed and conducted in close cooperation with representatives from operational and acquisition communities.

The Government anticipates the co-evolution of technology and concepts of operations at the Air Operations Center. The performer for Phase II will collaborate with the Government Fight Tonight’s transition partner through participation in Technical Interchange Meetings. The performer will be expected to leverage the agile software development process to implement and demonstrate evolving concepts through joint experimentation, risk reduction, and usability assessments with the operational planning research & development community.

Fight tonight will provide the program of record with enhanced decision making. A significant focus for Phase II is to integrate a Human-centered AI Master Air Attack Plan generation, gaming and analysis capability to the AOC Weapons System by Sep 2027. The system must be capable of providing a plan to service thousands of JDPIs with thousands of missions while considering all planning factors for MAAP development. Some examples of planning factors include servicing prioritized JDPIs, operational objectives, tactical objectives, tactical tasks, Commander’s acceptable levels of risk, air spaces, fuel, tanker tracks, munitions inventories, unit contracts, force packaging, launch containers for long range fires, pulsed operations, marshalling points.

All proposals should only address Phase II.

AFRL anticipates making one award for a combined TA1 and TA2 proposal and will likely continue with a single performer through the end of Phase II based on assessments of usability, responsiveness, scalability, and potential for operational transition. This decision will be based upon several factors, including assessments of usability and scalability, the overall system design, a proposed integration and risk mitigation plan, the performer’s ability to assist with technology transition, and the performance of a prototype developed during execution. In addition, the performer will be evaluated on demonstrated ability to enable a trained user to rapidly generate and analyze attack plans based on dynamic data and constraints, interoperate with existing Air Force planning software (to facilitate transition).
