About this file

This document provides government responses to industry questions on solicitation number FA8750-19-R-0001. The solicitation seeks research, development, engineering, maintenance and installation support for the Global Application Research, Development, Engineering and Maintenance software toolkit. Services include enhancements, integration, testing, documentation and operations and maintenance for software applications including WebTAS Enterprise, CIDNE, INDURE and Runway. The government anticipates awarding indefinite-delivery, indefinite-quantity contracts with both cost-plus and firm-fixed-price task orders, with an ordering period of 60 months and a maximum value of approximately $427 million. Foreign companies may not participate as prime contractors. The document clarifies requirements for separate management and technical volumes in proposals and corrects mappings in a cross-reference matrix between requirements and volumes.

Government Responses to Industry Questions and Comments dated 25 January 2019

FA8750-19-R-0001

Draft RFP Section Reference Questions/Comments Government Response 1 Pricing Template For each TO Plug figure included in the spreadsheet, under ODCs, the pricing template indicates that Hardware, Software, and Cloud Services are included in the plug number as a consolidated amount. The issue however is that some of these items are burdened separately based on our burdening practices, disclosed in our CAS Disclosure Statement, so how do we handle given the burdening disparities across these consolidated ODCs?

The consolidated ODC plug numbers do not include any burden costs. Burden costs for ODCs should be broken out on a separate indirect cost line within the Pricing Template, showing the base and rates used in calculations. The total ODC burden bases cannot exceed the total ODC plug amount. Details on how the application of rates and bases are developed should be included in the narrative of the cost volume.

2 Section L - Instructions, Conditions, and Notices to Offerors (RIK-L009(c)(4)&(5)

Does the Government wish to receive a seprate Draft Program Plan and Preliminary Software Development Plan specific to each of the four task orders?

Separate Plans for each of the four task orders is not required. One Draft Program Plan and One Preliminary Software Development Plan covering all aspects of the proposed program is sufficient.

3 All Order PWSs and Attachment No. 8 - Cross Reference Matrix

In Attachment 8, columns for F-0001 and F-0002, Management Requirements are listed in both the Technical and Management volume rows. We believe the Government intends only for Management Requirements to be responded to in the Management volume only. This would be consistent with the Basic SOW, F-0003, and F- 0004.

Can the Government please confirm that all responses to Management Requirements should appear in the Management volume, specifically F-0001 4.6 and F-0002 4.4?

Corrections have been made int the Cross Reference Matrix, which will be incorporated with the RFP.

4 Basic PWS and Attachment No. 8 - Cross Reference Matrix

In Attachment 8, the following three sections are identified for all task orders as belonging in the Technical volume but are left off the Basic PWS list:

4.2 Problem Report/Change Request

4.15 Software Test and Validation

4.16 Systems A&A

Will the Government add 4.2, 4.15, and 4.16 of the Basic PWS to the list of requirements to be addressed in the Technical volume to be consistent with the other TO responses?

The referenced Basic PWS paragraphs are mapped to the Technical Volume in the updated Cross Reference Matrix. Corrections have been made int the Cross Reference Matrix, which will be incorporated with the RFP.

4 Basic PWS and Attachment No. 8 - Cross Reference Matrix

In Attachment 8, in the Basic PWS column, "4.13 Security Requirements" is not listed. We believe it should be part of the Management volume since that's where it's requested in F-0001, F-0002, F-0003, and F-0004.

Can the Government please confirm that we should respond to all security requirements (including those in the Basic SOW) in the Management volume only?

The referenced Basic PWS paragraph is mapped to the Management Volume in the updated Cross Reference Matrix. Corrections have been made int the Cross Reference Matrix, which will be incorporated with the RFP.

4 All PWS/PWDs and Attachment No. 8 - Cross Reference Matrix

In Attachment 8, in the columns for Basic PWS, F-0001, F-0003, and F-0004, Training and Certification consistently appears in the Management volume row; however, we feel it would be best addressed in the Technical volume.

Would the Government consider placing the Training and Certification requirement in the Technical Volume instead?

The referenced Basic PWS and Order PWD paragraphs are mapped to the Technical Volume in the updated Cross Reference Matrix. Corrections have been made int the Cross Reference Matrix, which will be incorporated with the RFP.

4 Order FA8750-20-F-0001 PWD and Attachment No. 8 - Cross Reference Matrix

4.1 Project Work Plan is missing from this list. It appears in the Technical volume row for all other PWDs.

Will the Government require that F-0001 PWD 4.1, Project Work Plan, appear in the Technical volume?

The referenced PWD paragraph is mapped to the Technical Volume in the updated Cross Reference Matrix. Corrections have been made int the Cross Reference Matrix, which will be incorporated with the

RFP.
