JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
The Human Resources Systems Division contracting organization (AFLCMC/HIBK) located at 1960 1st Street West, Bldg 977, Randolph Air Force Base (AFB), Texas 78150-4453, supports the Program Management Office (PMO) and its Air Force Personnel Systems Center customer meet the AF/A1 information technology capability requirements in support of the Total Force.
The Human Resources Systems Division also provides engineering support and software maintenance for the military Human Resource (HR) systems and certain civilian HR applications operating at all Air Force Bases (AFBs), Major Commands (MAJCOMs), and Headquarters Air Force (HAF).
II. NATURE AND/DESCRIPTIONOF THE ACTION BEING PROCESSED
This justification and approval is for the addition of Oracle Policy Automation (OPA) for Agents of Cloud Service, and OPA Cloud Service Mentoring and Configuration Assistance to contract FA8734-10-C-1003. OPA is part of the overall Oracle RNT software suite that is available for use on contract FA8734-10-C-1003. Two Firm Fixed Price CLIN’s will be created on contract FA8734-10-C-1003 for the required software licenses and mentoring. The five month and “as needed” period of performance will include an FY15 funded period. This effort is valued at $199,179.85.
This modification will include the following CLINs:
CLIN 5007 – Oracle Policy Automation for Agents of Cloud Service CLIN 5008 – Oracle Policy Automation Cloud Service Mentoring and Configuration Assistance
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS
This modification will provide the Air Force (Active, Guard, Reserve, and Civilian) with license subscriptions for five (5) month period for the OPA for Agents of Cloud service and “as needed” for OPA Cloud Service Mentoring. The vendor will provide a commercial “out of the box” policy automation and business decision engine capability that enables A1 HR professionals to rapidly transform complex rules, policies and regulations into natural language. This natural language would then be used as a decision engine for use in self-service applications and other processes within the A1 enterprise.
To support the Government in in implementing the approved, prioritized “foundational” and organizational efficiencies to be realized by policy automation and business decision engine, the vendor will provide Implementation Schedule, Software Documentation, Integration Plan and PA Training & Documentation.
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN
COMPETITION
10 USC Section 2304( c) (1) as implemented by FAR 6.302-1(b)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements” based on the Government’s minimum needs which can only be satisfied by a unique supply available from only one responsible source with unique capabilities.
V. DEMONSTRATION THAT THE CONTRACTOR’S UNIQUE QUALIFICATIONS
OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY
CITED ABOVE (APPLICABILITY OF AUTHORITY)
OPA has been integrated into the Oracle Right Now case management tool and is maintained as part of Oracle's suite of COTS products. Given the investment into the Oracle Right Now product in the form of business process engineering, change management, software hosting, software product configuration, and software licenses the Oracle OPA is the only product capable of meeting the mission need for self-service capability which is required due to the limited A1 personnel list available to manage the growing requirement for personnel actions.
Oracle OPA software licensing is only provided by Oracle.
VI. DESCRIPTION OF THE EFFORTS MADE TO ENSURE THAT OFFERS ARE
SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICABLE
A discussion with the Oracle RNT Sr. Account Executive, Mr. Scott Raspa determined that RNT OPA licensing could only be provided through Oracle. A review of GSA and NETCENTS-2 identified that no other source is capable of providing this software licensing.
VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
The Contracting Officer will determine price reasonableness by performing a price analysis of other bundled software suite licensing. A review of current Oracle products on GSA and the market will also be utilized in determining price reasonableness. The contractor will be required to submit other than certified cost and pricing data for pricing.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED
Market research was conducted by comparing operational decision management (ODM) between three vendors: TIBCO, Oracle, and IBM. ODM is about using business events and business rules technologies to deliver a formalized approach to implementing operational decision making such that can be directly updated and managed by business users within a clear business context.
Although, based on the market research provided by the customer, IBM was found to be a slightly better solution, the costs, and the time required to integrate an IBM tool with Oracle software is not in the government’s best interests. The software needs to be up and running prior to migration, or funding will not be available for another year.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Due to the complexity of this effort and the critical mission of AFPC to transform the delivery of personnel services for the Total Force, it is essential that only RNT be used to avoid a gap in customer access to web-based self-service capabilities and to prevent significant cost and schedule impacts. RNT has provided the single Customer Relationship Management (CRM) platform chosen by the TFSC A1 community as the best and most cost efficient tool to consolidate Active, Guard, Reserve, and Civilian operations.
The Right Now CRM tool directly aids AF personnel lists in providing service to over one million active duty Air Force, Air National Guard, Air Force Reserve, retired and separated military personnel, and civilians. Annually, the system provides support for over 415,000 transactions in support of the 700 HR processes and approximately 15,000 knowledge articles including, but not limited to, retirements, separations, recruitment and accessions, education and training, career maintenance (evaluations, awards and decorations, promotions, re-enlistments and extensions), utilization (duty information, duty status, permanent change of assignments, and mobilizations and demobilizations), assignments for the officer and enlisted corps, and retirements and separations for all components of the Total Force.
X. LIST OF SOURCES IF ANY, THAT EXPRESSED INTEREST IN THE
ACQUISITION
None
XI. A STATEMENT OF THE ACTION, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING
SUBSEQUENNT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED
AFPOA will continue to survey the marketplace to see if there are any other products capable of meeting the agency needs. However, the AF has already invested $30 million in the Oracle RNT suite which would not be recovered through competition.
XII. CONTRACTING OFFICER’S CERTIFICATION
The Contracting Officer’s signature on the signature page evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief.
XIII. TECHNICAL/REQUIREMENTS PERSONNEL’S CERTIFICATION
The technical and/or requirements personnel have certified that any supporting data contained herein which is their responsibility are both accurate and complete.
