About this file
This document is a Request for Information (RFI) issued by the AFLCMC/HBB Program Office at Hanscom AFB to identify potential sources to supply services for the Air Operations Center (AOC) Operations Administrative Training Tools requirement.
The RFI outlines the planned one-year base contract with four option years to support the AOC Weapon System, specifically the Flexible Analysis and Mission Effectiveness System (FLAMES) licenses and the AOC Communication Training Tool (ACTT) and Command and Control Weapon System Part Task Trainer (C2WSPTT). The Government is seeking responses from both Small Businesses (SB) and Large Businesses (LB) on their ability to provide the required services and products, as well as their experience with the AOC 10.1 system, the current suite of AOC applications, and the challenges of maintaining 98% availability for the training systems. Respondents are asked to provide information on their ramp-up timeline, Tier II helpdesk capabilities, and whether support for the two training systems could be separated. The SB size standard for this contract is $34.0M annual revenue under NAICS code 541512. Responses are due by June 13, 2024.

Request for Information (RFI) This RFI is being issued to both Small Business (SB) and Large Business (LB) Contractors. Our intent is to determine SB and LB ability to provide the service and products described in this RFI, the attached Performance Work Statement, and its associated List of Materials (LOM). Note, the LOM includes Original Equipment Manufacturer (OEM) Brand Name Products. AFLCMC/HBB “Kessel Run” intends to set the acquisition aside if SB response shows ability and interest in the requirement.
Any information submitted by respondents to this request is strictly voluntary. This is not a request for proposal, request for quotation, or invitation for bid, nor does its issuance obligate or restrict the Government to an eventual acquisition approach. The Government does not intend to award a contract on the basis of responses from this RFI or pay for the preparation of any information submitted or for the use of such information. All information received from this RFI will be used for planning and market research purposes only.
To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. The Government shall not be liable for damages related to proprietary information that is not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned.
Background The AFLCMC/HBB Program Office at Hanscom AFB is requesting information to identify potential sources to supply the services outlined herein and in the attached requirement documents as follows:
Note: This requirement, if released, is planned to include a brand name specification for Flexible Analysis and Mission Effectiveness System (FLAMES) licenses in support of Command and Control Weapon System Part Task Training (C2WSPTT). These licenses are required to support the Air Operations Center Weapon System (AOC WS). Additionally, pay special note to PWS Section 2.2.4 and the specific engineering/subject-matter-expert (SME) support to remain synchronized with upgrades to the AOC 10.1 baseline.
Period of Performance (PoP) The PoP for this potential Requirement is anticipated to be a one (1) year base contract with four (4) option years.
Response to RFI Interested potential SB and LB sources should provide a response that addresses the following:
1. State your ability to provide a response to the requirement outlined herein and in the attached PWS if released. Also identify how many days would you need to ramp up for performance to meet requirement standards? In response, note any concerns with immediate performance requirements.
2. This requirement will have a Tier II helpdesk requirement to respond within 30 minutes to resolve problems that are called in from the user (on the spot help functions, including weekends and holidays if precoordinated with the government). Both ACTT & C2WSPTT are required to be available 98% of a 24-hour day IAW the AOC CCD, dated 3 Oct 06. Due to the mission critical nature of the 10.1 system, downtime cannot exceed 30 minutes in each and any 24 hours cycle/day. What experience/familiarity does your business have with the AOC 10.1 Weapon System, the current suite of systems making up the AOC Baseline, the training requirements for AOC operations and administration personnel, and the challenges of providing training systems that must remain synchronized with the suite of applications that comprise the AOC 10.1 while maintaining a 98% availability.
3. This potential requirement, as currently outlined, combines support of both the AOC Communications Training Tool (ACTT) and the Command and Control Weapon System Part Task Trainer (C2WSPTT).
If support for the two systems were separate, would it impact your organization’s ability to participate in this potential requirement? If so, please provide information describing how and why?
Interested potential sources should provide their responses to this RFI to shamieka.gilmore-williams@us.af.mil and daniel.lavoie.4@us.af.mil no later than 12:00pm Eastern Time, 13 June 2024. Responses should not exceed two (2) pages, (8 ½ x 11), single spaced, 12 point, Times New Roman, 1-inch margins on all 4 sides.
Respondents shall identify their Commercial and Government Entity (CAGE) Code, business size, and identify any SB Categories defined in FAR Part 19 that apply to their performance in the identified NAICS. Negative responses are appreciated. Please include a brief explanation regarding the decision to not respond. The SB definition for this contract is NAICS Code 541512 with a size standard of $34.0M Annual revenue.
Respondents are advised that the Government is under no obligation to provide feedback with respect to any information submitted. All submissions become Government property and will not be returned.
This RFI is issued solely for information and planning purposes. It does not constitute a Request for Quote (RFQ) or a promise to issue an RFQ in the future. This RFI does not commit the Government to contract for any supply or service in any manner. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.
